Chinese handlers behind cyber frauds under Delhi Police radar

The Chinese handlers linked to cyber fraud networks are under the scanner of Delhi Police , officials on Friday said.Several cybercrime cases in recent months, according to investigators, have shown a recurring pattern as most of the arrested accused were allegedly working in collaboration with the Chinese nationals or gangs operating from abroad.Cyber police stations across 15 districts and the Intelligence Fusion and Strategic Operations (IFSO) unit have found that these foreign handlers remain in contact with their Indian accomplices through encrypted social media applications, said the officer."They lure local fraudsters by offering extra money in exchange for SIM cards, bank accounts and other resources essential for executing digital fraud," he told PTI.The officer said that the accused were found to have links with the Chinese nationals in most of the recent cases solved by the cyber units."All cyber police stations and the IFSO unit are currently working on a coordinated strategy to trace and apprehend the Chinese handlers operating from within India," he added.The officer said this emerging pattern of international coordination has prompted a deeper probe into the structure of such fraud modules, particularly those with cross-border links.Earlier on Thursday, three men were arrested for allegedly duping several people in southwest Delhi by offering money to post positive reviews of hotels and restaurants, and laundering Rs 15.8 lakh to the Chinese handlers through cryptocurrency."The arrested accused, Mahender Singh Rajawat (25), Ariph Khan (25) and Laxmi Narayan Vaishy (23), were in direct contact with a Chinese national via an encrypted messaging application," the officer said.He added that their modus operandi involved luring victims with small payments for completing simple online tasks such as posting reviews.The victims were later deceived with false claims such as welfare scheme tasks, account unfreezing or improving credit scores, said the officer, adding the cheated funds were routed through multiple bank accounts converted into USDT (Tether) cryptocurrency, and transferred to China.In another case, two Punjab-based men were arrested for allegedly duping a woman of Rs 21 lakh in an online investment scam.The accused, Pawan (29) from Chandigarh and Mankiraat (36) from Firozpur, had travelled to Nepal in connection with the crime and were allegedly operating under the guidance of the Chinese nationals, said another officer."Our teams are working round the clock to identify and arrest these handlers operating from within the country," said the officer, adding that over 15 such cases are being reported every month.Efforts are underway to trace the entire network and identify the foreign operatives behind these large-scale cyber frauds, police said.

The complainant was targeted on May 2 after he clicked on an advertisement online, which led him to a WhatsApp group that purported to offer stock market investment tips. The group had 92 members, many of whom turned out to be fraudsters. Lured by promises of high returns, he made investments of Rs 1.2 crore in all in weeks. Cyber police's central division has lodged an FIR and is tracing the IP addresses of the fraudsters, gathering call records, and tracking digital and money trails. No arrest has been made yet.

Mumbai: CBI has registered a case against Jawaharlal Nehru Port Trust (JNPT) officials and Tata Consulting Engineers (TCE), a project management consultant, for allegedly causing Rs 804 crore loss to govt in a contract to increase the depth of the channel for large cargo ships. CBI was carrying out searches at several premises at the time of going to the press, report Vijay V Singh & Reeba Zachariah. The FIR mentions "preparation of inflated estimates, restriction of competition to favour international bidders, extension of undue favour to contractor and suppression of reports of independent experts/organisations". CBI conducted searches at Tata Consulting Engineers' (TCE) Mumbai and Navi Mumbai offices and took "some materials from the locations", sources said. CBI has registered a case against JNPT officials and TCE for allegedly causing Rs 804 crore loss to govt in awarding a dredging contract. The sources clarified that TCE acted as a project management consultant for the JNPT dredging projects and earned just Rs 12 crore from them. Late on Friday, CBI issued a press release stating, "Searches were conducted at the residential premises of officials of JNPT and consulting company, and offices of accused private companies at 5 places in Mumbai and Chennai, which led to recovery of documents relating to the Capital Dredging Project, digital devices, and documents showing investments made by public servants." by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Free P2,000 GCash eGift UnionBank Credit Card Apply Now Undo The FIR was registered against former JNPT chief manager Sunil Kumar Madabhavi, TCE and its project director Devdutt Bose, BoskalisSmit India LLP, Jan De Nul Dredging India Pvt Ltd, and unidentified individuals. It says the loss was spread over the dredging project's two phases – 2003-14 and 2013-19. To accommodate large cargo ships, in 2003, JNPT appointed TCE to prepare the phase 1 project report for the cost estimates and time duration. TCE was also awarded the work of project management consultant, including preparation of tender documents and supervision of work. The FIR stated, "Shadow bidding arrangements to support the cartel made by BoskalisSmit India LLP and Jan De Nul Dredging India Pvt Ltd were permitted by Madabhavi in connivance with Bose… and other unidentified individuals, thereby enabling the cartel to participate in the bidding process." During the probe, it was found that the pre-dredge survey was manipulated by using the less accurate software 'Qinsy' instead of the globally accepted 'HYPACK' for measuring dredging quantity, the FIR said. CBI claimed that the two phases were planned back-to-back, and their implementation overlapped, though on record, it was mentioned that they would be taken up separately. JNPT had assigned the project report on Phase 2 to TCE in collaboration with E&Y and Howe Project. "Several stringent project qualifications criteria and tailor-made specifications were inserted in the Phase 2 tender documents to eliminate Indian bidders . ..and to the advantage of the international bidders. Such changes were made to allow bidders forming JVs or consortiums to compete for complementary bidding against the Competition Commission of India guidelines," the FIR said.
