Ghost workers drain billions from public funds
Ghost employees are being paid with taxpayer money, costing South Africa billions. This corruption must be rooted out with national audits and criminal prosecutions.
The biggest problem facing public administration in South Africa – and the biggest opportunity for looters – is the lack of financial controls and even basic information on the government workforce.
That is why it appears to have been a lucrative scam to create 'ghost workers' and then divert their salaries into the thieves' wallets.
With a government salary bill of nearly R800 billion in this financial year – and a further R85 billion which is earmarked for employees in state-owned enterprises – the civil service is one fat cow waiting to be milked by the unscrupulous.
Estimates are that there are probably tens of thousands of these bogus workers being paid like clockwork with taxpayer money… and that money, which probably runs into the billions, is what should be used for good works, development or even just to keep people from starving.
The scale of the actual and possible looting is eyewatering.

The elimination of ghost workers at the Passenger Rail Agency of SA (Prasa) alone saved it R200 million.
The Association of Certified Fraud Examiners estimates that ghost employees account for 8% of occupational fraud cases worldwide and experts believe this percentage could be even higher in South Africa, especially in government ranks, because of the lack of control and accountability.
Other than Prasa, multiple cases of ghost workers have been revealed in sectors ranging from municipalities to government departments at provincial and national level.
It is to be welcomed that President Cyril Ramaphosa has ordered the Special Investigating Unit to probe the ghost worker problem at Prasa… but it must go much further than that.
Government directors-general must be told to audit their areas and if discrepancies are found, they must be dealt with.

Anyone involved in these scams must be prosecuted and locked up because this is economic terrorism, plain and simple.

Limpopo woman jailed for life after orchestrating father's brutal killing

Full story POLOKWANE – Mologadi Mehlape (28) has been convicted of the murder of her father, Dr Malekutu Johannes Mehlape, a respected circuit manager in the Department of Education. The Limpopo High Court handed down judgment last Wednesday following her guilty plea to charges of murder and robbery with aggravating circumstances committed on December 28, 2023, at her father's home. Mehlape was sentenced to life imprisonment for murder and 15 years for robbery, with the sentences to be served concurrently. She appeared in court alongside four co-accused: Michael Sello Molongoane (42), Mahlodi Melida Mathole (34), Tshepo Gabriel Ranoto (34), and Hlologelo Klaas Mogotlane (34). The four face charges of murder, robbery with aggravating circumstances, conspiracy to commit murder, and illegal possession of a firearm and ammunition. Their trial has been separated and postponed until Friday at the Polokwane High Court. The court revealed chilling details, including that Mehlape masterminded the murder based on claims by the third accused, Mogotlane, a traditional healer, who alleged that her father had used muti (witchcraft) to cause her mother's death. After failed attempts to seek revenge through supernatural means, Mehlape was said to have recruited family members and offered R200 000 to hire a contract killer. On the night of the murder, she reportedly opened the gate and main door to allow the assailants access. Subsequent arrests in Mankweng led to the seizure of a double cab bakkie believed to have been used in the crime, and during a separate arrest in Zebediela, a firearm suspected to be the murder weapon was recovered. During sentencing, Mehlape pleaded for leniency, citing her role as the primary caregiver for her daughter and unresolved issues with her father. On Friday, Siboniso Vincent Vundla pleaded guilty to his alternative charge of assault with an intent to cause grievous bodily harm, and he pleaded not guilty to the attempted murder of his mom Thuleleni Gertrude Vundla. In his plea read by his attorney from Legal Aid, Sakhile Zondi, Vundla said on September 3, 2023, he was at home with his mom. He said he was angry and they argued about this with his mom, who hurled insults at him while she was busy sewing clothes. Vundla said that because of his anger, he went to the kitchen to take a knife and came back to stab his mother countless times. 'I was annoyed that my mother was not making efforts to help me, and she was acting as if she was not interested in me,' Vundla added. He said he intended to stab his mother, and he was not acting in self-defense. In asking the court to be lenient on his client, Zondi said Vundla was remorseful of his actions and he apologised to his mother. Additionally, Zondi said Vundla has acknowledged that he has a problem and is willing to seek help so he can better control his anger. He added that Vundla has two children, with the youngest being four years old. 'He is single and unemployed. He has been in custody from the day he was arrested on September 3, 2023,' he added. Zondi said his client had a previous conviction, but it does not relate to this matter, as he was driving at high speed. He also urged the court not to forget the principle of Ubuntu (humanity). The State regional prosecutor, Kaystree Ramsamujh, read the victim impact statement of Thuleleni. Thuleleni said Vundla was the only boy among four girls; she said his upbringing was good, and they were close. She said that when Vundla turned 19, he started to change and abuse her, together with his siblings. 'Living with him was stressful; there was no peace at home. He would demand things to be done for him,' Thuleleni said. She said Vundla would have killed him on the fateful day had she not taken the knife from him, which also injured her hand. She said her left hand had been paralysed because of the incident. Ramsamujh said society needed to be protected from people like Vundla. She said Thuleleni could no longer sew clothes as she was a dressmaker. 'One would expect the accused to have the utmost respect for his mother.' She said the medical records showed that the stab wounds were in vital parts of Thuleleni's body, like the neck, adding that there were no compelling circumstances that would allow the court to deviate from the minimum sentences. Magistrate Sibongise Cele said Vundla betrayed the trust of his family as he was the only male in the house. He said that at one stage, Thuleleni had applied for a domestic order against Vundla, but he failed to respect it. 'You have deprived your mother of a source of income that she was dependent on. Not only did you stab her once, but 13 times. She was lucky to survive the incident,' Magistrate Cele said. He sentenced him to 10 years and suspended two years, meaning he would spend eight years in prison. Magistrate Cele further declared Vundla unfit to possess a firearm.
