Rejuvenation pending, silt-choked Akkulam lake sparks flood fears in Thiruvananthapuram
THIRUVANANTHAPURAM: As yet another monsoon season approaches, the silt-choked Akkulam lake continues to pose flood threat to the capital city. Despite repeated incidents, the long-pending rejuvenation of the lake — a vital component of the city's stormwater drainage network — remains indefinitely stalled.
The lake, which has been rapidly shrinking due to silt accumulation, has lost much of its capacity to retain stormwater during heavy rain, leading to flooding across the city. Experts have cited the deteriorating state of the lake as a key reason behind the recurring urban flooding, particularly during intense rainfall.
An ambitious Rs 96-crore rejuvenation project intended to revive the lake remains stuck, with the Tourism Department deciding to initiate a re-tender for its implementation.
Harilal V, environment subject committee member of Kerala Sastra Sahithya Parishad (KSSP), said that the state government should take immediate measures to protect the lake, which is dwindling rapidly because of encroachment. 'The State Wetland Authority of India (SWAK) apart from making a proposal has not taken any effort to notify the lake to ensure its protection. A committee should be formed with various departments to protect the lake.
Focusing just on tourism will not help and the rejuvenation project should be implemented with the participation of all departments concerned,' said Harilal V. The state cabinet approved the revised estimates of the project back in August 2022. The plan is to implement the project under Design-Build-Operate-Transfer (DBOT) model. WAPCOS Ltd has been roped in as the special purpose vehicle (SPV) for the project that aims to restore the lost glory of the lake.
Initially, Kerala Infrastructure Investment Fund Board had allotted Rs 64.13 crore for the project, but the contractor who won the bid had demanded Rs 125 crore which was reduced further to Rs 96 crore after negotiations.
An official of the Tourism Department said that the contractor roped in for the implementation of the project was found to be ineligible and the meeting chaired by the chief minister decided to go for a re-tender.
'We have sent the proposal to the law department to check the legalities involved while going for a re-tender. They will be sending it to the cabinet again for approval,' said the official.
The lake has been witnessing rampant encroachment and CRZ violations. According to studies, the lake area has come down by 31.06% since 1942 and by 9.86% in the last five years. As per the resurvey carried out a few years ago, the lake is spread over 64 hectares. The detailed project report was prepared by the Translational Research and Professional Leadership Centre (TPLC) under the Government Barton Hill Engineering College.

Bathinda: Farmer forum Kisan Mazdoor Morcha (KMM) on Saturday released details of the donations it received and the expenses it made during the 13-month-long protest helmed by the farmers' body at the Shambhu border between Punjab and Haryana from Feb 13, 2024, to Mar 19 this year. The protest, along with another stir helmed by Sanyukt Kisan Morcha (Non-Political) at Khanauri border between the two states, was carried out to demand a legal right for farmers on the minimum support price (MSP) for their crops, calculated for a 50% profit over comprehensive cost. KMM claimed that it received Rs 20,58,254 over the 13 months and spent Rs 20,56,520, leaving it with cash at hand of Rs 1,734. KMM also released a month-wise account of the funds for the period from Feb 2024 to Mar 2025. According to details, KMM received the highest amount in donations in May 2024, getting Rs 6,53,650. The lowest collection was made in Jan 2025, with the group getting just Rs 39,095 for the entire month. The highest expenditure was incurred in April and May 2024, when over Rs 5 lakh each were spent. Sanyukt Kisan Morcha (Non-Political) is yet to release the details of its accounts. The group headed by Jagjit Singh Dallewal, who went on a hunger strike for MSP, said it will make public its accounts on June 25. KMM accounts committee member Guramneet Singh Mangat said they audited their accounts in April, but a couple of receipt books went missing when police forcibly demolished the morcha site on March 19. "We had to find those receipts and then audit the accounts. This is why the process was delayed," he said. SKM (Non-Political) functionary Abhimanyu Kohar said both forums met on June 19, where accounts from both sides were shared. "We are busy with some engagements and the accounts will be put in the public domain on June 25," he said. The collection of funds was mired in controversy even during the previous 2020-21 farmers' protest on the borders of Delhi, as certain leaders alleged misappropriation of funds. Speaking on the theme 'Governing Innovation - A Telangana Case Study', KTR articulated how India's youngest state has emerged as a beacon of inclusive development, resilience, and economic transformation. In his address, KTR emphasised that Telangana was not created by chance but was the result of decades of peaceful democratic struggle. He referred to it as 'the most successful startup state of independent India' and proudly stated that Telangana has shown not only promise but also consistent delivery of development goals across sectors. He underscored that the formation of the state in 2014 was the culmination of decades of aspiration, and in just a short span, it has transformed into a model state admired across India and globally. KTR highlighted the impressive economic indicators that back Telangana's growth story. The state's Gross State Domestic Product (GSDP) has grown from Rs 4 lakh crore to Rs 15 lakh crore, and its per capita income has surged from Rs 1.12 lakh to Rs 3.57 lakh. Telangana has risen from the 12th position in the national economic rankings to among the top in multiple sectors, including agriculture, industry, and technology. However, KTR noted that Telangana's story goes beyond numbers and it is a tale of restoring dignity, empowering citizens, and building a resilient society. He illustrated how bold and innovative decisions led to revolutionary transformations. He pointed to landmark achievements such as the Kaleshwaram Project, the world's largest lift irrigation project, which was completed in a record four years and has dramatically transformed the irrigation landscape, contributing to Telangana becoming the number one state in inland fisheries. He noted that Telangana has provided safe drinking water to all one crore households and eradicated fluorosis. KTR also spoke of the immense strides Telangana has made in attracting global investments. Hyderabad, the state capital, is now home to the world's largest campuses of Amazon and other top global tech companies. The state also houses the world's largest innovation campus, T-Hub, which fosters thousands of startups. Telangana is also a global pharmaceutical hub, producing one-third of the world's vaccines. Left jobless, Karnataka bike-taxi captains urge govt to allow operations
Bengaluru: Rendered jobless and pushed to the brink, hundreds of bike-taxi captains took to the streets across the state Saturday, protesting the govt's continued indecision on legalising their operations. They demanded that the govt come up with a policy framework that would legalise bike taxis in the state. Not just have our livelihoods being snatched away because of the bike-taxi ban but also commuters, who are dependent on cheaper and faster travel options, have been put to hardship, they said while stating that they have no option but to stage protests against the govt, especially the transport dept which has cracked down on them. The affected captains include professionals who saw bike taxis as a means of livelihood and students who were earning pocket money by dropping off people. The captains took out protest rallies in Bengaluru, Kanakapura, Ramanagara, Mandya, Hassan, Tumakuru and Shivamogga. Police foiled a planned gathering in front of Vidhana Soudha by dispersing them and detaining several protesters as a preventive measure. Deputy commissioner of police (Central) Akshay M Hakay said police had to act as it amounted to unlawful assembly. A bike-taxi captain from Tumakuru said, "We wanted to gather at Vidhana Soudha and appeal to the govt to frame a policy legalising bike taxis. But police didn't even allow us... We were in hundreds when we left Tumakuru, but most were stopped near the toll gate before entering Bengaluru. Very few managed to reach the city." Explaining the ordeals faced by them after the ban on bike taxis, a captain who identified himself as Rajkumar said: "For two years, I earned Rs 1,000-1,500 per day by riding my bike as a taxi in the traffic-choked city. It paid my rent, my child's school fees, and groceries. Today, I have nothing. We are not criminals. We're just asking for the right to work." The captains argue that the crackdown, triggered by the transport department's ban on bike taxis through aggregators like Rapido, Uber, and Ola from June 16 by citing court orders, was unjust, especially when no viable alternatives have been provided. Over 100 bikes have already been seized by the department in the ongoing crackdown. The bike-taxi captains said they're willing to play by the rules — using yellow-board bikes, wearing uniforms, and collecting govt-fixed fares. But in return, they want a legal pathway to operate. "We're ready to follow all regulations. Just let us work," said Manu, another captain from Ramanagara. "After the ban, they shifted us to parcel deliveries. We earn Rs 30 per parcel. That's not a livelihood, that's humiliation," he added. What angers the captains the most is the silence of the govt, especially the transport department. They alleged that the crackdown is being carried out under pressure from autorickshaw and cab driver unions. A captain added: "We've sent many appeals to elected leaders including transport minister Ramalinga Reddy, but there's been no positive response."
