ONGC clears path for well-capping ops, residents beyond 500-metre radius allowed to return home

In a step towards capping the
crude oil well
from which gas has been leaking for 11 days in Sivasagar district, energy major
ONGC
on Sunday said heavy equipment needed for the process is being mobilised.
It said after latest assessments, residents living beyond a 500-metre radius from the incident site have now been advised that it is safe to return to their homes and resume normal activities, including cooking and the use of electricity.
The blowout took place on June 12 at a well of
Rudrasagar oil field
of
ONGC
at Barichuk of Bhatiapar. A private firm, S K Petro Services, was operating the well on behalf of the state-owned company.
"Oil and
Natural Gas
Corporation Ltd (ONGC), in collaboration with international well-control experts from Cudd Pressure Control, has achieved a significant milestone in its ongoing operations at Well RDS#147A," it said in a statement.
Approximately 10 trailer loads of rig material have been successfully removed by ONGC's Crisis Management Team (CMT) and the expert crew, clearing the majority of the rig equipment from the site and paving the way for the upcoming well-capping operation.

"The necessary heavy equipment required for the capping process is currently being mobilised to the site," it said.
The team has conducted a detailed inspection of the elevated section of the rig mast to plan the safe removal of the tubing stacked in the derrick.
A specialised extra-long boom crane is being mobilised for this critical operation, with deployment scheduled at the earliest possible time, the ONGC said.
As a continuous safety measure, water blanketing of the well is being maintained, the statement said.
The ONGC has also been actively supporting the district administration at the relief camps.
More than 330 families from surrounding villages have been evacuated, and are being supported with basic relief and safety measures at a camp set up in nearby Bangaon, it said.
The
Assam government
has already announced a financial aid of Rs 25,000 each to the families affected by the blowout.
Chief Minister
Himanta Biswa Sarma
had on Friday said ONGC authorities have informed him that the entire crude oil well from where gas was leaking will be capped.
He said assessment of damages and compensation payment will be jointly carried out by ONGC and the district administration.
An official of ONGC had earlier said it was an old crude well without production, and a perforation job was underway for zone transfer at the time of the blowout.

According to the release, Overly has been actively involved in the company's governance for nearly five years, maintaining a perfect attendance record at board and committee meetings despite being in a different time zone. His contributions have been noted as significant in board deliberations and decision-making. 'Mr. Overly was an Operating Partner in the Corporate Private Equity Group at Blackstone Group, based in New York, until his retirement in 2018. He continues to support Blackstone by serving on the boards of several of its portfolio companies. At Blackstone, he was involved in operational improvements, supply chain enhancements, and strategic initiatives across the firm's global portfolio,' the company added. Before joining Blackstone in 2008, Overly served as Vice President of Global Fixture Operations at Kohler Company, where he managed global manufacturing operations and the entire supply chain. Prior to that, he spent 25 years at General Motors Corporation and Delphi Corporation, holding various operations and engineering roles with global responsibilities. Overly holds a Bachelor of Science degree in Industrial Management from the University of Cincinnati and a Master's degree in Business from Central Michigan University. Shillong (Meghalaya) [India], June 23 (ANI): In a decisive push to empower grassroots communities and strengthen rural livelihoods, the Government of Meghalaya has initiated the disbursement of nearly Rs 19 crore in financial grants to Producer Groups (PGs) under its flagship FOCUS (Farmers' Collectivisation for Upscaling Production and Marketing Systems) program across the state. A significant Rs 8 crore has been disbursed to over 4,600 PGs in Garo Hills alone, marking a major milestone in the state's mission to make rural economies more self-reliant. The announcement was made during the foundation stone laying ceremony for the Additional Secretariat Complex in Tura, a historic move towards decentralising governance, where Meghalaya Chief Minister Conrad K Sangma led the disbursal ceremony at the Pa Togan Nengminja Sangma Athletic Stadium. Over the years, the FOCUS initiative has emerged as a transformative platform, touching the lives of more than 2.1 lakh rural households across Meghalaya and channelling nearly Rs 120 crore in direct benefit transfers. The scheme promotes the collectivisation of farmers into producer groups. It provides strategic financial support of Rs 5,000 per member for productivity-linked initiatives, particularly in sectors like piggery, poultry, and horticulture. Since its launch, the FOCUS scheme has made significant strides across Garo Hills and Khasi, Jaintia Hills, ensuring inclusive growth throughout Meghalaya. Together, these regions have seen nearly Rs 120 crore disbursed to more than 22,000 Producer Groups, positively impacting around 2.1 lakh rural households. In Garo Hills, close to 12,000 PGs and 1 lakh beneficiaries have been supported, while Khasi and Jaintia Hills have similarly witnessed grants reaching over 10,000 PGs and more than 1.09 lakh families. These year-wise efforts bring the cumulative total to Rs 120 crore, with over 22,500 Producer Groups supported across the state so far. The FY 2025-26 tranche adds nearly Rs 19 crore to this growing outreach, reinforcing the government's commitment to a resilient rural economy. While handing over the cheques at the event in Tura, the Meghalaya Chief Minister emphasised, 'These aren't just grants, they're investments in the potential of our farmers and the promise of our rural economy. FOCUS is not a one-time scheme; it's a long-term vision to empower communities, especially women, with over 60 per cent of beneficiaries being women farmers.' In addition to FOCUS, the day witnessed the disbursal of Rs 10 crore to Nokrek Midan Cluster Level Federation (CLF) under Rongram Block through the Meghalaya State Rural Livelihoods Society (MSRLS), benefitting over 1.9 lakh women and more than 19,000 Self-Help Groups (SHGs) in Garo Hills- a strong step towards enhancing women-led development. Producer Groups in Garo Hills are engaged in diverse activities such as piggery, banana and cashew cultivation, poultry, and mustard farming. These activities enhance food security and create sustainable income streams and job opportunities at the village level. The event also included grants under the Climate Adaptive Community-Based Water Harvesting Project (ADB), highlighting the government's multi-pronged approach to climate resilience, livelihoods, and decentralised development.
