Doha – Morocco's Ministry of Energy Transition and Sustainable Development has issued the country's first Energy Services Company (ESCO) authorization. This development implements Decree No. 2-24-153, applying Law No. 47-09 on energy efficiency published in the Official Bulletin last November.
This authorization represents an important step in operationalizing the regulatory framework for energy efficiency. It builds on the ministry's ongoing efforts, including the decree on accreditation of organizations responsible for mandatory energy audits, which has already authorized 25 companies.
ESCOs are a new generation of energy specialists designed to transform how buildings and facilities manage energy consumption.
These companies provide comprehensive services, including energy audits, system design, implementation of efficiency measures, and ongoing monitoring.
Their business model centers on energy performance contracts where payment is directly linked to actual energy savings achieved, reducing financial risk for clients.
Through these performance-based contracts that connect ESCOs to their clients through measurable targets, these companies will actively work to cut energy consumption and optimize usage across various sectors including industrial, commercial, and residential buildings.

Doha – The Moroccan government has officially authorized the creation of a company dedicated to developing and managing specialized industrial zones for defense industries. According to decree N° 2.25.428 published in the Official Bulletin on June 9, the new entity – dubbed the 'Defense Industrial Zones Management Company' – will be established as a joint venture between the Military Housing and Equipment Agency (ALEM) and MEDZ, a subsidiary of the Caisse de Dépôt et de Gestion (CDG) group. The new company will be capitalized at MAD 300,000 ($30,000), with ownership split equally between ALEM and MEDZ. Its primary mission will be to design, develop, market, and manage industrial zones specifically dedicated to defense industry activities. This initiative implements royal directives aimed at creating two specialized industrial zones for defense manufacturing, in accordance with Law 10.20 governing defense and security equipment, weapons, and ammunition. The project follows a strategic partnership agreement signed on November 8, 2023, between the Ministry of Economy and Finance, the Ministry of Industry and Commerce, the National Defense Administration, CDG, and ALEM. The authorization, decided on May 22, was signed by the head of government and countersigned by Minister of Economy and Finance Nadia Fettah Alaoui. It grants a one-year period for the company's establishment from the date of publication in the Official Bulletin. The industrial zones will host manufacturing activities and services related to the production of weapons, ammunition, and defense and security equipment. This development represents a major step in Morocco's strategy to build sovereign capabilities in military technology and attract international investors to strengthen the country's defense production capacity. ALEM, which has been operating since 1994 when it replaced the Military Housing and Equipment Fund, specializes in constructing housing for military personnel and developing infrastructure. Meanwhile, MEDZ positions itself as Morocco's leading institutional investor dedicated to the development and management of industrial parks. This is not the CDG subsidiary's first involvement in defense industry projects. MEDZ previously participated in a planned ultra-modern maintenance center for military aircraft and helicopters in Benslimane, in partnership with Belgian company Blueberry and American manufacturer Lockheed Martin, though this project has yet to materialize. The creation of these specialized zones comes as Morocco has already begun attracting defense industry investments, including a recently announced project from Indian conglomerate Tata. The project was also approved following the agreement of the National Agency for Strategic Management of State Participations, headed by Abdellatif Zaghnoun, along with the boards of directors of both MEDZ and ALEM. Guesthouses, tourist residences, and holiday clubs, previously classified under separate categories, will now be rated with stars, like hotels. Riads and Kasbahs will also join this unified system, helping them better showcase their unique offerings. This universal classification brings greater clarity for tourists and more transparency for operators. In addition to infrastructure, service quality becomes a key evaluation criterion, assessed throughout the customer journey. To ensure standards, specialized auditors will conduct regular mystery visits using a detailed evaluation grid of up to 800 criteria, developed with the World Tourism Organization (UN Tourism). Classifications will no longer be permanent—they'll be reassessed every seven years for new establishments, and every five years afterward. A major innovation targets 5-star and luxury hotels: «Attached Real Estate Residences» (RIA). This model allows investors to build and sell villas linked to their hotels, offering a private experience for upscale clients while boosting sector investment. Tourism Minister Fatim-Zahra Ammor called the reform a «decisive step» and noted it was achieved through broad collaboration. «Beyond regulation, this positions Morocco among leading global tourist destinations», she added. Professionals will have 24 months to comply with the new standards, giving them time to upgrade facilities, train staff, and prepare for audits. The framework will soon expand to cover bivouacs, homestays, and alternative lodging (e.g., container homes, cabins), including those listed on digital platforms. These upcoming decrees aim to: Ensure quality and safety through strict guidelines, legally integrate informal operators, and expand lodging options for tourists. This diversification is expected to improve pricing regulation, especially during peak seasons, making tourism more accessible without sacrificing quality.

Doha – Morocco ranks among the most generous Arab countries when it comes to official holidays, with 17 days of paid leave annually in the public sector, outpacing other countries in the Maghreb and Middle East region. In a written response to a parliamentary question from the Party of Progress and Socialism (PPS), Amal El Fallah Seghrouchni, Minister Delegate for Digital Transition and Administrative Reform, revealed that Morocco observes 17 official holidays per year. 'Morocco has a satisfactory number of official holidays during which work is suspended, with 17 days compared to 13 days in Egypt, 9 days in Algeria, and 15 days in Tunisia,' El Fallah Seghrouchni stated. These official holidays are governed by Decree No. 2.77.169 dated February 28, 1977, which established the framework for religious and national holidays in public administrations and institutions. 'Several private institutions adopt the same number of holidays as the public sector,' the minister noted. Regarding religious holidays specifically, El Fallah Seghrouchni pointed out that Eid al-Adha celebrations in various Muslim countries range between one and three days, similar to Morocco's practice. Any potential revision of holiday regulations would require comprehensive stakeholder involvement, according to the minister. 'Studying the possibility of revising the decrees regulating official and religious holidays requires involving all public and private sector stakeholders to address the issue from various economic and social perspectives,' she explained. The minister also mentioned that Moroccan legislation provides for exceptional leave allowances. 'The Moroccan legislator has established, alongside the administrative leave system, exceptional leave or permission to be absent, granted to employees who provide family justifications or exceptional reasons, not exceeding ten days per year,' she elaborated. 'This system of leaves collectively aims to ensure decent working conditions for employees on one hand, and guarantee the continuity of public services on the other.' She further noted that Article 3 of Decree No. 2.05.916 issued in July 2005, which determines working days and hours in state and territorial administrations, allows for exceptional work stoppages by decision of the Head of Government. On several occasions, such as during Eid al-Fitr, work has been suspended exceptionally to facilitate citizen travel and reduce traffic congestion on various national road networks coinciding with these religious occasions.
