15 Maoists on ‘most wanted' list of police, security forces

Hindustan Times06-06-2025

At least 15 members of the central committee (CC) of the banned Communist Party of India (Maoist) remain on the most wanted list of police and security forces, documents accessed by HT have shown.
The 15 members, each with a different role, carry rewards ranging from ₹40 lakh to a crore, the documents showed.
Senior leader Sudhakar, who was killed in an encounter in Bijapur on Monday, was number 16 on the list.
The most wanted man, Mupalla Laxmana Rao alias Ganpathy, is a CC member and former general secretary. Ganpathy was the CC general secretary before Nambala Keshava Rao alias Basavarju who was killed in a gunfight on May 21.
Another person on the list is Sujata alias Kalpana, who is believed to be in her 60s, and is the widow of Maoist leader Kishen ji who was killed in an encounter in 2011 in West Bengal, officials familiar with the contents of the list said.
According to security records, Sujata remains a CC member and is also in charge of the South Bastar Divisional Committee. While police have announced a reward of ₹40 lakh for her arrest, the cumulative bounty from other states for her arrest could be over ₹1 crore, the officials said.
'The CPI(Maoists) used to have more than two dozen central committee members, who were their main leaders. They are the party's think tank, while the other is the military wing. These people decided how the party should spread its influence across the red corridor. They are now down to just 15, of which some may have fled from the jungles due to old age though we have no evidence. Currently there are four-five CC members, who are still active in Chhattisgarh and working with the military wing,' one senior officer, who asked not to be named, said.
Second on the list of most wanted is Mallojula Venugopal alias Abhay — also a politburo member and a likely candidate to be Basavaraju's successor.
'Abhay, who is in his 60s, is still active in Chhattisgarh and is also their spokesperson. Through our sources, we heard that Abhay and another CC member, Chandranna alias Puluri Prasad Rao, could be their new general secretary,' the officer said, adding that there is no credible intelligence with forces about reports on social media that Ganapathy has returned to lead the party.
The officer added that after Basavaraju's death last month, the party has been unable to convene a meeting to select its new leader.
'CPI Maoist leadership is facing its extinction. From a strength of around 45 few years back now their top leadership strength have depleted to around 14,' Bastar range IG P Sundarraj said.
A second official said that while the most wanted list has CC members, the people whom the forces are more desperate to get are the military commanders.
The youngest in this list of 15 CC members, Madhvi Hidma (52), is still the man, leading the armed cadres. 'Along with Hidma, there is Barse Deva, commander of PLGA Battalion number 1, and Dulla, who is the commander of company number 1. These are people who are still fit and young too, who are still putting up a fight and refusing to surrender. Getting them will impact the military prowess of the Maoists,' the second officer added.
Two others on the list are Misir Besra alias Sunirmal and Deoji alias Chetan Deoji, both in their 60s, who are part of the Maoists Central Military Commission. While Besra is a CMC member, Deoji is the secretary of the Central Military Commission. The CMC is apex body of the Maoists responsible for planning and executing armed attacks against security forces.
To be sure, the order of the names in the list is not based on order of their importance.
In 2025, the security forces have neutralised at least 3 CC members.

Chhattisgarh tribal family alleges school cook killed in encounter was not Maoist

Bijapur (Chhattisgarh): A tribal family in Chhattisgarh's Maoist-hit Bijapur district has alleged that their sole breadwinner, a mid-day meal cook at a local government school, was killed in a 'staged encounter' by security forces- a claim the state police have rejected. Mahesh Kudiyan had been working as a mid-day meal cook at a local government school since 2023, according to his family and the school's headmaster. (Sourced) On June 10, security forces said they had killed seven Maoists, including a wanted cadre named Sudhakar, during an operation inside the dense forests of Indravati National said that among the bodies later identified was that of Mahesh Kudiyam, a 35-year-old resident of a remote village under the Madded block. However, Mahesh's family alleged that he had no connection with Maoists and he was a cook at a local school. Mahesh's widow, Sumitra Kudiyam, said, 'My husband had gone to the forest to fetch our cattle. By evening, he hadn't returned. Later, we heard from villagers that he had been taken by security forces and the next day, he was declared a Maoist and shown dead in the encounter.' 'He was innocent. We are poor but law-abiding. My children (seven, four of whom are school-going) keep asking when their father will return. I don't know how I will raise them alone,' she said. Another villager, Irma Veladi, said, 'We saw security personnel take him from near the forest. He was unarmed, simply looking for his cattle. The next thing we heard was that he was killed as a Maoist. It is wrong.' Ramesh Uppal, the headmaster of the local government school and Mahesh's employer, confirmed his identity and role in the school. 'Mahesh joined us as a mid-day meal cook in 2023. He worked regularly and earned ₹ 1,200 per month. He was last present at the school in April this year,' said Uppal. However, the Bastar police in a statement on Sunday said that the killing took place during a series of anti-Maoist operations carried out in the National Park area of Bijapur district. The operations, the statement said, were based on intelligence inputs and resulted in the recovery of seven bodies after exchanges of fire with Maoists. Among the deceased were two top Maoist leaders — Gautam alias Sudhakar, a Central Committee member of the CPI (Maoist), and Bhaskar Rao, a State Committee member of the same group. According to the press statement, one of the other deceased was identified as Mahesh Kodiyam, a resident of Irpagutta village under Farsegarh police station limits. The statement said that, based on inquest proceedings, Mahesh was a party member of the banned CPI (Maoist) and was associated with the outfit's operations in the National Park division. It further noted that Mahesh had worked as a cook assistant at the primary school in Irpagutta, appointed by the local school management committee, and had received wages until March 2025. The note stated that an investigation was underway to determine how he came into contact with top Maoist leaders like Sudhakar and Bhaskar Rao. IG Bastar Range Sunderraj P, quoted in the release, said: 'The security operation was based on credible intelligence inputs and local-level information. Weapons, Maoist literature, and other items were recovered from the encounter site. Regarding Mahesh Kodiyam, available intelligence indicates his links with the outlawed organisation. However, if any suspicious or contradictory circumstances come to light, we are committed to conducting a fair and impartial investigation.' The statement also reiterated a call to all individuals with direct or indirect links to the banned CPI (Maoist) to sever ties with the outfit, warning that continued association poses a threat not just to public safety but also to the lives of those involved.

Maoists kill civilian, surrendered cadre in Bijapur ahead of Amit Shah's visit

RAIPUR: Day ahead of UnionHome Minister Amit Shah's visit to Chhattisgarh, Maoists gave a grim reminder of the ongoing insurgency in Bastar region by killing two civilians on Saturday night in the Bijapur district. The victims included a former Maoist commander who had recently surrendered to police. Five armed Maoists entered Sendrambore and Ampur villages in Pamed region around 8 PM on June 21 and they targeted Veko Deva alias Sandeep, a former section commander of the Maoists' 2nd Company Platform Party Committee Member (PPCM) who had surrendered recently, and Sunnam Sammiah, a village committee member from Jaralli Revolutionary People's Committee (RPC). Both were allegedly killed by strangulation, on suspicion of being police informers. Initial reports suggest that the victims were strangled to death. The police have confirmed receiving information about the incident and dispatched teams for verification. Bijapur SP Jitendra Yadav confirmed, 'We have received credible input. A team has been sent to the location to confirm the details.' The killings took place in a sensitive area close to Telangana border, just 10 km from the Pamed police station and about seven km from Dharmavaram security camp, which came under attack last year by the Maoists' Battalion 1 of the People's Liberation Guerrilla Army (PLGA). by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Villa For Sale in Dubai Might Surprise You Villas in Dubai | Search ads Learn More Undo That ambush left 12 security personnel injured and involved heavy gunfire and rocket-propelled grenades. The NIA has recently filed a chargesheet in that case. This latest act of violence is part of a disturbing trend in Bijapur, one of Chhattisgarh's worst Maoist-affected districts. So far in 2025, Maoist violence has claimed the lives of 22 civilians, with 71 killed in 2024 alone. This killing spree coming just days after three other civilians were slain in the same district is seen as a desperate attempt by the Maoists to assert presence amid their declining influence.
