Phoenix man killed over parking dispute: neighbours arrested

THE family of a Phoenix man, who was killed in full view of his parents after a dispute with his neighbours over parking, are outraged that the two men arrested for his murder have been released on bail.
Nico Naidoo, 35, a psychology student and employee at a private security company, was allegedly stabbed and pushed down the staircase of his home in Rydalvale on May 30.
He died from his injuries on May 31.
Leon Vengatasamy, 40, and Justin Kattroyen, 33, who are believed to live two houses away from Naidoo, appeared in the Verulam Magistrate's Court on Friday on a charge of murder and were each released on R3 000 bail.
Naidoo's sister, Nadelene Govender, said: 'My brother's alleged killers are allowed to walk the streets. They are getting on with their lives, while our family has been ripped apart by Nico's death."
She said on the night of the incident, her brother had parked his car outside their home. He was still seated in his vehicle when his neighbour approached at around 6pm.
Govender said the man had moved into the neighbourhood about a year ago and that was the first time her brother had spoken to him.
'He asked my brother to move his vehicle, so his relative, who was visiting, could park in that space. My brother told him that he was parked in his own premises and questioned why he should move his vehicle.
'There was a dispute and the man appeared aggressive. After they talked it out, the man apologised and even hugged Nico. He went to the extent of kissing him on his face. My brother asked him why he was kissing him. He said he was sorry about the argument.
'At around 11.30pm, my parents and siblings were asleep when they heard banging on our pedestrian gate. There were four men trying to get inside our property. They kept screaming and calling out for my brother. They tried to provoke him but he stayed inside the house."
She said the men were hurling 'disgusting insults' at her parents in an attempt to provoke Naidoo.
'My parents told Nico to remain inside. The men were armed with a knife, beer bottles, and a baton. Nico thought that by not retaliating, they would get tired and leave. But they jumped over our boundary wall and entered the yard. They began banging on the kitchen door. My dad and uncle then went outside to ask them to leave. My mom was holding my brother to prevent him from going outside.
'They were overpowering my dad and uncle and tried to push their way into the house. Nico then saw that they had weapons and he ran to help my elderly dad and uncle. My dad, uncle and Nico tried to push the men towards the stairs, so they could leave the yard.
"They then turned their attention to Nico. Nico was on the 5th stair of the staircase when one of the suspects stabbed him on his forehead. They then forcefully pushed him. He fell down the stairs and landed on his back. He hit his head and he was bleeding through his nose, ears and mouth.
'As my brother lay bleeding on the ground, and we were hysterical and trying to call for an ambulance, they were still swearing at us. The police eventually got rid of them. My sister Nikita and her husband then carried Nico to their vehicle and took him to hospital."
Naidoo suffered from bleeding to his brain.
'The doctors told us that his injuries were too severe and they could not do much. We stayed with him until about 6pm on Saturday. He was not conscious but he held onto our hands. Tears rolled down his cheeks as I spoke to him and told him how much I love him. I pleaded with him get better. I prayed for him and as I said 'amen' he picked my hand up and held it in the air. At around 10pm, the nurses called us to say that Nico had passed on.
'My parents, who are 59 and 57 years old, are devastated. Their only son was killed in front of them. Nico was my parents' provider and backbone. Although this is a nightmare, my sisters and I have to be strong for our parents.
'Your neighbours are supposed to be your first call when you are in trouble, not the ones taking your life. It is scary that people can become violent and feel nothing to kill,' Govender said.

Pension freeze for former NLC official amid serious fraud allegations

Image: File Former National Lotteries Commission (NLC) official, Sanele Dlamini, has been interdicted from cashing in on his pension, pending the outcome of the Special Investigating Unit's (SIU) investigation into allegations that he improperly authorised the payment of R3 million towards a project which never materialised. The SIU turned to the Special Tribunal to freeze Dlamini's retirement fund, which is due to be paid to him. Dlamini is a former senior manager of the grant operations of the NLC. The SIU is litigating on behalf of the commission to recover losses that it suffered as a result of irregular and unlawful practices. The SIU said it believes that Dlamini may be 'a man of straw', and if its investigations reveal any wrongdoing on his part, they will at least be able to recover the NLC money from his pension fund. The NLC had awarded the Motheo Sports Foundation a grant of R9 million for the construction of a sports complex. The first payment made was nearly R3.6 million. The SIU investigation revealed that this amount was not used for the funded project but was instead shared among several people and/or entities as an undue gratification. It was alleged that Dlamini authorised the payment of the money based on falsified progress reports, despite no work being done on the funded project. Investigations revealed that the land was used as a dumping site. A disciplinary inquiry subsequently found Dlamini guilty of gross negligence and misconduct, and he was dismissed. The SIU now seeks to preserve Dlamini's pension fund at Liberty Life Insurance, pending the outcome of a review application to recover the funds. Dlamini, in opposing the application, said it is clear that the sports foundation received the funds and not him. He was not part of any fraud or scheme to siphon off money from the NLC. He was not present when the project was approved. At that stage, he was the provincial manager for the KwaZulu-Natal office of the NLC. He asserted that he unfairly attracted blame for this entire saga for simply approving a payment of R3 million to the Motheo Foundation. He argued that the money must be recovered from the principal debtors, being the persons and entities who received the NLC money. Therefore, he should not be held liable. Dlamini said he based his approval of the progress report, the financial report, and visuals showing the site and work in progress. He stated that he was the victim of the fraud, as also the NLC.

Former Home Affairs official among five arrested in Durban passport syndicate bust
A weekend raid in Durban has dismantled a fraudulent passport syndicate, leading to the arrest of five people, including a former Home Affairs official. The Hawks seized 266 stolen passports, Home Affairs office keys and other fraudulent documents. The Department of Home Affairs' (DHA's) bid to rid its ranks of corruption moved ahead this weekend with another round of arrests in Durban, KwaZulu-Natal. On Saturday, 14 June, the Directorate for Priority Crime Investigation (The Hawks) arrested five people who were allegedly part of a syndicate involved in passport fraud. Among those arrested was a former Home Affairs official from the DHA's Prospecton office and a municipal project volunteer from the Commercial Street office. The DHA confirmed that three other people were arrested. The Hawks' Colonel Katlego Mogale said that the arrests came after the DHA raised the alarm on the fraudulent issuing of passports to undocumented foreign nationals. Mogale said the offences, related to corruption, fraud and contraventions of the Identification Act and Immigration Act, occurred between February 2020 and July 2023. '[The] group of South African citizens allegedly facilitated the fraudulent acquisition of South African passports by foreign nationals at DHA offices in Durban, specifically the Commercial Street [Dr AB Xuma Street] branch. These unlawful activities took place outside of regular business hours, including evenings, weekends and public holidays, when the DHA offices were officially closed,' Mogale said. Corruption clean-up continues In a statement, the department said that one of the arrested suspects was found in possession of 266 passports, which had been stolen from the uMngeni Home Affairs office. Additionally, a suspect was found with keys for both the Dr AB Xuma Street and the Prospecton Home Affairs offices. In addition to the 266 passports, which were allegedly sold for R3,000 each, the Hawks seized divorce decrees, death certificates and application forms for identity documents. 'This latest operation lands another blow in our ongoing cleanup campaign at Home Affairs, which is specifically focused on breaking open criminal syndicates. The details of the case also reaffirm the urgent work we are doing to digitalise all of our processes, so that it becomes impossible for syndicates to penetrate and manipulate our systems. 'This combination of ensuring criminals are arrested and prosecuted, and using digital transformation to close the loopholes they exploit, is how we will ultimately win the war against corruption,' Home Affairs Minister Leon Schreiber said. Since July 2024, Home Affairs has fired 33 officials for fraud, corruption and related offences as part of a push to get rid of the rot in the DHA. Schreiber has emphasised that the campaign will continue until all corrupt officials are removed and held accountable, with a clear warning that further dismissals and prosecutions are expected as investigations progress. The suspects are set to appear in the Durban Commercial Crimes Court on Tuesday, 17 June. The DHA revealed that two other syndicate suspects had been identified. The Hawks have assured that more arrests will follow. DM
