KUWAIT CITY, April 27: The Permanent Committee for Celebrating National Holidays and Occasions convened a meeting on Sunday at Seif Palace, led by Minister of Information and Culture and Minister of State for Youth Affairs, Abdulrahman Al-Mutairi. The meeting focused on reviewing the latest developments and initiatives related to upcoming tourism and cultural events.
In his address, Minister Al-Mutairi highlighted the significant progress the tourism sector has made recently. He emphasized the government's commitment to revitalizing tourism and the sector's growing popularity among both citizens and visitors.
Yousef Al-Azmi, Deputy Director General for Development Affairs at Kuwait Municipality, presented proposals for initiatives in the coming months. These include plans to host tourism and entertainment weeks at the Avenues Mall, Capital Mall, and Sheikh Abdullah Al-Salem Cultural Center. The events will be held in cooperation with leading telecom companies, such as STC, Zain, and Tamdeen Company, the owner of the 360 Mall.
The Public Authority for Youth's Monitoring and Evaluation Team provided an update on performance indicators for various events. They underscored the importance of monitoring these activities through the Hayakom platform to ensure accurate evaluation.
The meeting also discussed strategies to enhance summer tourism, encouraging hotels and shopping malls to host shows and initiatives. There was also a focus on unifying the registration and evaluation process for these activities through the Hayakom platform, along with extending the working hours of shopping malls during the summer vacation period.
The National Council for Culture, Arts, and Letters presented a visual update on the planned theatrical performances to celebrate Kuwait's selection as the Arab Capital of Culture for 2025. Additionally, the eighth session of the Arab Children's Theater Festival will be inaugurated, with the selection of the best 14 theatrical works, and preparations are underway for the launch of a summer cultural festival.
Tourism Enterprises Company also shared details about the P Zero project, a developing water city, and announced the opening of the second phase, which will feature water games.
The meeting concluded with an agreement to present the executive plan for the approved projects at the next meeting.

KUWAIT: The Public Authority for Housing Welfare (PAHW) announced on Thursday that its Citizen Services Department delivered a total of 44,289 services during the month of May, with 24,847 services processed via the authority's electronic platforms and the 'Sahel' unified government application. Additionally, 17,397 inquiries were handled through telephone and chatbot systems, while 2,045 services were provided through in-person reception centers. Deputy Director General for Public Relations and Development Affairs and official PAHW spokesperson Omar Al-Ruwaih reviewed the Authority's operational achievements in May, highlighting notable progress in several housing and infrastructure projects. He revealed that the completion rates for three infrastructure contracts and a main roads contract in the South Sabah Al-Ahmad project have significantly surpassed contractual expectations. The main roads contract in the area has reached 50.82 percent completion, exceeding the contractual rate by 6.15 percent. Meanwhile, the first infrastructure contract, which serves 7,623 plots, recorded a completion rate of 9.84 percent. The second infrastructure contract, covering 6,189 plots, achieved a 15.78 percent completion rate—8.56 percent above the target—while the third contract posted a 5.48 percent completion rate. Regarding the affordable housing initiative, Al-Ruwaih stated that the Authority has commenced work on six contracts, four of which are currently in the preparatory phase. The first contract, which includes the construction of 1,568 houses, has achieved a 5.44 percent progress rate, ahead of schedule. Similarly, the second contract has recorded a 3.4 percent completion rate. In South Saad Al-Abdullah City, Al-Ruwaih noted that three infrastructure contracts have entered the preparatory phase, covering work on 23,551 plots. The main roads contract for this area has reached a completion rate of 35.88 percent, outperforming the contractual benchmark by 21.4 percent. On the status of public building projects, Al-Ruwaih confirmed that the Authority is currently overseeing the implementation of 217 public buildings across seven major projects. These include 92 buildings under construction in Mutlaa City, 74 in the affordable housing project, 31 in South Abdullah Al-Mubarak City, 17 in Sabah Al-Ahmad City, and one building each in Jaber Al-Ahmad City, Saad Al-Abdullah City, and South Khaitan. Al-Ruwaih also revealed that PAHW signed four consultancy contracts last month. These include a contract for managing and supervising infrastructure works for 7,623 plots in suburbs N5, N7, N9, and N10 in the South Sabah Al-Ahmad project. Additional contracts were signed for infrastructure works covering 6,189 units in suburbs N4, N6, and N8, as well as 6,568 units in suburbs N1, N2, N3, and N11 of the same project. A separate contract was signed for the supervision of roadworks and infrastructure in the South Saad Al-Abdullah City residential project. KUWAIT CITY, June 19: The Legal and Financial Affairs Committee at the Municipal Council, chaired by Fahad Al-Abduljader, held its meeting Wednesday; during which it agreed on the referral of two items on its agenda to the executive body as follows: - Letter of Vice Chairman of the council Khaled Al-Mutairi and members Walid Al-Dagher, Fahd Al-Abduljader, Nasser Al-Jadaan and Nassar Al-Azmi regarding the removal of violations on sports club walls; - Review of licenses for shops and investment projects to verify the implementation of approved terms and conditions, to provide the committee with reports for each governorate. The committee also proposed amending advertising license fees to prepare a detailed report in this regard. It is worth noting that the proposal was submitted by a company specializing in advertising and publicity. This company owns and operates outdoor advertising spaces, including screens, facades, and glass sides. Given the varying sizes of these media -- from large to small screens -- the company's business was negatively impacted by the advertising license fees stipulated in Advertising Regulation No. 599/2023. The amendments increased advertising screen license fees from KD36 to KD75 per meter. Furthermore, the fees for glass facades and sides were increased from KD25 to KD50 per meter, thereby affecting the cost of selling advertisements on these media. In its letter to the committee, the company indicated that the increase stipulated in the new advertising regulations was implemented without taking into consideration the screen size; hence, the significant impact on large screens. The company stated that its demand to review the fees for billboards, facades and glass sides stipulated in the advertising regulations stems from its commitment to improve the investment environment to serve all stakeholders.

KUWAIT CITY, June 19: In response to escalating regional tensions triggered by the ongoing conflict between Israel and Iran, Kuwait has stepped in to assist approximately 30,000 travelers stranded due to suspended air traffic. Since last Friday, these travelers — many of different nationalities — have entered Kuwait through the Abdali border crossing, with numbers continuing to rise. According to security sources cited by Al-Rai, Kuwait's Ministry of Interior, under the directives of First Deputy Prime Minister and Minister of Interior Sheikh Fahad Al-Yousef, is actively working to facilitate the entry and return of stranded individuals. The operation includes Kuwaitis, Gulf Cooperation Council (GCC) nationals, and Arab, European, and Asian citizens who have been unable to leave Iran or Iraq due to halted air travel. A structured mechanism has been implemented, allowing travelers to cross from Iran's Shalamcheh port into Iraq, then through the Safwan and Abdali land ports, and onwards to their home countries via Kuwait International Airport or through Nuwaiseeb and Salmi border crossings. For humanitarian purposes, Minister Al-Yousef has authorized a seven-day transit visa for GCC residents holding valid travel tickets, enabling them to pass through Kuwait. Additionally, some European citizens have been granted special entry to facilitate their return via the airport. Acting Undersecretary of the Ministry of Interior Major General Ali Al-Adwani has also instructed that all humanitarian services be extended to support the safe and efficient movement of stranded travelers. The Abdali crossing has become a hub of logistical activity, with border and customs officials operating around the clock. Coordination is underway with GCC embassies to evacuate citizens before they arrive at Abdali. The Kuwaiti government has deployed approximately 40 buses to transport travelers from the Safwan crossing to Abdali, streamlining their onward transit. 'All relevant personnel are working at full capacity,' the sources confirmed, 'to ensure travelers can safely and easily reach their destinations with the support and care they need.' Meanwhile, Foreign Minister Abdullah Al-Yahya reaffirmed Kuwait's commitment to the 'safe and speedy' return of Kuwaiti citizens currently in Iran. In an interview with Al-Akhbar TV, Al-Yahya emphasized that no injuries or infections among nationals have been reported since Israel began a major military campaign against Iran last Friday. 'The safety of our citizens abroad is our top priority,' he said. 'We have begun tallying Kuwaiti nationals in Tehran, Mashhad, and Qom, and are arranging their evacuation through the closest exit points.' Evacuations are being coordinated through land crossings into Iraq, with citizens transported back to Kuwait via secure routes. Additional efforts include moving groups through Turkmenistan and its capital to arrange further repatriation. Al-Yahya noted ongoing coordination with neighboring states to ensure smooth passage and expressed hope for the safe return of all citizens. He also highlighted Kuwait's role, as current chair of the GCC, in convening a virtual ministerial meeting last Saturday. The meeting concluded with a joint statement condemning the Israeli military operations and urging de-escalation and a return to negotiations. Kuwait is also monitoring potential radioactive fallout as a precaution, with current indicators remaining stable. Regarding consular support, Al-Yahya said Kuwait's diplomatic mission in Tehran is active, while other GCC countries operate additional consulates in Mashhad and Qom. This Gulf-wide coordination is ensuring comprehensive coverage for citizens across affected areas. 'We operate as a unified team,' he concluded, 'providing direct support to Gulf nationals wherever they are.'
