Hyderabad: A high-level seminar organised under the auspices of the Telangana Education Commission (TGEC) addressed the pressing issue of English as a medium of instruction in government schools and the effective teaching of spoken English skills to students.
On Monday, the workshop was chaired by Akunuri Murali, the Chairperson of TGEC, and opened by member Prof P L Vishweshwar Rao. The Commission has long been engaged with the policy question of language in education, particularly concerning the balance between equity, quality, and employability. In his welcome address, Prof Vishweshwar Rao emphasised that the issue is being considered with an open mind, prioritsing the best interests of students.
Members of the Working Group on 'Spoken English Initiatives in Telangana Government Schools,' which includes Dr Vijay Kumar Tadakamalla (BITS Pilani, Hyderabad), R. Sridhar Rao (Azim Premji University, Bengaluru), and Dr Santhosh Mahapatra (BITS Pilani, Hyderabad), were among the key speakers. The TGEC Chairperson clarified that the workshop focused not on pedagogy but on the role of English as a medium of instruction.
He pointed out the ideological tensions that sometimes lead to recommendations for other languages as the medium of instruction. He also highlighted practical considerations such as access to higher education and employability. Santosh Eshram, who works with tribal communities, shared that children often encounter unfamiliar content in English textbooks and stressed the importance of learning conversational English in context, particularly through simple, play-based teaching methods. Ashok Reddy, a School Assistant in English and a Fulbright Fellow, noted that while government schools are officially English medium, classroom teaching still heavily depends on Telugu.
He advocated for a bridge training programme for teachers and emphasised the need for a gradual and structured transition. Prof Sujatha Surepally and other speakers underscored the cultural and political dimensions of language, advocating for mother-tongue instruction in early grades and a distinction between English language learning and the medium of instruction. Prof Raju Naik and Mazher Hussain (COVA) supported early exposure to English, citing neuroplasticity research that shows language learning is most effective before the age of nine.
Dr Santhosh Mahapatra challenged the idea of a fixed medium of instruction and suggested using Telugu to learn English, with resources provided in English. Prof Vijaya Kumar aimed to dispel misconceptions that introducing a language earlier leads to better learning outcomes or that more languages introduced at an early age are beneficial, citing research that contradicts these claims. Dr Lina Mukhopadhyaya (EFLU) highlighted the importance of linguistic diversity and home-language support while recognizing the societal demand for English in a digitized and globalised world. Prof Padmaja Shaw pointed out the potential cultural implications when advocating for the mother tongue as the medium of instruction. Drawing from communication theories, she noted that those with English language skills are typically better positioned to seize opportunities in today's digitised and globalised world.
During the open session, teachers, parents, and students provided diverse perspectives. Some shared their personal experiences of language as a marker of opportunity and discrimination, while others expressed concerns regarding cultural loss and the preparedness of teachers. In his closing remarks, Murali addressed the practical challenges of reverting to regional language instruction in a system where public perception equates English with opportunity. He reiterated that 'any policy must centre on the needs of the child and the aspirations of families.' Prof P L Vishweshwar Rao mentioned that the Commission had visited every district in the state and found overwhelming community support, even in underprivileged areas, for English medium education, reflecting a grassroots aspiration for equal opportunities.

New Delhi [India], June 23 (ANI): Defence Minister Rajnath Singh will release a collection of President Droupadi Murmu's speeches, 'Wings to Our Hopes - Volume 2' in the Rashtrapati Bhavan complex here in Delhi on Monday, a release from the Ministry of Information and Broadcasting said on Sunday. As per the release, 'Wings to Our Hopes--Volume 2' is a carefully curated collection of 51 speeches, offering a window into President Murmu's vision, philosophy, and priorities during her second year in office (August 2023--July 2024). Compiled by the Rashtrapati Bhavan and published by the Publications Division, Ministry of Information and Broadcasting, this volume follows its predecessor in chronicling the evolving discourse on governance, inclusivity, and national aspirations. Defence Minister Rajnath Singh will release the second volume of the President's speeches, both in Hindi and English, along with an e-version, at a function in the Rashtrapati Bhavan complex on June 23rd, the release said. Ashwini Vaishnaw, Union Minister of Information and Broadcasting, and L. Murugan, Union Minister of State of Information and Broadcasting, will also grace the function. The books have been painstakingly prepared by the Publications Division. As a leading publishing institution of the Government of India, the Publications Division has been bringing out books on various subjects of public interest, national freedom movement, culture, art and literature and has been also instrumental in documenting the Selected Speeches of Presidents and Prime Ministers of India since eight decades, the release added. Days after he was dropped from the state Cabinet, former Goa Art and Culture minister Govind Gaude on Sunday asked whether it was wrong 'if a minister asks for accountability from a department'. Making a first public appearance since his ouster from the Cabinet, Gaude said at a public meeting, under the banner of Priol Pragati Manch in Goa's Marcel, that he had received a phone call from Chief Minister Pramod Sawant on the evening of June 18, asking him to resign. 'He mentioned that there was pressure from (BJP national president) J P Nadda. I made it clear that I would not resign, as my fight has always been for the people. Later, the Chief Minister told the media that it was his own decision (to drop me from the Cabinet),' Gaude said. 'Is it wrong if a minister asks for accountability from a department?' he asked. Gaude, a tribal leader, was sacked from the Cabinet on June 18, nearly three weeks after he alleged corruption in the Department of Tribal Welfare, a portfolio held by CM Sawant. The controversy erupted when Gaude made a jibe at the functioning of the Tribal Welfare Ministry at a Prerna Divas event on May 25. In his speech that day, Gaude had said, 'A large amount of taxpayers' money is allotted to the Tribal Welfare Department. If it is unable to organise this programme efficiently, then it shows a lack of control over the administration. In my opinion, the administration has weakened today. The files of contractors are handled in the Shram Shakti Bhavan (a government block) building on the sly. Something is taken from them, and then they are asked to submit their files.' In an hour-long speech on Sunday, Gaude said he would not quit the BJP and that he would continue to fight for the rights of the tribal community. 'I did not join the BJP to resign from the party,' he said. The legislator from Priol constituency also claimed he was not allowed to meet the party high command in Delhi over the last three-and-a-half years since he joined the BJP in 2022. Gaude said he joined the party without meeting anyone in Delhi since he had 'full faith' in the state leadership. 'After I won and became a minister, I requested to be introduced to the central party leadership. The meeting was never arranged. Now, I am starting to understand why,' he said. Gaude said he has written letters to President Droupadi Murmu, Prime Minister Narendra Modi and BJP national president Nadda to inform them of the 'happenings in the state'. 'I will also transcribe this speech in Hindi, English and Marathi and send it to leaders in Delhi so that no one creates a wrong narrative,' he said. Blaming the media for 'misinterpreting' his statements, Gaude asked, 'Does the government take decisions based on media reports?' Quoting from a book on the life of former chief minister Manohar Parrikar, Gaude said that when Parrikar was ailing and had been admitted to a hospital in 2019, he called Gaude and told him that he was considering asking MGP leader Sudin Dhavalikar to lead the Cabinet. Gaude said he opposed the move and suggested Sawant's name. 'At the time, when there was a discussion about who should be the next chief minister, I suggested the name of Dr Pramod Sawant…as he is my friend and former classmate,' said Gaude. Gaude said he was 'happy' that he was dropped from the Cabinet on June 18 (Goa Revolution Day), saying it felt symbolic as 'my kranti (revolution) has always been about raising the voice of downtrodden people'.

1 2 Dimapur: Lok Sabha MP from Nagaland S Supongmeren Jamir on Sunday urged CM Neiphiu Rio to recognise the tribal languages spoken in the state as the 'third language', as it will help in creation of employment opportunities for the youth. In a letter to Rio, Jamir drew his attention to the issue of engagement of non-local Gramin Dak Sevaks (GDS) in post offices of the northeast, including Nagaland, stating that recruitment for Grade IV staff in the postal department was online-based and required Class X pass certificate and marksheet. Based on the local language/dialect prescribed for Nagaland by the postal department, vide their notification No.17-02/2025-GDS (Annexure I), the candidates are shortlisted on the basis of their marks obtained in English/Hindi in Class X, Jamir said, adding that it undermined the third dialect/language candidates would have otherwise studied or are fluent in. This impacts the performance of the local candidates when they compete nationwide, he added. Jamir said in the past two years, there have been three rounds of recruitment for 364 posts, including a special drive in Jan 2023 where 143 posts had been advertised for Nagaland. He said the DG of GDS had written to the chief postmasters general, northeast circle, stating that English, as an official language, was recognised in Nagaland and agreed in principle that the northeast circle post office will engage with the state govt to officially identify the local dialects/languages that can be considered as a medium of evaluation during recruitment. Accordingly, this had been communicated by the director of postal services, Nagaland, to the home commissioner on April 16, 2025. However, the state govt is yet to officially recognise the dialects/languages of the recognised tribes in the state for the purpose of a 'third language/dialect', he said. In this regard, the state home department had written to the commissioner & secretary, art & culture, to submit their views and comments, Jamir added.
