Tech could help process Census data within 9 months; mobile apps to be used for count
NEW DELHI: Final population data from Census 2027 may be available as early as the end of 2027, thanks to the 'digital' mode being introduced for capturing and processing datasets in the upcoming exercise.

Sources in the govt indicated that unlike Census 2011 when it took almost a couple of years for the final population data to be published at the national, state, district and taluk levels, complete with the gender-wise break-up, govt estimates that the time lag between completion of Census in early March 2027 and release of final population data could be as little as nine months.
Govt had recently announced March 1, 2027, as the new reference date for the upcoming Census.
Though due to start in 2020, the Covid pandemic forced the govt to put the decadal exercise on hold.
Census enumerators
to use app to collect data
Census 2027 will be held in two phases - the house-listing phase in 2026, followed by population enumeration phase in Feb 2027.
For the first time, Census data will be collected digitally, using mobile phone apps in 16 languages (Hindi, English and 14 regional languages). These apps are designed to be simple and user-friendly for both the enumerators and citizens, since the latter will also have the option to self-enumerate, the sources said.
Enumerators will no longer have to carry bulky paper schedules to the field.
With tech use, data to be ready instantly
The Census schedules will contain mostly pre-coded responses. On the mobile apps, various options would be available from the dropdown menu. The apps provide a fetching facility to go to a pre-filled Census house record and permit editing the same. The applications will reduce the burden of preparing abstracts, summaries and duplication of other associated work.

With the help of mobile apps and intelligent character recognition (ICR) data processing mostly used to organise unstructured data, the entire data will be instantly ready for processing without extra logistics of schedules.
For the first time, a separate code directory will be provided for enabling easy data collection in respect of several questions asked in the second phase of Census (population enumeration). For questions involving descriptive/non-numeric entries, a separate code directory containing possible responses and codes for each possible answer has been prepared.
In tune with digital census, a census management and monitoring system (CMMS) portal has been developed by the Office of RGI for smooth conduct, management and monitoring of the exercise.

BJP's Nishikant Dubey slams Rahul Gandhi over language debate:
New Delhi [India], June 22 (ANI): Bharatiya Janata Party leader Nishikant Dubey slammed Rahul Gandhi on Sunday, questioning the motives of the Congress leader to encourage learning English rather than local languages while also alluding to the 'hypocrisy' of opposing the National Education Police (NEP) 2020 for language choice stating that the 1986 NEP had similar goals. 'Rahul Gandhi ji your investigative advisor is hell bent on destroying you, this is the education policy of 1986 given by your father to the country, in this, your father is promising the country to promote Hindi, teach Sanskrit language and translate English into regional languages. This same education policy is almost in place now. Students should also grow with regional languages, changes in this have been made by Prime Minister Modi ji in 2020,' Dubey said in a post on X in Hindi. He said that while countries such as Russia, China, France, Germany, Japan and, Arab countries were 'proud of their language,' the former Congress president is proud of English 'like slaves.' 'Russia, China, France, Germany, Arab countries, Japan, Korea all are proud of their language and it is developed, why are you proud of English like slaves, we are proud of Santhali, Tamil, Telugu, Kannada, Bengali, Malayalam, Hindi, Sanskrit,' Dubey's post read. Dubey shared screenshots purportedly of the 1986 NEP, which stated 'the policy emphasises the adoption of regional languages as the media of instruction at the university stage; vigorous effort at implementation of the three language- formula; improvement in the linguistic competencies of students at different stages of education; provision of facilities for the study of English and other foreign languages; development of Hindi as the link of Sanskrit at the university stage...' Dubey's post was made in response to another post by Rahul Gandhi where he supported people, especially people from marginalised backgrounds, learning English. He said that learning the language could be a stepping stone to equality, more job opportunities, which is what the BJP-RSS does not want. 'It is not an English dam, it is a bridge. English is not shame, it is power. English is not a chain - it is a tool to break the chains. BJP-RSS don't want poor kids of India to learn English - because they don't want you to ask questions, move ahead, and become equal,' the Congress leader said in a post on X. While also highlighting that every language is useful and beautiful for its culture, knowledge, and soul, the party leader added, 'In today's world, English is as important as your mother tongue - because it will provide employment and boost your confidence. Every language of India has soul, culture, knowledge. We have to cherish them - and at the same time teach English to every child. This is the path to an India that competes with the world, that gives every child an equal opportunity.' The Congress leader's remarks were in response to Union Home Minister Amit Shah's remarks, where he said that the languages of India are 'ornaments of our culture,' and to understand the land's history, dharma cannot be done in foreign languages. The remarks by Shah was heavily objected to by multiple people, including by Tamil Nadu Minister Anbil Mahesh Poyyamozhi. (ANI)

Posters By Estranged Thackeray Cousins Set A Political Trend In Maharashtra
Mumbai: As Maharashtra gears up for local body elections, political temperatures are running high in the state known for its fragmented politics. The Maharashtra Navnirman Sena (MNS) has taken an aggressive stand against Hindi imposition, whereas the Shiv Sena (UBT) has hinted at a big political change in the state. MNS party workers are reaching out to principals of schools across Maharashtra and opposing the teaching of Hindi and burning Hindi textbooks in a symbolic protest. The breakaway faction of the Shiv Sena, led by Uddhav Thackeray, has also asserted that the imposition of Hindi will not be tolerated. Near Sena Bhavan in Mumbai, both MNS and Sena (UBT) have put out posters, giving out a political message amid talks of a possible alliance between the estranged cousins - Uddhav and Raj Thackeray. These posters are seen as setting a political trend. The MNS poster reads, "What is the government doing? Instead of imposing Marathi on outsiders in the state, Hindi is being imposed on Marathi people in the state." It is a clear indication of the aggressive stand taken by MNS chief Raj Thackeray, who had demanded that the two-language policy be implemented instead of the three-language policy in the state. Raj Thackeray had written a letter to Chief Minister Devendra Fadnavis in this regard. However, Mr Fadnavis had clarified that the three-language policy is being implemented across the country under the National Education Policy (NEP). A few metres ahead, right next to Sena Bhavan, one can find posters of the Shiv Sena (UBT). It reads, "Soon, political equations in Maharashtra will change. Maharashtra will experience a big political change. Thackeray government will be back soon." The Shiv Sena (UBT) poster hints at the possible alliance with the MNS in the future and a possible change in the political equations in the state. Amid the talks of alliance, Uddhav Thackeray, at the 59th foundation day of Shiv Sena, has reiterated that he would do what's in the mind of the people of Maharashtra. He has also held meetings with his public representatives and office-bearers to formulate a strategy and discuss the possible alliance with the MNS.
