Less than half of city uplift work completed
Punjab Chief Minister Maryam Nawaz Sharif inspected under-construction road, street and drainage projects in progress under the Lahore Development Plan during a surprise visit to several areas of the city.
The chief minister directed the officials concerned to ensure the quality of the construction work at all cost and ensure timely completion of the development plan. She also visited a vegetable shop and checked the prices. She visited a market in the Chauburji area and enquired about the citizens' well-being, cleanliness arrangements and projects on the occasion.
According to an official statement, citizens said their street had been built within 15 days after a wait of 40 years.
However, sources in the relevant departments said the completion in time of the whole of the Lahore Development Programme launched with an estimated cost of Rs137 billion was likely to be a challenge for the departments concerned.
They said the Water and Sanitation Agency (WASA) had so far completed 45 per cent of the development work assigned to it under the programe. The metropolitan corporation has completed 32% of the work.
Chief Minister Maryam Nawaz had approved an allocation of Rs137 billion for various schemes for WASA and the Metropolitan Corporation Lahore.
In the first phase of the plan, 252 WASA schemes were approved for the Gulberg, Ravi, Data Ganj Bakhsh, Samnabad, Iqbal Town and Nishtar zones with an estimated cost of Rs41.35 billion.
An amount of Rs29.35 billion was initially released for the projects, of which Rs12.8 billion has been spent so far.
During the past five months, 45% of the projects have been completed while the work on the rest is under way.
The highest ratio of incomplete projects is in Samnabad.
The work in the Ravi zone will be carried out in the second phase.
WASA Managing Director Ghufran Ahmed told The Express Tribune that work on the development programme is progressing rapidly and the chief minister has released funds to solve the problems of Lahore on a permanent basis.
He said WASA would complete its work in all the zones by July 30.
On the other hand, the metropolitan corporation has to implement 3,820 schemes across the city at a cost of Rs19 billion, but work has been started on 2,676 of them so far.
Out of the schemes, 960 have been completed, depicting a rate of 32%.
The sources said Deputy Commissioner Syed Musa Raza had expressed dissatisfaction during a recent meeting over the slow pace of work in some areas after being briefed about the ongoing development schemes.
The officials said that most of the schemes could only be completed after the work on sewerage and water supply lines would be completed by WASA.
The DC said instructions had been issued to the Metropolitan Corporation Lahore to complete the Lahore Development Programme Phase I by June 30 so that the schemes could be concluded within the stipulated time frame. Instructions were also issued to WASA to complete the work within the time frame.
Deputy Commissioner Musa Raza the second phase of the development programme would be launched as soon as possible after the completion of Phase I.

Over 700 kilometres of roads are currently under construction across the province. Beyond Lahore's development plan, projects in other districts have also been approved. In just her first year in office, Maryam Nawaz's government initiated nearly 100 public welfare projects — all funded through provincial resources, without relying on federal contributions. In healthcare, her government has introduced free medicines in public hospitals for the first time in Punjab. An impressive Rs 80 billion has been allocated solely for this purpose. Additionally, a Universal Health Insurance Programme is being launched with a budget of Rs 25 billion to ensure affordable and quality medical care for all citizens. The flagship project in health remains the Nawaz Sharif Cancer Hospital in Lahore, which is rapidly progressing and expected to complete its first phase by 2025. Work is also under way on the Nawaz Sharif Cardiology Hospital in Sargodha, due to be completed by September this year. In the realm of youth engagement and sports, the budget includes new schemes worth Rs 7.6 billion to build modern sports complexes in various cities. This is part of a broader strategy to provide healthy outlets and keep young people away from divisive and confrontational politics. The 'Easy Business Programme' has disbursed Rs 70 billion in interest-free loans to youth and entrepreneurs, leading to the establishment of over 5,000 new businesses. Education remains a top priority. The development budget for education has more than doubled — seeing over a 200 percent increase. Not only has this sector received funding, but major initiatives have been rolled out in schools and colleges, including infrastructure improvements and better resources. Public hospitals are undergoing a successful revamping initiative. Many now match or even surpass private hospitals in quality, offering free diagnostics and medication — services previously unheard of in public facilities. Unfortunately, opposition parties often reduce their role to theatrics — tearing up budget documents and causing disruptions in the assembly, acts that serve no benefit to the common citizen. Constructive criticism and viable suggestions are essential for a functioning democracy. Disagreements are natural in politics, but personal attacks cross into hostility. Despite being numerically strong, the opposition remains fragmented and divided, inadvertently benefiting the ruling party. The government's focus, meanwhile, is steadfast on Punjab's 140 million residents. Development projects are being executed across the province — from Lahore to Attock and Rawalpindi to Sadiqabad — without discrimination. Maryam Nawaz's first year in office has addressed many injustices from the past. There is a visible shift in public perception — people are beginning to express satisfaction with the government's direction. A key factor in her success is the guidance and political wisdom of Nawaz Sharif, a seasoned and visionary leader. His focus on public welfare has clearly influenced her governance model. Maryam Nawaz's strength lies in her ability to initiate people-centric projects that deliver real benefits. Today, Punjab leads other provinces in development and prosperity, primarily because public funds are being spent on the public itself. When citizens experience relief, they naturally see their leaders as their true well-wishers. She has also played a vital role in strengthening the PML-N in Punjab. The recent by-election victory in Sambrial stands as a testament to that. Attempts to spread division and hatred in the province have been decisively countered through effective political strategy. People are increasingly rejecting politics of violence and destruction, recognizing its detrimental impact. Maryam Nawaz and her team are working diligently to improve the quality of life for the citizens of Punjab. Her cabinet includes two dynamic female ministers — Marriyum Aurangzeb and Azma Bukhari — who have made significant contributions. Maryam Nawaz frequently acknowledges and praises their efforts. Azma Bukhari, in particular, has proven herself a formidable spokesperson, not only promoting government initiatives but also effectively countering the opposition. With a cabinet full of young, educated, and dedicated professionals, Maryam Nawaz's government is working with commitment. The results of these efforts are becoming increasingly visible across the province, as Punjab strides confidently on the path of development and progress. CM to give cattle worth Rs2bn to rural women
LAHORE: Chief Minister Punjab Maryam Nawaz Sharif took another historic step for the financial empowerment and socio-economic development of women living in villages of southern Punjab, as she arranged a better source of employment for the poor and needy rural women. The CM said, 'Poor widows living in villages will get buffaloes and cows. About 11,000 rural women will be given buffaloes and cows with a budget of Rs 2 billion in 12 districts of southern Punjab. As many as 4870 cattle will be given in the first phase of Chief Minister Maryam Nawaz Sharif's unprecedented program.' She highlighted, 'CM Punjab Livestock Assets Program aims to increase milk production and provide employment to rural women at home. Under this program, rural women in Dera Ghazi Khan, Muzaffargarh, Rajanpur, Layyah and Kot Addu will get free cattle. In Multan, Khanewal, Lodhran, Vehari, Rahim Yar Khan and Bahawalpur too, rural women will get free cattle for a better livelihood.' The CM added, 'Divorced and widowed poor women up to the age of 55 can also apply through the app while sitting at home. Rural women can also contact 'Chief Minister Facilitation Desk' at the Animal Hospital to get free cattle.' Chief Minister said, 'Elimination of poverty gap between villages and cities is our resolve. Economic development is also the right of a daughter living in villages.'
