Census-2027 reignites delimitation row: ‘BJP plans to reduce Tamil Nadu's Lok Sabha seats,' alleges MK Stalin
The Union government has announced the dates of the long-delayed Census. The government said on Wednesday that the Census will be carried out in two phases before 1 March 2027.
This time, the enumerators will collect caste details of residents along with the population numbers. This is happening for the first time since independence.
The annoucement has, however, reopened the debate on deimitation with Tamil Nadu Chief Minister MK Stalin accusing the Bharatiya Janata Party (BJP) government at the centre of planning to reduce Tamil Nadu's parliamentary seats.
The Census data is likely become the base for delimitation, women's reservation and one nation, one election.
Stalin, the DMK chief, demanded an answer from the Union government over the timing for conducting a caste census, highlighting the constitutional mandate that delimitation must follow the census after 2026.
"The Indian Constitution mandates that delimitation must follow the first census after 2026. The BJP has now delayed the census to 2027, making their plan clear to reduce Tamil Nadu's Parliamentary representation," Stalin posted on X.
Stalin said that the warnings he issued earlier regarding delimitation are unfolding now. Stalin further attacked All India Anna Dravida Munnetra Kazhagam (AIADMK) General Secretary Edappadi K Palaniswami, accusing him of being "complicit in this betrayal" by siding with the BJP.
As per the Ministry of Home Affairs statement on Population Census 2027, the reference date will be March 1. For the Union Territory of Ladakh and the snow-bound areas of Jammu and Kashmir, Himachal Pradesh and Uttarakhand, the reference date will be October 1, 2026. The full schedule will be notified on June 16.
The reference date is actually a cut-off date, as the population of a country is usually declared as of a specific day or date. The official headcount, and the houselisting process precedes this cut-off date. The whole exercise might take up to another three years for the numbers to be finalised and released.
In 2011, the last time the census was conducted, the entire process of houselisting and enumeration was completed before the reference date of March 1, 2011.
Census enumeration and the final report released in the next few months is expected to open the doors for delimitation of Lok Sabha seats. The government has also promised to implement 33 per cent reservation for women in Parliament following the delimitation.
Parties in the southern states fear that they will lose representation in Parliament if delimitation is conducted based on population enumeration of the latest Census. They argue that southern states have been able to control their populations better compared to northern states over the years and hence they will get less representation in the Parliament if seats are alloted based on population.
Earlier this year, the ruling DMK in Tamil Nadu even passed a resolution opposing Census-based delimitation.
In March, Stalin-led a joint action committee (JAC) comprising the chief ministers of four states and political parties from three others called for a fair delimitation.
The JAC urged the Centre to extend the freeze on the delimitation on parliamentary constituencies by another three decades.
During the Emergency (June 25 1975 – March 21, 1977) the Congress government headed by Prime Minister Indira Gandhipassed the 42nd amendment, officially known as The Constitution (Forty-second amendment) Act, 1976.
This meant that the 1971 census was used as the reference point until the first census after 2000. It basically froze the number of Lok Sabha seats until after the first Census taken after 2000.
In 2002, Prime Minister Atal Bihari Vajpayee-led National Democratic Alliance (NDA) government extended the freeze for next 25 years until at least 2026. It is this freeze on the number of Lok Sabha seats that Tamil Nadu Chief Minister MK Stalin is urging the Centre to extend for another 30 years.
A 2019 analysis by Milan Vaishnaw and Jamie Hintson of Carnegie Endowment for International Peace, projected that a delimitation exercise could see the overall strength of the Lok Sabha rising to 848, with Uttar Pradesh alone seeing its tally increase from the current 80 to 143 by 2026.
In contrast, the analysis said, Tamil Nadu, which currently sends 39 representatives, could see the number rise to just 49. Kerala, which sends 20, would see no change at all. This is precisely the concern raised by states in the south.
In February, Union minister Amit Shah assured that no southern state, including Tamil Nadu, will see a reduction in Parliamentary representation due to the delimitation exercise.
'I want to reassure the public of South India that Modi ji has kept your interest in mind to make sure that not even one seat is reduced pro rata,' Amit Shah said addressing a gathering in Coimbatore, Tamil Nadu.
'Whatever increase is there, Southern states will get a fair share, there is no reason to doubt this," he said.
It's now clear that he has surrendered to Delhi's domination.
The census, due in 2021, was delayed due to the COVID-19 pandemic. Census 2027 is slated to be one of the most comprehensive data-gathering exercises undertaken by the Indian government.
Census of India is conducted under the provisions of the Census Act, 1948 and the Census Rules, 1990.

Madurai, June 21 (UNI) With the key assembly polls in the Tamil Nadu political horizon, the BJP, which is leading the NDA helmed by the main Opposition AIADMK, will hold a Lord Murugan devotees conference in the temple town of Madurai on Sunday, which has become now become the political hot spot for various political parties The much-anticipated Murugan Devotees' Conference, which faced some hurdles and protests and the Madurai Bench of Madras High Court giving its nod, is all set to take place at Amma Thidal, near Vandiyur Toll Plaza in Madurai, from where several political party leaders have launched their foray, with the ruling DMK recently holding its key General Council meeting after a gap of 48 years. Though Uttar Pradesh Chief Minister Yogi Adityanath, who is scheduled to inaugurate it has cancelled it, it would now be inaugurated by AP Deputy Chief Minister Pawan Kalyan. Though the BJP has been maintaining that it was an event to spread the message of Lord Muruga and has installed replica of his six abodes with idols inside--that was visited by thousands of Muruga devotees over the last few days--party sources told UNI tonight that it was purely a devotional gathering and there was no politics in it. TN BJP chief and Legislature Party Leader Nainar Nagendran repeatedly stressed it that it was an occasion to highlight the message of Lord Muruga. The BJP had earlier organised Vel Yatra and also undertook padayatra to six his abodes, especially in the context of therow that emerged over Tiruparankundram hills--one of the abodes--to invoke his blessings, in what was seen as a bid to consolidate the Hindu votes in the state and defeat the ruling DMK. Organized by Hindu Munnani and supported by the BJP Tamil Nadu unit, the conference is expected to draw more than five lakh devotees from across Tamil Nadu, other parts of India, and countries like Sri Lanka, Malaysia, and Singapore. Mr Nainar Nagendran, addressing the media ahead of the event, urged devotees from all walks of life and political affiliations to participate. 'Lord Murugan belongs to all. This is not a political event. It is a spiritual conference meant to strengthen our religious and cultural heritage,' he reiterated. He also emphasised that people should not bring political flags or banners, and that the focus will be entirely on faith, devotion, and Tamil culture. The highlight of the event is the devotional exhibits replicating the six Arupadai Veedu temples of Lord Murugan. Inaugurated a week ago, it drew thousands of people to have a darshan of the six avatars of the Lord giving an opportunity to those who could not visit these abodes. Continuous chanting of Kandha Sashti Kavacham (Lord Muruga devotional song) by about five lakh devotees and special poojas are planned on the occasion. Artists and orators from across the state will participate in cultural programs that would reflect the legacy of Murugan worship in Tamil tradition. The police have made elaborate security and announced traffic diversions in Madurai anticipating a huge footfall. According to BJP sources, this conference is part of a larger cultural revival initiative aimed at protecting and promoting Tamil Hindu traditions, especially the widespread devotion to Lord Murugan, who is considered the guardian deity of the Tamil people. The organizers and BJP leaders have also clarified that religious unity and devotion are the central themes of this event, not electoral gains or political narratives. The conference will conclude with a mass prayer for peace, prosperity, and unity across Tamil Nadu and the nation. The BJP said "with divine blessings, a grand Muruga Bhakth Sammelan (conference) will be held on the auspicious day during the sacred Sri Visuvavasu (Tamil calendar) year. "This spiritual gathering will take place in Madurai, the land that has nurtured and celebrated the richness of culture and devotion for centuries", the BJP said. Visakhapatnam sets world record on International Day of Yoga; 3 lakh perform yoga along 28km beach road
Visakhapatnam (Andhra Pradesh) [India], June 22 (ANI): A new Guinness World Record was set on the 11th International Day of Yoga for the largest gathering for a Yoga session in one place in Andhra Pradesh's Visakhapatnam on Saturday. Around three lakh people participated in the event, which was organised on a 28-kilometre stretch from RK Beach to Bheemili in the presence of India's Prime Minister Narendra Modi. In a post on X, the Ministry of Ayush wrote, 'Main event of IDY 2025 sets Guinness World Record in Visakhapatnam. With an estimated 3 lakh participants, the grand celebration along the 28 km beach road--from RK Beach to Bheemili--and across various parts of Visakhapatnam marked the world's largest gathering for a yoga session at a single venue.' 'Led by Hon'ble Prime Minister Shri Narendra Modi, the event was part of the 'Yoga Sangam' initiative, synchronised across 13 lakh+ locations nationwide. A historic morning for yoga and India's global wellness leadership,' it added. Addressing the world's largest-ever yoga gathering, the Prime Minister joined thousands of participants from India and abroad for a historic yoga session by the sea, the Ministry of AYUSH said in a release. As per the release, in the national event, PM Modi was joined by the Governor of Andhra Pradesh, Abdul Nazeer, and the Chief Minister of Andhra Pradesh, N Chandrababu Naidu. Union Minister for Civil Aviation Ram Mohan Naidu and Union Minister of State (Independent Charge) Ayush and MoS for Health and Family Welfare (MoHFW) Prataprao Jadhav were also present alongside Union Minister of State Dr. Chandrasekhar Pemmasani. Congratulating the Andhra Pradesh Government, the Union Ayush Minister stated that 'under the leadership of the Chief Minister Shri Chandrababu Naidu, a 'YogAndhra Abhiyan' was launched in Andhra Pradesh on May 21. As part of this campaign, more than 22,000 tribal students performed 12 rounds of Surya Namaskar in 15 minutes yesterday, entering their names into the Guinness Book of World Records.' He further said that inspired by the Prime Minister, the Ministry of Ayush has taken a small initiative to promote healthy food among the public, and today, at 70 locations in Delhi, the ministry was distributing Ayush Aahar (Ayush Diet) to all participants of this IDY programme. Centre, Karnataka govt to share price gap relief for mango farmers
In a major relief to mango farmers in Karnataka, the Centre and the state government have agreed to jointly bear the cost of the price difference being faced by producers due to a sharp fall in market rates. The decision was announced following a video conference held on Saturday between Union Agriculture Minister Shivraj Singh Chouhan and Karnataka Agriculture Minister N Chaluvaraya Swamy. As part of the agreement, both governments will compensate farmers for the price gap on up to 2.5 lakh metric tonnes of mangoes. The financial support will be extended under a central government scheme and shared equally by the Union and state governments. The move came after the Karnataka government submitted a proposal to the Centre, highlighting the steady decline in prices of both tomatoes and mangoes – especially the Totapuri variety. Union Agriculture Secretary Devesh Chaturvedi also participated in the virtual meeting. During the discussion, Minister Chaluvaraya Swamy noted that while tomato prices were also a concern earlier, they have since stabilised and do not require immediate intervention. 'The decision to provide this relief will greatly help mango farmers who have been struggling due to low market prices,' Chaluvaraya Swamy said, thanking the Union minister for his support. Officials said details regarding the implementation mechanism, including how the differential price will be calculated and disbursed, will be announced soon. On Thursday, the state cabinet resolved to urge the Centre for greater support, flagging crises in major mango-producing regions such as Kolar and Chikkaballapura. The Karnataka government has been facing the heat of mango growers of Chikkaballapura and Kolar districts, who have been demanding a Minimum Support Price (MSP) of Rs 10,000 to Rs 15,000 per quintal for their produce. The prices crashed due to the ban on the 'Totapuri' variety of Karnataka mangoes in Andhra Pradesh for having more water content. Karnataka Chief Minister Siddaramaiah had written twice – once to Union Agriculture Minister Chouhan requesting implementation of the Price Deficiency Payment Scheme (PDPS) and Market Intervention Scheme (MIS), and once to Andhra Pradesh CM Chandrababu Naidu urging the rollback of AP's ban on Karnataka Totapuri mangoes entering Chittoor. The letter highlighted plummeting prices (from Rs 12,000 to Rs 3,000 per quintal) versus cultivation costs (Rs 5,466 per quintal). Andhra Pradesh's import ban on Totapuri mangoes had stranded Karnataka produce at the border, cutting access to processing units and amplifying the price slump. Farmers were demanding an MSP and immediate state intervention as lorry-loads remained blocked. On Tuesday, Janata Dal (Secular) MLAs Samruddhi Manjunath and Venkatashiva Reddy staged a dharna at the Gandhi statue on the premises of Vidhana Soudha in Bengaluru to protest against the government for 'ignoring' the demands of mango farmers. In Srinivasapura under Kolar district, farmers also dumped tonnes of mangoes on roads to protest against the slump in prices. A mango trader in Srinivasapura died reportedly from a heart attack after suffering heavy losses. He had invested Rs 30 lakh in produce, which dropped in value due to the ban and market slump.
