NIA opposes bail relaxation for PDP's Waheed Para

Srinagar, June 14 (UNI) The National Investigation Agency (NIA) has strongly opposed a plea filed by MLA and People's Democratic Party (PDP) leader Waheed Para seeking relaxation of his bail conditions.
In a detailed objection submitted to the Special NIA Court in Jammu, the anti-terror agency said Para's plea is not maintainable and needs to be dismissed as 'intention of the applicant/ accused is to flee from the clutches of law.'
PDP's Para is leader of the Legislature Party in the Jammu and Kashmir Assembly. Parra had been jailed for around 19 months under sections of Unlawful Activities Prevention Act in 2020 and was released on bail by the J&K High Court in 2021.
While granting bail, Para was directed not to leave the Union Territory of Jammu and Kashmir without the prior written permission of the court during the period of bail.
Para, who represents the Pulwama assembly segment, was one of three legislators from the party who won the elections last year.
The MLA had pleaded before the court that he may be allowed to travel to any part of the country citing his constitutional obligation as a legislator.
'Trial in the instant case is being conducted expeditiously on regular basis. There is a strong apprehension that the applicant/ accused would misuse the liberty and may not come back to face the proceedings in relation to chargesheet that has already been filed,' the NIA said in its objections.
The NIA said that the investigations have revealed that the accused Parra 'entered into the conspiracy with other co-accused for raising funds to procure arms and ammunition for terrorists of the banned terrorist organisation Hizb-ulMujahideen and Lashkar-e-Taiba, operating in Kashmir valley.'
'Besides, Waheed Para extended financial support to the separatist leaders for furtherance of secessionist activities,' the anti terror body told the Court.
'The said bail conditions in no way prevents the accused from discharging his constitutional duties as an elected MLA,' NIA said 'In the event that his presence is specifically required outside the Union Territory of J&K in furtherance of any constitutional obligation, the court may consider such requests on a case-to-case basis'.
The NIA said that based on the evidence that came on record, charges in the court have been framed under section 120B of the IPC, sections 17, 18, 39 & 40 of the UA(P)Act in December 2022.
The NIA, while praying for dismissal of Parra's application, said that he is 'not a law abiding person and is involved in serious offences related to national security'.
The Special NIA Court is yet to pronounce its order on the application.

The Barnala police have busted an interstate cyber fraud gang involved in duping people under the guise of facilitating personal loans while the kingpin, Amit Kumar, remains at large, senior superintendent of police Sarfaraz Alam said on Friday. He said that the action had been taken after a complaint was received via the National Cyber Crime Reporting Portal which led to the registration of the first information report on June 9, under sections 318(4) BNS and 66-D IT Act. Followed by which the police conducted raid on June 10 at a fake call centre operating out of Zirakpur and apprehended six accused involved in this interstate cyber fraud operation which are Pawan Kumar, resident of SAS Nagar, Bhawan Mewara, resident of Jodhpur, Ambika, resident of Shimla, G Chinna Reddy, resident of Kadapa, Andhra Pradesh, Jada Veera Siva Bhagyaraj, resident of Kakinada, Andhra Pradesh, Kona Chiranjeevi, resident of Visakhapatnam, Andhra Pradesh. He further said that 67 mobile phones, 18 ATM cards, 17 SIM cards, 1 laptop, 1 CPU , ₹55,000 in cash have been recovered from their possession. The police informed that initial investigations reveal that this gang has been operating for the past two years, targeting individuals across Punjab, Andhra Pradesh, Gujarat, Telangana, Goa, Karnataka, Rajasthan, and other states through fake call centres and social media-based loan scams. It further said that in light of the pan-India footprint of this gang, concerned state police departments are being informed about fraud complaints related to their jurisdictions so that further legal action can be taken at their end in coordination with ongoing investigations. Scrutiny of 21 bank accounts associated with the gang has already revealed suspicious transactions worth approximately ₹6 crore. Given their consistent two-year operation, total fraudulent transactions are estimated to be in the range of ₹20–22 crore, with monthly inflows exceeding ₹1 crore across various accounts. The police said that Kingpin Amit, who is on the run, is a resident of Zirakpur and leads a lavish lifestyle. He is believed to own a luxury gym in a posh locality of Zirakpur, two high-end flats in Mohali and luxury vehicles. Notably, as per the police records, Amit and Bhawan Mewara have many cases registered under Sections 420, 406, 465, 466, 467, 468, 471, and 474 of the IPC at Zirakpur Police Station. Reddy also has a past record with cases under Sections 302, 147, and 148 of the IPC in Andhra Pradesh. SSP Alam stated that efforts are underway to trace and apprehend the kingpin, adding that further arrests and disclosures are likely in the coming days as the probe expands.

Forest Minister A.K. Saseendran has once again written to Union Minister for Environment, Forest and Climate Change Bhupender Yadav reiterating the State's key demands to address the increasing incidents of human-wildlife conflict in Kerala. The State's demands chiefly include an amendment to the Wildlife (Protection) Act, 1972, and the declaration of wild pigs as vermin, at least temporarily in identified hotspots. The renewed appeal comes in the light of a letter from the Union Ministry, explaining the provisions of the Wildlife (Protection) Act, particularly those pertaining to hunting animals listed under Schedules I and II. 'Limits powers' Arguing that these limited the powers of the Chief Wildlife Warden and hampered timely action, Mr. Saseendran also flagged the ambiguity in the definition of the term 'dangerous animal' in the Act. Highlighting the growing threats posed by wild animals in human habitats, he emphasised the impracticality of the current procedures. He pointed out that due to these constraints, the Forest department had been unable to act swiftly, thereby intensifying the conflict and endangering human lives and livelihoods. He also proposed simplifying the Standard Operating Procedures for eliminating dangerous animals. The State has also called for declaring wild pigs as vermin in villages identified as hotspots. 'Such a declaration, even if limited to a duration of six months, would greatly facilitate site-specific management of the species in these areas and contribute significantly to mitigate the ongoing human-wildlife conflicts,' the letter states. The government also renewed its demand for an assistance of ₹620 crore to implement preventive measures to tackle the unfolding crisis.

Four Maharashtra men arrested with 166 kg ganja

Four men from Maharashtra were arrested by the Special Operations Team (SOT) of the LB Nagar Zone and the Hayathnagar police for smuggling 166 kilograms of ganja worth ₹50 lakh through Hyderabad. The accused were identified as Vikas Baban Salve, 30, a painter from Sangamner, Ahmednagar; Ranganath Yurajn Sadve, 36 and Amol Narayan Borde, 26, both farmers from Aurangabad; and Sagar Gajanan Khandebharad, 29, a Railway employee from Buldhana. Amol was driving the goods carrier vehicle used in the smuggling operation. According to police, Vikas was the main link to the supply source. Struggling financially, he came into contact with a man known as Maik alias Rahul alias Dass, a resident of Kurumanur village in Kalimela tehsil of Odisha's Malkangiri district. Observing the strong demand for ganja among labourers in Maharashtra, Vikas decided to capitalise on it and roped in his three acquaintances to assist in the operation, promising quick profits. On June 19, the group travelled to Odisha, procured the ganja from Maik, and began their return journey. However, acting on a tip-off, the police intercepted their vehicle on Friday and took all four into custody. Alongside the ganja, officials recovered four mobile phones and ₹6,200 in cash. Police investigations revealed that Vikas is already facing a non-bailable warrant in an earlier ganja case registered by Alair police, while Ranganath has a pending warrant in an Narcotics Drugs and Psychotropic Substances (NDPS) Act case in Badrachalam dating back two years. Efforts are underway to trace the main supplier, Maik.
