
Developers face cost challenges as 6% SST kicks in for commercial projects
THE 6% SST on construction services from 1 July 2025 is a negative surprise to property developers in Maybank Investment Bank (MIB)'s view with possible margin pressure for ongoing (sold) projects, as they might have to absorb the additional cost for commercial and industrial builds.
While future or unsold projects may allow cost pass-through, a slower economic growth and weak market demand could limit pricing power. MIB maintains neutrality in the property sector.
Effective 1 July 2025, construction services for infraastructure, commercial, and industrial buildings will be subject to a 6% service tax if the taxable value exceeds MYR1.5 mil annually.
However, exemptions are provided for residential buildings, public utilities related to housing, and non-reviewable contracts, which will enjoy a 12-month grace period from the effective date. Additionally, business-to-business (B2B) relief will be available to prevent double taxation.
The imposition of a 6% SST on construction services could elevate developers' operational costs. As most contracts incorporate a regulatory change review clause, developers are expected to bear this SST, rather than contractors.
Developers engaged in data center (DC) construction, including ECW and SDPR, could also see increased expenditures, potentially reducing their internal rate of return (IRR).
Concurrently, with a strategic emphasis on generating recurring income from investment properties in recent years, such as malls, the 8% SST on rental income would be borne by tenants, which could restrain developers' leverage for rental increment negotiations.
There is currently no guideline on how it applies to contracts entered into before 1 July but billed thereafter, or whether it is only applicable to new contracts signed after 1 July.
'To avoid margin erosion stemming from rising construction costs, we believe developers are likely to pass on these additional costs to buyers though subject to prevailing market demand,' said MIB.
A slower economic growth trajectory and weak market demand could however constrain pricing power. —June 11, 2025

Felda dispatches offer documents for FGV privatisation plan, closing July 7
KUALA LUMPUR, June 16 — The Federal Land Development Authority (Felda) today said it has dispatched the offer documents for its plan to privatise FGV Holdings Bhd, with the offer closing at 5 pm on Monday, July 7, 2025, unless extended. In a filing with Bursa Malaysia, Felda said the offer, made via Maybank Investment Bank, will remain open for acceptance until the first closing date or such later date as may be determined and announced by Maybank on its behalf. The offer forms part of Felda's unconditional voluntary takeover bid to acquire all remaining FGV shares at RM1.30 each. Despite holding a collective 82.34 per cent stake through Felda and its subsidiary, Felda Holdings Company Sdn Bhd, the agency said it has limited influence over FGV's management as it does not control the board. 'Upon successful privatisation, Felda will be better positioned to enhance FGV Group's operational and financial efficiencies by streamlining its upstream and downstream plantation operations. 'Accordingly, Felda is offering holders the opportunity to realise their investment in the offer shares for cash at the offer price, representing a 9.91 per cent premium over the six-month volume-weighted average market price of RM1.1828 as at the latest practicable date (LPD),' it added. The latest bid, launched on May 26 at RM1.30 per share, mirrors Felda's earlier, unsuccessful attempt to privatise FGV in 2020. That year, Felda triggered a mandatory takeover offer after increasing its stake in FGV from 33.66 per cent by acquiring shares from Retirement Fund Inc (KWAP) and Urusharta Jamaah for RM658 million. FGV, which debuted in 2012 at RM4.55 a share, raised RM10.5 billion in one of Malaysia's largest initial public offerings. Price war looming for the glove industry
PETALING JAYA: A price war may be on the horizon for the glove industry as Chinese manufacturers accelerate overseas expansion, according to Maybank Investment Bank (Maybank IB) Research. This spells fresh headwinds for Malaysian glove makers, which account for a significant share of the world's rubber glove supply and are already grappling with a challenging market environment. 'With China players increasingly deploying overseas capacity to penetrate the U.S. market more effectively, the competitive landscape is turning more aggressive, especially after 2025. In our view, a price war is highly likely shaping up an over-supplied gloves market,' Maybank IB said in a report. According to the research firm, new capacity from a major China glove maker is expected to come online by end-2025. 'We understand that the China glove maker has started marketing to U.S. customers, offering upcoming capacity from its overseas plants in Vietnam and Indonesia at average selling prices (ASPs) of US$16–17 per 1000 pieces (k/pcs) with deliveries starting from November 2025 onwards. For context, the ASPs of Malaysian glove makers are US$18–19/k pcs. Maybank IB said while this may be part of the China glove maker's marketing strategy, pricing could still adjust based on demand, tariffs and counter-moves by Malaysian glove makers. 'The latest news nonetheles,s reaffirms our Negative stance on the sector. 'Competition is clearly intensifying, with more capacity from China (targeting non-U.S. markets and its overseas plants focusing on the US market.' It said although the actual supply and timeline from these overseas plants remain uncertain, any meaningful ramp-up will likely exert pressure on pricing and margins. 'A price war appears increasingly likely, in our view.' 'Separately, we believe the upcoming results (of glove manufacturers) could be weak mainly due to weakening US dollar currency versus the ringgit.'

Malaysia's expanded SST seen having minimal impact on inflation, markets
KUALA LUMPUR, June 13 (Xinhua) -- Malaysia's expanded Sales and Service Tax (SST), set to take effect next month, is expected to have minimal impact on inflation and a neutral effect on markets, economists said, citing exemptions for essential goods and relief measures for businesses. The Malaysian government announced that the expanded SST, effective July 1, aims to strengthen fiscal sustainability. The revised framework includes an increase in the sales tax rate on selected imported and luxury goods, while keeping essential items zero-rated. In addition, the scope of the existing 6 percent service tax will be broadened to cover fee-based financial services, leasing, main contractor construction services, as well as beauty, wellness, and certain private healthcare and education services. Maybank Investment Bank estimated that the changes to the SST framework could add up to 0.25 percentage points to the inflation rate at most, while continuing its project inflation at 2 percent. The bank emphasized that exemptions and cost pass-throughs would play a crucial role in mitigating inflationary effects. CIMB, in a separate note on Tuesday, said the previous service tax hike in March 2024 resulted in a modest 0.1 percentage point increase in services inflation, which quickly eased, indicating limited second-round effects. With external uncertainties, slowing gross domestic product (GDP) growth momentum, and a narrowing output gap, CIMB noted that the inflation outlook does not pose a significant hurdle to potential monetary policy easing. Maybank said the tax changes are likely to have a neutral impact on most sectors, including consumer staples, discretionary goods, construction materials, and agriculture.
