Morocco Committed to Sustainable Ocean Governance
Morocco's Secretary of State for Maritime Fisheries, Zakia Driouich, reaffirmed on Friday in Bouknadel Morocco's strong commitment to sustainable ocean governance, in line with the High Royal Directives.
Speaking at the opening of the high-level preparatory workshop for the third United Nations Ocean Conference (UNOC-3), scheduled from June 9 to 13, 2025, in Nice, Driouich recalled that Morocco has adopted an ambitious roadmap for the blue economy, noted a press release from the Secretariat of State for Maritime Fisheries.
Driouich also stated that this roadmap includes an integrated maritime legal framework, fishery management plans, the development of Marine Protected Areas, and the fight against Illegal, Unreported and Unregulated fishing, according to the press release.
On this occasion, she praised the crucial role of the Mohammed VI Foundation for Environmental Protection, notably through its flagship initiatives such as Clean Beaches, Blue Flag, and #b7arblaplastic.
She also emphasized the importance of involving youth and civil society in these efforts, recalling the participation of more than 500 young people in the African consultation held in Tangier in October 2024, and the engagement of over 950 young African experts in the oceanography capacity-building program launched in November 2024.
In addition, Driouich stressed the need for a strong, coordinated African voice at UNOC-3, drawing in particular on the outcomes of key events organized in Morocco, such as the African consultation in Tangier, the Blue Africa Summit Forum, and the regional BBNJ workshop in Rabat.
In this regard, she called for the promotion of African initiatives in ocean governance, the mobilization of blue financing, and the strengthening of North-South, South-South, and triangular partnerships.
Furthermore, Driouich recalled that Morocco was one of the first countries to ratify the Agreement on Biodiversity Beyond National Jurisdiction (BBNJ), demonstrating its commitment to the sustainable management of marine resources, in line with Sustainable Development Goal (SDG) 14 on life below water.
She concluded by reaffirming the Kingdom's readiness, under the enlightened leadership of His Majesty King Mohammed VI, to share its experience and support African partners in developing an inclusive and sustainable blue economy, while stressing the need to anchor these efforts in a vision of food sovereignty, regional integration, and shared prosperity.

Rabat – UN Secretary-General Antonio Guterres met with Amina Bouayach, head of Morocco's National Human Rights Council (CNDH) and current president of the Global Alliance of National Human Rights Institutions (GANHRI), to discuss how national institutions could claim a stronger voice in shaping the global agenda. The meeting, held yesterday at the UN headquarters in New York, reflects a growing push from Bouayach and the GANHRI network to ensure that institutions rooted in local realities help guide international decisions, especially as the world confronts overlapping crises. Bouayach spoke on behalf of more than 120 national institutions across the globe. She thanked Guterres for placing rights at the core of the UN's work and called his 'Call to Action' and the 'Pact for the Future' crucial reference points for those working to defend dignity on the ground. 'Human rights are not a decorative element of global diplomacy,' she said. 'They form the very core of justice. National institutions speak with the voices of those who often go unheard, victims, citizens, activists, and carry their realities from the field to decision-making halls.' During the meeting, Bouayach laid out two key proposals to Guterres. First, she called for national institutions to be granted formal participation in key UN platforms held in New York, such as the Economic and Social Council (ECOSOC), the High-Level Political Forum (HLPF), and the Commission on the Status of Women (CSW). These forums shape the UN's long-term goals, and Bouayach argued that national institutions, with their direct knowledge of conditions on the ground, would bring valuable contributions. Second, she urged for a greater role for GANHRI in the upcoming 'UN80' initiative, a UN-wide reflection ahead of its 80th anniversary. With growing mistrust in global systems and widening gaps between people and power, Bouayach urged the UN to restore the balance between its three founding pillars: peace and security, development, and human rights. 'This moment calls for courage,' she said. 'Rights must return to the center of international reform.' Bouayach also pointed to the existing partnership between GANHRI, the UN Human Rights Office, and UNDP as a model of collaboration that supports national institutions in bolstering their work and independence. This tripartite effort held its annual gathering in New York earlier this week, just before she met with Guterres. 'The challenges we face today are not abstract. They touch lives,' Bouayach lamented. 'GANHRI will remain fully engaged in defending rights across borders. We ask the United Nations to stand with us, so that every country has an institution that protects the dignity of its people, with independence and real impact,' she added. Bouayach was elected president of GANHRI by unanimous vote in March. The election followed strong backing from the African regional group, NANHRI, which officially nominated Bouayach in January 2025. Kenya National Assembly Speaker receives Polisario representative
Nearly a month after Kenya officially voiced support for Morocco's autonomy plan for Western Sahara, the Polisario's main ally in Nairobi has resurfaced. On Thursday, June 19, the Speaker of the National Assembly, Moses Wetangula, met with the Polisario's representative in Kenya. «Today, I hosted His Excellency Mohamed-Liman Ali Ami, the Ambassador of the Sahrawi Arab Democratic Republic, who paid me a courtesy call at my office at Parliament Buildings», Wetangula posted. «Our discussions focused on strengthening the bilateral relationship between our two nations and exploring ways to deepen diplomatic engagement for the mutual benefit of our citizens. I assured the Ambassador that Kenya, as a committed member of the African Union (AU), stands in solidarity with the Sahrawi Republic and remains steadfast in supporting and safeguarding its interests as a sovereign state», he added. Wetangula is widely seen as the Polisario's key ally within the Kenyan government. According to an October 2022 report by the South African-based Institute for Security Studies, Wetangula, a former foreign minister, played a pivotal role in convincing President William Ruto to delete a tweet posted on September 14, 2022, in which he had announced Kenya's withdrawal of recognition of the «SADR». Following a meeting with the Polisario representative in Nairobi, Wetangula stated, «I reassured him of my support, noting their membership in the AU, akin to our shared responsibility.» In contrast, during a working visit to Morocco in late May, Kenyan Foreign Minister Musalia Mudavadi declared that «the Republic of Kenya considers the autonomy plan as the only sustainable approach to resolving the Sahara issue and intends to collaborate with states sharing this vision to promote its implementation».
