Saif bin Zayed inaugurates 4th edition of World Police Summit

DUBAI (WAM) His Highness Lt. General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of the Interior, H.H. Sheikh Ahmed bin Saeed Al Maktoum, President of Dubai Civil Aviation Authority, Chairman of Dubai Airports, and Chairman and Chief Executive of Emirates Airline and Group, and H.H. Sheikh Mohammed bin Rashid bin Mohammed bin Rashid Al Maktoum attended the fourth edition of the World Police Summit on Tuesday at the Dubai World Trade Centre.The summit is held under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai.The opening ceremony was also attended by global police leaders, international experts, and key decision-makers in the security sector to address global challenges and exchange best practices.Organised by Dubai Police in partnership with DXB Live, the three-day summit is held under the theme 'Envisioning the Future of Policing.'It brings together over 300 speakers and experts from around the world, representing more than 100 countries, global law enforcement agencies, and over 200 specialised security and technology companies.During the opening ceremony, the Commander-in-Chief of Dubai Police, Lieutenant General Abdullah Khalifa Al Marri, delivered the welcome address, expressing his honour in hosting the summit and extending a warm welcome to international delegations.Al Marri noted the rise of transnational crime and the increasing threat of cybercrime, including AI-powered scams, dark web activity, and digital fraud. He referenced INTERPOL reports that revealed over 100 billion stolen personal and financial records were traded on the dark web in 2024 alone, a 42 percent increase from the previous year. Ransomware attacks accounted for roughly 25 percent of global cyber insurance claims.He also emphasised Dubai Police's commitment to sharing its experience in integrating policing with cutting-edge technology, highlighting global initiatives such as the International Anti-Narcotics Forum, Anti-Fraud Forum, UAE SWAT Challenge, and the Police Innovation and Leadership (PIL) Diploma. These events collectively attracted participation from 110 countries, showcasing the UAE's leadership in fostering global security partnerships.Al Marri concluded by affirming that community safety is a shared responsibility requiring cross-border cooperation, and he expressed hope that the summit would produce actionable recommendations to shape a safer, more prosperous future.Following his address, a short film was screened highlighting the achievements of the sixth edition of the UAE SWAT Challenge, which earned a Guinness World Record for the highest number of participating countries in a tactical competition, with over 100 teams taking part.In his keynote speech, John Romero, renowned video game designer and co-creator of Doom, shed light on cybercrime's impact on the gaming industry. He revealed that the sector loses an estimated $29 billion annually due to cheating and illegal hacking. Companies have invested around $13.5 billion in anti-cheat technologies, while black-market activities generate $50 million in illicit revenue.Romero outlined how hackers exploit game systems through unfair advantages like auto-aiming and in-game speed hacks, and how designers now use AI and behavioural analytics to detect anomalies, flag cheaters, and secure game environments.He stressed that just as hackers use advanced tech to exploit games, developers are harnessing those same tools, including machine learning, to maintain fair, safe, and trustworthy gaming ecosystems.His Highness Lt. General Sheikh Saif bin Zayed inaugurated the accompanying exhibition, which showcases the latest innovations and technologies across multiple domains, including cybercrime investigation, forensic science, artificial intelligence, airport security, drone systems, smart mobility, narcotics control, and digital policing readiness.
The summit continues over the next two days with high-level discussions, workshops, and networking sessions aimed at shaping the future of global policing and strengthening international cooperation.

Sri Lanka seizes $76 million smuggled drugs this year
Sri Lanka's anti-narcotics drive has resulted in the seizure of more than three tonnnes (6,600 pounds) of illegal drugs with a street value of $76 million this year, officials said Monday. Public Security Minister Ananda Wijepala said most of the illegal drugs originated in Afghanistan and Pakistan, and were being smuggled into the island by sea. He said there were an estimated 400,000 addicts in the nation of 22 million people. "We need to reduce demand while keeping up detections," Wijepala told reporters in Colombo. Police chief Priyantha Weerasooriya said the drugs seized had a street value of 23 billion rupees ($76 million). That was close to the 28 billion rupees' worth of drugs seized in the whole of 2024. More than 1,000 people were arrested for drug dealing and smuggling, he added. They included a 38-year-old Thai woman, arrested at Colombo airport on May 30 carrying nearly 10 kilograms (22 pounds) of cocaine, the largest detection of the drug at an entry point to the South Asian nation. Also last month, three others -- from Britain, India and Thailand -- were arrested trying to smuggle in nearly 60 kilograms (132 pounds) of synthetic cannabis. All four suspects, including the Thai woman arrested with cocaine, could face life imprisonment if convicted. Sri Lankan authorities have previously seized large quantities of heroin off the country's shores, suggesting the island is being used as a transit hub for narcotics destined for other locations. In October, a Sri Lankan court sentenced 10 Iranian men to life imprisonment after they pleaded guilty to heroin smuggling. ARTA launches joint memorandum circular to streamline permitting for water and wastewater projects
In a significant move toward improving access to safe and sustainable water services, the Anti-Red Tape Authority (ARTA), in collaboration with key government agencies and private sector stakeholders, officially launched the Joint Memorandum Circular (JMC) on Streamlining of the Permitting Process for the Construction, Installation, Restoration, Rehabilitation, Repair, and Maintenance of Water Supply and Wastewater Systems Along National, Local, and Private Roads. The launch was held at the ARTA Innovation Hub, UP Ayala TechnoHub in Quezon City. Anti-Red Tape Authority (ARTA) Secretary Ernesto V. Perez This milestone marks the culmination of a year-long, multi-stakeholder reform initiative aimed at eliminating long-standing bottlenecks in the permitting process for water infrastructure. The JMC institutionalizes a harmonized, transparent, and efficient permitting framework across the country, paving the way for the accelerated implementation of water infrastructure projects. 'Access to clean water is a fundamental right and a public good. Through this JMC, we are eliminating bottlenecks, aligning policies, and driving reforms that will directly benefit our communities and kababayans in a Bagong Pilipinas,' said ARTA Secretary Ernesto V. Perez. Aligned with the government's commitment to United Nations Sustainable Development Goal 6 (Clean Water and Sanitation), the JMC was developed through extensive consultations with national agencies, local government units (LGUs), private water providers, and other key stakeholders. It addresses issues such as fragmented permitting workflows, redundant requirements, high regulatory costs, and inconsistent local practices. Key features of the JMC include; Integration of barangay clearances into city/municipal-level processes; Standardized processing timelines aligned with Republic Act No. 11032 (Ease of Doing Business and Efficient Government Service Delivery Act of 2018); Clear delineation of permitting authority based on road classification (national, local, private); Implementation of a unified excavation clearance system Israeli Ambassador to the Philippines, His Excellency Ilan Fluss, also expressed support for the initiative, highlighting shared experiences between the Philippines and Israel in managing water resources. 'Congratulations to you, Secretary Perez, to your team, and to all the agencies involved in this memorandum. This milestone reflects the strong collaboration among your institutions, as well as the enduring friendship between Israel and the Philippines,' said Ambassador Fluss. The launch was attended by officials from the Department of Public Works and Highways (DPWH), Department of Environment and Natural Resources (DENR), Department of the Interior and Local Government (DILG), Local Water Utilities Administration (LWUA), and the Metropolitan Waterworks and Sewerage System (MWSS), along with representatives from various LGUs and private entities. Private sector players such as Maynilad Water Services, Manila Water, and the Philippine Association of Water Districts (PAWD) were also present to express support for the JMC. Full implementation of the JMC will proceed following the formal signing by all concerned agencies. The implementation will be chaired by DPWH and co-chaired by DENR, who will oversee rollout efforts, compliance monitoring, and stakeholder coordination.
