Policy for installing more than one electricity meter unchanged, says Power Division amid social media reports

The Power Division on Sunday said the news circulating on social media regarding a 'ban on installing two electricity meters' was completely false, misleading, and 'a malicious attempt to create unrest among the public'.
'It is clarified that a second electricity meter can still be obtained for any residential property under the prevailing laws. According to the NEPRA Consumer Services Manual 2021, any residential unit that consists of a separate portion, separate circuit, separate entrance, and separate kitchen is eligible for the installation of an additional meter,' spokesperson of the Power Division said in a statement.
'Spreading and sharing such false news is a punishable offense under the PECA Act,' it added.
However, laws to prevent the misuse of electricity and the wrongful benefit of subsidies had existed before and were still fully in effect, the spokesperson clarified.
The Power Division requested the public not to pay attention to such false reports and to cooperate with electricity distribution companies for the proper and transparent use of electricity meters, so that 'the rightful recipients receive their due in a timely and fair manner'.

ISLAMABAD: Prime Minister, Shehbaz Sharif has approved phasing out the role of meter readers in power Distribution Companies (Discos) across the country except KE's service area with initiation of new mechanism 'Apna meter Apni Reading' App, to be launched soon, well informed sources told Business Recorder. Currently, Meter Readers take a snap of consumers' electricity meters which are sent to Discos to Power Information Technology Company (PITC), on the basis of which bills are generated, however, there are numerous complaints of this mechanism as consumers receive inflated bills. In this regard, Prime Minister presided over a meeting on June 17, 2025 wherein issues related to the launching of new scheme and eliminating the menace of overbilling and resolving complains through an automated system came under discussion. Policy for installing more than one electricity meter unchanged, says Power Division amid social media reports According to sources, Prime Minister directed the Power Division to install a Power Smart Mobile App with instructions for use, in both National and four regional languages (Punjabi, Sindhi, Pashtu and Balochi) for easy use / application and understanding of common people. Power Division has been directed to conduct a soft launch of Power Smart Mobile App immediately in order to fix/ streamline any teething issues before the nationwide launch / inauguration by the Prime Minister. The sources said, Prime Minister has given one month to the Power Division to chalk a plan for phasing out the Meter Readers from the power metering system. Power Division in coordination with the Ministry of Information and Broadcasting is tasked to prepare a comprehensive and engaging media campaign clearly spelling out the objectives of this initiative for the review/ approval of Prime Minister this week. Prime Minister has also directed Power Division that savings on account of reduced administrative charges for meter reading shall be passed on to the consumers . To support the initiative, the Power Information Technology Company has also instructed all Discos to prepare comprehensive media campaigns to inform consumers about the benefits of self-reading. This move aims to eliminate the role of meter readers—many of whom have been implicated in over billing and malpractice. The government has allocated Rs. 316 million for the national media campaign. A detailed Terms of Reference (ToR) has been formulated, outlining the scope, objectives, and methodology for the campaign. Additionally, a clear responsibility matrix has been developed to define the roles and responsibilities of PITC and MEPCO—covering aspects such as media planning, vendor engagement, field activation, monitoring, and reporting. Discos have sought guidance from the Chief Executive Officer (CEO) of PITC with respect to their due contribution in media campaign. Clarification have also been sought on whether this amount should be deducted from the total payment and borne by individual Discos or whether PITC will facilitate the provision of promotional materials (e.g., boards, standees, banners). Discos have also urged PITC to explore the possibility of securing complimentary airtime for public service announcements through electronic media. Discos highlight the importance of PITC's support in providing the necessary documentation to ensure the success of this public awareness initiative. Furthermore, Discos have stressed the need for thorough testing and validation of applications such as the Power Smart App, Apna Meter Apni Reading, CCMS+, and the Lineman Mobile Solution prior to launch. This is vital to prevent technical issues, ensure a smooth user experience, and build consumer trust. The sources told this correspondent that PITC will ensure high performance, reliability, and a seamless user experience across all platforms during the campaign rollout. The Peshawar High Court (PHC) has issued notices to the federal government and other relevant authorities, seeking a response regarding the registration of an FIR against a local lawyer under the Pakistan Electronic Crimes Act (PECA). A two-member bench comprising Justice Syed Arshad Ali and Justice Abdul Fayyaz heard the case. During the proceedings, Justice Syed Arshad Ali questioned the legal basis of the FIR, remarking, "How can the police register a case under the PECA Act when it falls under the jurisdiction of the Federal Investigation Agency (FIA)? How can an SHO file such a case?" The petitioner, Advocate Roman Shah, appeared before the court. Justice Arshad Ali asked him why the FIR had been registered. Shah responded that he was unaware of the specific allegations and only knew that it had been filed under PECA. Justice Abdul Fayyaz noted, "The PECA Act falls within FIA's domain. How did the SHO register the FIR?" Justice Arshad Ali further added, "If the matter is within FIA's jurisdiction, then the SHO has no authority to register such a case." The petitioner informed the court that he had already secured interim bail. The Assistant Attorney General told the bench that the FIR was based on a social media post made from the petitioner's account, allegedly targeting a senior official of a security agency. Justice Arshad Ali questioned the petitioner's actions, asking, "Why do you share such content that creates problems?" In response, Advocate Roman Shah denied ownership of the account, stating, "This is not my account. Nowadays, fake accounts are created using other people's photos. I have no knowledge of this post." Following the hearing, the court issued notices to the federal government and other respondents, directing them to submit their replies.

Dar says steps under way to enhance financial ties with Turkiye

ISLAMABAD: Deputy Prime Minister and Federal Minister for Foreign Affairs Ishaq Dar said that Pakistan is exploring opportunities to enhance cooperation in financial and logistics services including opening of Turkish banks in Pakistan to support bilateral trade flows. In a written reply to a question in the National Assembly on Friday, the minister said that in support of these efforts, the government is also planning to convene the 6th session of the Pakistan-Turkiye Joint Ministerial Commission (JMC) in Islamabad, revitalising institutional framework for economic cooperation. He said that Turkiye has also expressed strong interest in investing in Pakistan's Special Economic Zones (SEZs). He said that in response, the prime minister has directed the Board of Investment to develop a dedicated investment package for Turkish investors. He said that Pakistan wants to enhance trade and investment cooperation with Turkiye, in line with mutually agreed target of $5 billion by 2025. He said that bilateral trade volume currently stands at approximately $1.02 billion. He said that Pakistan's growing IT sector over $2.6 billion in exports annually, presents substantial opportunities for Turkish investment and joint ventures. He said that Turkish companies are being invited to participate in the Jinnah Medical Complex Project, which aligns with both countries' vision for accessible healthcare. In another written reply to a question, Federal Minister for Energy (Power Division) Sardar Awais Ahmad Khan Leghari said that renegotiating agreements with 36 IPPs (Independent Power Producers) and GPPs, leading to a reduction in the consumer end tariff. He said that the government has also terminated contracts of 06 IPPs leading to saving in capacity cost reduction. He said that the government saved Rs3.612 trillion over the life of the projects through these renegotiations. He said that the negotiations with remaining IPPs are under process and the relief shall be passed on to the consumers once the negotiations are finalised. The minister said that the amount of the circular debt as of March 2025 is Rs2,396 billion. He said that the matter relating to circular debt is being managed under Circular Debt Management Plan (CDMP). Moreover, efforts are being made by the Task Force/ Ministry of Energy (Power Division)/Ministry of Finance to curtail the circular debt. He said that further, an amount of Rs1.2 trillion is being arranged to finance/ refinance the current stock of circular debt. He said that the tenure of this loan will be six years with the interest rate at 6-months KIBOR minus 0.9 per cent. He said that the same will be paid through the Debt Service Surcharge collected from the electricity consumers. Copyright Business Recorder, 2025
