Tengku Zafrul urges ASEAN to focus on resilience, digital trade

BUSINESSES must now incorporate resilience, agility and adaptability into their long-term strategies to navigate global supply chain disruptions.
Investment, Trade and Industry Minister Tengku Datuk Seri Utama Zafrul Tengku Abdul Aziz said the increasingly volatile global landscape — driven by geopolitical tension — demands that regional cooperation play a central role in ensuring supply chain continuity.
'In today's globalised economy, supply chain disruptions resulting from geopolitical tensions have become the norm. Businesses must now plan for resilience, agilit and adaptability,' he said during the Supply Chain City Malaysia groundbreaking ceremony in Bandar Bukit Raja, Klang on Thursday.
Tengku Zafrul said under Malaysia's leadership, ASEAN is poised to tackle key challenges such as digital transformation, climate change and ongoing recovery from global crises.
He said Malaysia is working with its ASEAN counterparts to implement the ASEAN Comprehensive Recovery Framework (ACRF) — aimed at enabling a robust and sustainable economic recovery across the region.
One of the core priorities under ACRF is strengthening the ASEAN Single Window (ASW), a trade facilitation platform that integrates and streamlines customs and clearance procedures across member states.
'By reducing bureaucracy and improving trade efficiency, the ASW will play a pivotal role in strengthening regional supply chains and boosting intra-ASEAN trade, which currently accounts for nearly 25% of total ASEAN trade,' he said.
Malaysia is also pushing for the ASEAN Digital Economy Framework Agreement (DEFA), which aims to harmonise digital trade regulations and accelerate cross-border e-commerce adoption across the region.
'This initiative will not only enhance digital connectivity but also create new opportunities for businesses and consumers across ASEAN,' he added.
Tengku Zafrul said the government remains committed to fostering stronger partnerships within ASEAN, citing the recently concluded ASEAN–GCC–China Summit as a key example of regional coordination.
'This summit sent a clear message to the world, that ASEAN is open for business and we are ready to lead in building a more resilient and interconnected global economy,' he said.
He also mentioned ASEAN's growing significance in global trade, noting its combined GDP of over US$3.6 trillion (RM15.26 trillion) and population of more than 680 million people.
'As the world's fifth-largest economy, ASEAN is a critical player in the global supply chain, accounting for nearly 7% of global trade,' he added.
Tengku Zafrul said the Supply Chain City Malaysia reflects Malaysia's aspirations to elevate its logistics industry through automation, artificial intelligence (AI)-driven systems and sustainable growth, while enhancing trade efficiency and connectivity across the region.

Tengku Zafrul said both the Malaysian and US representatives have expressed their intention to finalise negotiations before the expiry of the 90-day pause on tariff implementation. They have also agreed to intensify efforts to reach an agreement acceptable to key stakeholders in both countries. In a statement today, he said the US has been one of Malaysia's top three export markets over the past decade. 'In May 2025, exports to the US recorded the eighth consecutive month of double-digit growth,' he said. A significant share of Malaysia's exports to the US supports and complements US domestic industries in sectors such as electrical and electronics, semiconductors, medical devices, machinery, equipment, and parts. Malaysia also serves as a key supplier of intermediate goods to US-based manufacturing industries. 'Miti has remained steadfast in upholding Malaysia's interests in all trade and investment relations, particularly in safeguarding the integrity of Malaysia's domestic commitments and sovereign rights,' Tengku Zafrul said. He said the ministry anticipates the negotiations will help secure Malaysia's supply chains and deliver positive spillovers to local businesses, especially small and medium-sized enterprises, while also creating more high-paying jobs for Malaysians. 'These efforts will further strengthen Malaysia's position as a preferred investment destination in the region and drive the government's economic transformation agenda towards becoming a high-tech, high-income nation,' he said. Tengku Zafrul led an official visit to Washington from June 18 to 20. The visit focused on continuing US tariff-related engagement and negotiations with trade representative Jamieson Greer and secretary of commerce Howard Lutnick. Tengku Zafrul was accompanied by the ministry's chief negotiator, the deputy chief of mission from the Malaysian embassy, and ministry officials based in Washington.

JOHOR BAHRU, June 22 — OCBC Group has committed more than RM11 billion into businesses in Johor since early 2024, as part of its commitment to support the development of the Johor-Singapore Special Economic Zone (JS-SEZ). The bank in a statement today said it plans to extend an additional RM3 billion in financing by the end of 2025 to support investments in key sectors such as real estate, oil and gas, manufacturing, and data centres within the JS-SEZ. OCBC chief executive officer (CEO) Helen Wong said the group has a long history in Johor dating more than a century, with OCBC Malaysia's first branch established in Johor in 1917. Today, the group operates eight branches in the state, out of 38 branches across Malaysia, she added. While reiterating the group's long-term support to JS-SEZ, Wong emphasised that OCBC's One Group approach, which brings together the collective strengths of OCBC Bank, Great Eastern Holdings (insurance subsidiary), Bank of Singapore (private banking arm), and leasing and wealth management capabilities, uniquely positions the group to support business growth and cross-border collaboration. The commitment announcement was made during a courtesy visit by Wong along with senior executives of OCBC Group to Johor Menteri Besar Datuk Onn Hafiz Ghazi at his official residence in Saujana here. Welcoming the move, Onn Hafiz described OCBC's commitment as a vote of confidence in Johor's investment climate. 'The Group's commitment of over RM11 billion, with another RM3 billion targeted by year-end, reflects strong private sector support for our economic vision. We look forward to deepening this collaboration,' he said. Meanwhile, OCBC Bank (Malaysia) Bhd CEO Tan Chor Sen said the group had already taken proactive steps to promote the JS-SEZ to global investors, even before the formal agreement was signed in January 2025. This includes engagements with key stakeholders such as Iskandar Regional Development Authority, Malaysian Investment Development Authority, and Invest Johor. He added that OCBC's extensive global network, particularly in Greater China, positions it well to facilitate inbound investment and business expansion into Malaysia. Great Eastern Life Assurance (Malaysia) Bhd CEO Datuk Koh Yaw Hui said as part of the OCBC Group, Great Eastern is well-positioned to support the initiative through a comprehensive range of life, general and takaful insurance offerings aligned with the economic development of the region.
