Bengaluru civic corporation set to be split, no early end to 10-year wait for polls
With the Greater Bengaluru Governance Act set to come into force, having received the Governor's assent last week, municipal elections in the city – last held 10 years ago – are set to be delayed further. Sources said that the polls are unlikely to be held before the end of this year or early 2026.
The Act proposes the splitting of the Bruhat Bengaluru Mahanagara Palike (BBMP) into 'up to seven' smaller corporations. As per sources, the Congress government in the state is inclined towards three corporations in the Greater Bengaluru Area, with the Act setting a deadline of 120 days – or August this year – to earmark the boundaries. From 25 in BBMP, the total number of wards may go up to as many as 300.
The control of the BBMP is much coveted as it controls infrastructure and governance in the rapidly growing Bengaluru. It last saw elections in August 2015, with the corporation's term ending in September 2020. Since that time, the BBMP has been headed by senior IAS officers appointed by the state government as administrators.
The Greater Bengaluru Area, restricted to Bengaluru Urban district, will comprise the existing BBMP wards, and developed and developing gram panchayats around it. Later this week, Deputy Chief Minister and Bengaluru Development Minister D K Shivakumar is scheduled to hold preliminary discussions with representatives of all parties, and experts and stakeholders, to chart out the area's boundaries.
Apart from the redrawing of boundaries, a delimitation exercise is to be completed before the municipal corporation elections can be held as the last exercise, carried out in 2023 – after several hiccups – has been rendered invalid by the new Act. Congress MLA Rizwan Arshad, who headed the Joint Legislative Committee that examined the Greater Bengaluru Governance Bill, told The Indian Express: 'When the corporation is itself being restructured, there will be fresh wards.'
The opposition by the BJP and JD(S) to the Act is expected to further delay the process. During the discussion in the Assembly on the legislation, the parties had said it would end up 'destroying' the city. Leader of the Opposition R Ashoka said splitting the BBMP into smaller corporations would create pockets of uneven growth. 'Areas such as Mahadevapura, K R Puram or Hebbal will generate more tax revenue compared to parts of old Bengaluru where IT companies are not present,' he said.
Ashoka also said that pro-Kannada groups oppose the move as the influence of Kannada might weaken due to the legislation.
Shivakumar, who piloted the Bill, said change is required because the government is 'not able to change the existing system' in Bengaluru, with the city growing in a haphazard manner. He cited the surge in population of Bengaluru from 70 lakh to 1.4 crore in a little more than two decades.
The plan to restructure the BBMP was first floated in November 2014, during Chief Minister Siddaramaiah 's earlier term in the chair. A Bill was brought to split it but had to be shelved after the BJP protested. In 2018, another effort was made with a draft Greater Bengaluru Governance Bill, but it went into cold storage after the Congress lost power.
Soon after the party won the Assembly elections and Siddaramaiah became the CM again, he set up a committee on the issue in June 2023. In June 2024, the panel submitted a draft of the Bill. It proposed the establishment of a Greater Bengaluru Authority for coordinating and supervising the development of the Greater Bengaluru Area and proposed up to seven city corporations 'for effective, participatory and responsive governance'.
Calling the Bill 'unscientific' and expressing apprehension of 'uneven distribution', the BJP walked out in protest when it was passed.

Over a month and a half after Bharat Adivasi Party (BAP) MLA Jaikrishn Patel was caught allegedly taking a Rs 20 lakh bribe, the party said Sunday that it has concluded in its internal investigation that he was trapped as part of a 'political conspiracy'. Party's national president Mohan Lal Roat told The Indian Express that there are plenty of things pointing towards a political conspiracy. 'There are discrepancies in the press conference by the Anti-Corruption Bureau (following Patel's arrest) and the FIR lodged in the case. It is said there were about 48 calls between the two (MLA Patel and complainant Ravindra Kumar). But our MLA replied 1-2 times but most of the calls were by him (Kumar).' Next, Roat questioned the idea of money being given in lieu of 'withdrawing' three Assembly questions when two of these were already answered last year and were in the public domain. 'What was the idea behind taking money to 'withdraw' the questions put up in July last year, when the government had clearly and promptly answered those questions.' Party MP Rajkumar Roat too has questioned the circumstances, saying, 'Since 1952, there must have been about 3,000 MLAs in Rajasthan; excluding those who repeated, there must have been 2,000 to 2,500 MLAs so far in the state. But this was the first time an MLA was trapped. From what our team has investigated, he was trapped as part of a conspiracy.' 'The person on the other end called 40-42 times. Why would the person, who was the MLA candidate for the now ruling party, get scared and give a bribe to the MLA of a regional party? This was planning and this was a conspiracy,' the MP said, referring to complainant Ravindra Kumar's father Ramniwas Meena. While Ravindra Kumar had contested 2023 Assembly elections from Karauli as a BSP candidate and stood third – behind BJP and Congress candidates – his father, Ramniwas Meena and co-owner of the mines, had contested the 2023 election from Todabhim on a BJP ticket but lost to Congress's Ghanshyam Mahar. On May 4, first-time MLA Patel, and a middleman Vijay Patel were arrested by the ACB for allegedly accepting a Rs 20-lakh bribe – the second instalment of a Rs 2.5 crore bribe – in lieu of withdrawing Assembly questions on mining. The ACB had said this was the first instance of it arresting an MLA in the state, and the mines in question are in Todabhim, about 600 kilometres away from the MLA's constituency in Banswara. Party chief Roat said that things would be clearer once they get to meet the MLA. 'We haven't been able to meet the MLA. They are not giving us time to meet, (but once this happens) this will help us clear more things. Moreover, the BJP candidate too had said that he won't let him (Patel) stay around for more than six months,' he said, referring to BJP leader Mahendrajeet Singh Malviya. 'So, due to all of this, we have concluded that he was trapped as part of a conspiracy,' the party chief said. Malviya was elected from Bagidora Assembly in 2023 on a Congress ticket but had left the party to join the BJP last year. He had then unsuccessfully contested the Banswara Lok Sabha (which includes Bagidora Assembly) against BAP's Rajkumar Roat. In the Bagidora bypoll too, BAP's Jaikrishn had defeated BJP's Subhash Tamboliya by a convincing margin of over 51,000 votes. The party's five-member team which investigated the case included party's three MLAs Umesh Meena (Aaspur), Thavar Chand (Dhariyawad), Anil Kumar Katara (Chorasi), party's national spokesperson Jitendra Meena, and party leader Kanti Bhai. MP Roat also said that Patel was 'trapped by people in power as part of a conspiracy. And the people have understood, because the Panchayat Samiti seat which the BJP had won earlier with 600 votes, lost in the by-election. The people have given a befitting reply.' 'We know that if he has made a mistake then his membership might be terminated. But we will have more clarity only once we meet him, and what is said in the chargesheet etc,' party's national president Mohan Lal Roat said.

NGT takes suo motu cognisance of environmental degradation of Nagpur's Futala Lake
The National Green Tribunal (NGT) has taken suo motu cognisance of a media report highlighting the declining condition of Futala Lake in Maharashtra's Nagpur. A bench, headed by judicial member Justice Arun Kumar Tyagi, registered an original application suo motu (on its own) following a news item titled "Futala Lake's charm fades amid neglect and poor maintenance". Referring to the news article, the Bench, also comprising expert member A. Senthil Vel, noted that the lake, once a popular spot for locals, now faces hygiene issues and environmental degradation due to neglect and poor maintenance. The news item also highlighted that the absence of functional public toilets has led visitors to resort to unhygienic alternatives, and the lake's shore is covered with trash like flower garlands and plastic bags, causing a foul smell. "[D]espite efforts by the Nagpur Municipal Corporation (NMC) to prevent the immersion of idols and religious offerings, enforcement remains weak, resulting in continued pollution,' noted the NGT in its order passed on June 5. The green body said the matter highlighted in the news item attracted the provisions of the Environment Protection Act, 1986, the Water (Prevention and Control of Pollution) Act, 1974 and the Municipal Solid Waste Rules, 2016. Saying that the power of the NGT to take up the matter suo motu has been recognised by the Supreme Court, the Justice Tyagi-led Bench impleaded the Maharashtra Pollution Control Board (MPCB), the Central Pollution Control Board (CPCB), and the Nagpur Municipal Corporation as respondent parties to the matter. "Let notices be issued to the respondents for filing their response/reply by way of affidavit," ordered the green tribunal, transferring the matter for further hearing on August 6 before the Western Zone Bench. It said that since the place of accrual of the cause of action lies within the jurisdiction of the Pune's Western Zone Bench, the case should be further heard there. "Accordingly, the Registry is directed to list the matter before the Western Zone Bench of this Tribunal at Pune on 06.08.2025 after obtaining orders from Hon'ble the Chairperson for transfer of the case, if so required," the NGT ordered. It added that responses may be filed by the authorities before the Western Zone Bench of the green tribunal at least one week before the next date of hearing.
