Jharkhand govt urges finance commission to raise tax share to 50%

The Jharkhand government on Friday appealed to the Sixteenth Finance Commission to raise the vertical devolution of central taxes from the existing 41 per cent to 50 per cent.
A finance commission team, headed by its chairman Dr Arvind Panagariya, held discussions with the state government. Jharkhand Finance Minister Radhakrishna Kishore and Chief Secretary Alka Tiwari were present during the meeting.
"Increase the vertical devolution share from 41 per cent to 50 per cent," the state government appealed to the panel.
The commission also held a series of meetings with representatives from local bodies, trade organisations, industry associations, chambers of commerce, and political parties.
The finance commission team on Thursday visited Jharkhand's temple town of Deoghar and offered obeisance at the Baba Baidyanath temple.
The finance panel also held discussions with representatives of panchayati raj institutions and administrators of urban local bodies from all six districts of Santhal Pargana.
The delegation had arrived in Ranchi on Wednesday on a four-day visit to Jharkhand and met Chief Minister Hemant Soren.
The CM sought support from the finance commission for the all-around development of various sectors and communities in the state.
"Jharkhand contributes significantly to the country's development as a state with extensive mining activities. But, it also faces consequences, such as environmental degradation, displacement of people, and loss of land. The land reclamation work by central mining companies is not being carried out in a planned manner," Soren told the commission members.
He also sought autonomy to utilise financial resources according to the needs of the local population, as each state has different requirements.
The Centre's vision of 'Viksit Bharat' could be realised through the development of states and villages, Soren said.
"A large population of the state depends on agriculture. So, agriculture and allied activities are a focus area for the government. Jharkhand has significant potential in the farming sector," he added.
There is a need for special efforts in priority areas such as health, education, and livelihoods, Soren said.
The team is scheduled to return to Delhi on May 31.
Jharkhand has prepared a Rs 1.45 lakh-crore budget for the ongoing fiscal, with a whopping Rs 62,844 crore earmarked for social welfare programmes to help the poor, women and other vulnerable groups.
For its popular Jharkhand Mukhyamantri Maiya Samman Yojana, which aims to enhance the financial security and well-being of women in the age bracket of 18-50 years, it allocated Rs 13,363 crore.
Besides, Rs 5,000 crore has been allocated towards providing free electricity.
Last month, the chief minister called for a provision in the Coal Bearing Areas (Acquisition and Development) (CBA) Act, requiring companies to return land to the state government after mining activities.
The CM also demanded the release of Rs 1.40 lakh crore, owed by mining companies, at the recent NITI Aayog Governing Council meeting chaired by Prime Minister Narendra Modi.

Varsity launches innovative ‘industry inside the campus' initiative

Belagavi: In a pioneering step towards integrating industry with academics, Visvesvaraya Technological University (VTU), Belagavi, has launched a novel initiative titled 'Industry Inside the Campus'. This move comes on the heels of the university making headlines for declaring exam results within an hour—yet another testament to its push towards student-centric reforms. To implement this new concept, VTU has established the Visvesvaraya Research and Innovation Foundation (VRIF) on its main campus, opening up space for companies in drone technology, software development, electric vehicles, IoT, PCB manufacturing, AR/VR, and more. These companies are now operational on campus, with full-fledged training for final-year engineering students set to begin from August. Speaking to this reporter , VTU Vice-Chancellor Prof. S. Vidyashankar said, 'Students now gain hands-on experience and practical exposure within the campus. We've established rapid innovation centres such as the Schneider Acceleration Centre, Proteus, Cadence, and an Electrical Vehicle Lab to bridge the skill gap. Through VRIF, we aim to create not just employees but future employers.' One of the key players in the initiative is Saras Aerospace, a startup established in 2022, specializing in carbon fiber drones and airframe production. Co-founder Brijesh Kumar Koparde noted, 'Thanks to VTU, we operate from within the campus. We train students not only in drone technology but also in equipment used for drone testing. From 3D modeling to integrating sensors and cameras, everything was facilitated. I gained immense exposure to the practical aspects of drone-making for both defence and agriculture.' Another student, Swastik Hegde, emphasized the value of his training, 'I've been interning here for two months. I've learned PCB design and IoT sensor integration. I even worked on a Retractor Landing Gear project. I'm truly grateful to VTU for creating such platforms.' The 'Industry Inside the Campus' initiative is expected to benefit at least 2,500 students in the coming academic year. Minister writes to CM on apathy over illegal mining cases

Bengaluru/Raichur: Law Minister H K Patil on Saturday said he had written a letter to Chief Minister Siddaramaiah expressing concerns over administration apathy towards taking illegal mining cases in the state to a logical end. He also wanted the culprits to be punished, and the lost wealth recovered. The senior minister, who is also in-charge of Parliamentary Affairs, has written a seven-page letter dated June 18, pointing out that only 7.6 per cent of all the cases related to illegal mining that allegedly took place between 2007 and 2011 leading to the loss of an estimated Rs 1.5 lakh crore to the government, have been investigated so far. In the letter he noted that there is outrage among people that the government has not shown honesty and commitment in its efforts towards ensuring commensurate punishments and recovery of the state's wealth, despite such a large-scale loot. He also reminded Siddaramaiah that he had led a 320-km foot march to Ballari against the illegal mining scam in 2010, when the Congress was in opposition. Patil had headed the Cabinet sub-committee, during the first Siddaramaiah-led Congress government (2013-18), which had brought the extent of loss caused by illegal mining. In Raichur, replying to questions by reporters regarding the letter, Patil said, '...I have brought it to the notice of the chief minister what has to be done, thereby it has to serve the state and the government has to get a good name, so the letter has been written. It is not a political letter. It is written in the interest of the state and its people. The CM has seen the letter and has taken the matter seriously.' Asked whether he is suspicious that documents on illegalities may be destroyed, he said with the intention that such things should not happen. He has cautioned the administration and the concerned department. Noting that the Congress party has done a padayatre (foot march) against illegal mining fifteen years ago, the minister said, despite so many years and inspite of cabinet sub-committee under 2013-18 Siddaramaiah-led Congress government submitting a report about the quantum of loss, the action taken is not satisfactory. 'Out of more than 12,000 illegal mining cases being registered, only about 7 per cent have been investigated. In just 2 per cent of these seven per cent, which means in only 0.2 per cent of the total number of cases, verdicts have come and cases have seen a conclusion,' he said. Asserting that a logical end has to be given to all these pending cases, Patil said the government lost Rs 1.5 lakh crore because of illegal mining, and with the intention that serious steps are taken in this regard, he has written a letter to the CM. He said nine cases were handed over for the CBI probe. They said they will probe only three among them and sent back the remaining six. Similarly, the cases that were referred to the Special investigation Team (SIT), most of them have still not been subjected to probe. 'So I have written the letter.' Patil, in his letter, has said that the government can still act as there is still time. Asking the government to take all the necessary measures, he suggested appointing a Recovery Commissioner as per the provisions of the Criminal Law Amendment Ordinance, 1946. He has also sought the creation of a new SIT to take up investigation of cases that have not been probed, and setting up a special court to try these cases.
