
Fresh criteria for pre-qualification: Govt aims to sell 51-100pc stake in PIA
ISLAMABAD: The federal government is hoping to offload 51 to 100 percent shares in Pakistan International Airlines Company Limited (PIACL) in fresh conditions for pre-qualification of bidding process expected to be concluded by next fiscal year.
A fresh Expression of Interest (EoI) for the privatisation of PIA has been published with a submission deadline of June 3, 2025. This is the second EoI issued by the current government with assertion of new clauses.
A non-refundable fee of Rs1.4 million is required with each application. The privatisation package includes all major business units—passenger services, ground handling, cargo, flight training, flight kitchen, and engineering. Key assets of the airline are also part of the offer. In a media briefing on Thursday, Adviser to the Prime Minister on Privatisation Muhammad Ali along with Secretary Privatisation Commission Usman Akhtar Bajwa shared the details of off load of PIA shares, DISCOs and Roosevelt Hotel.
No provincial governments or state-owned entities (SOEs) are eligible to take part in PIA bidding process; however, responding to a question, Privatisation Commission Secretary Bajwa said that Fauji Foundation could take part in the bidding as it does not come under SOEs ambit. Responding to question regarding Rs29 billion profit earned by PIA, Muhammad Ali said the equity of PIA had been turned from negative to zero equity, however, PIACL is not a listed company; therefore profit of PIA would be shared after the audit of its accounts.
New reference price and size of shares to be off loaded will be determined by Cabinet Committee on Privatisation (CCoP) in light of transaction structure of the entity.
New criteria for pre-qualifications of PIA privatisation: Applicant could be scheduled airline. For non-airlines business, management and operation of a non-airline enterprise(s) for last 10 years with minimum annual revenues of PKR 200 billion or USD 715 million as evidenced by audited financials of December 2023 or later; and minimum annual revenue of Rs100 billion or USD 360 million for each year during the last three years.
Applicant shall have (either applicant or consortium, the consortium members (in aggregate) shall have), Rs28 billion or USD 100,000,000 in cash or liquid assets.
Applicant has a net worth of at least Rs30 billion or $110,000,000 and if the applicant is a consortium, that the consortium members have an aggregate net worth of at least Rs30 billion or $110,000,000 and the lead consortium member has a net worth of at least Rs8 billion or $ 29 million.
Accounts of applicants to be audited by international renowned firm of chartered accountants or Category 'A' or 'B' list of auditors as per SBP's panel of auditors maintained under Section 35(1) of Banking Companies Ordinance, 1962 (as amended from time to time).
The bank credit reference should include details of the credit lines acquired from the bank, a confirmation that the Applicant (and in the case of a Consortium, each Consortium Member) has consistently paid outstanding bank liabilities in a timely manner, and a verification of the latest Credit Information Bureau (ECIB) status, affirming that the Applicant (and in the case of a Consortium, each Consortium Member) has no history of default or relevant information in case of any default, during the last 10 years. Allowed to be replacement of the lead consortium members at least 15 days prior to bidding, subject to compliance to the requirements of the pre-qualification criteria and RSOQ instructions.
The government has already announced a range of incentives which include exemption from the 18 percent general sales tax (GST) on the purchase or lease of new aircraft. Additionally, protection and coverage will be provided in certain tax and legal cases. The move also involves the transfer of specific liabilities listed on PIA's balance sheet, aimed at making the offer more attractive to potential buyers.
The 19-story Roosevelt Hotel, located in midtown Manhattan, has been closed since 2020 and is owned by the Roosevelt Hotel Corporation, a subsidiary of PIA.
Secretary Privatisation Commission said that the CCoP had directed the PC Board to come up with priority option out of three considered by the forum. The joint venture (JV) with multiple options would be taken at the level of board, he added. The proposed transaction structure for the long-pending divestment of the Roosevelt Hotel, shifting its focus from leasing options to either an outright sale or a JV.
The privatisation of DISCOs, it has been said that Power Division will complete its preparations for the privatisation of three power distribution companies (DISCOs) — Hesco, Pesco, and Fesco — and financial adviser would be hired by July 2025.

Weekly inflation in Pakistan up 0.27%
ISLAMABAD: The Sensitive Price Index (SPI)-based inflation for the week ended June 19, 2025 registered an increase of 0.27 per cent owing to an escalation in the prices of liquefied petroleum gas (LPG) 14.86 per cent, potatoes 3.75 per cent, diesel 3.10 per cent, gur 2.25 per cent, chicken 2.17 per cent, sugar 2.13 per cent, petrol 1.88 per cent, mustard oil 1.12 per cent, powdered milk 0.97 per cent, rice basmati broken 0.84 per cent, cooked daal 0.68 per cent, and tea prepared 0.39 per cent. The SPI data released here on Friday by the Pakistan Bureau of Statistics (PBS) on year-on-year (YoY) depicted a decrease of 2.06 owing to decrease in the prices of onions 63.22 per cent, tomatoes 56.11 per cent, electricity charges for Q1 41.63 per cent, garlic 32.58 per cent, maash 19.09 per cent, potatoes 17.97per cent, tea Lipton 17.93 per cent, wheat flour 14.16 per cent, chicken six per cent, masoor 5.87 per cent, rice IRRI-6/9 witnessed a reduction of 4.47per cent and chilies powder 3.86 per cent. Weekly SPI up by 0.02pc While on YoY major increase was observed in the prices of ladies sandal 55.62 per cent, moong 28.90 per cent, sugar 26.19 per cent, powdered milk 25.93 per cent, LPG 21.77 per cent eggs 17.90 per cent, beef 15.74 per cent, vegetable ghee 2.5kg 13 per cent, vegetable ghee 1kg 12.73 per cent), bananas 12.47 per cent, gur 10.85 per cent, firewood 10.80per cent and cooked daal 10.64 per cent. On the other hand, a decrease is observed in the prices of eggs (9.53 per cent), tomatoes (5.62 per cent), garlic (1.03 per cent), pulse gram (0.35 per cent), vegetable ghee 2.5kg (0.17 per cent), cooking oil 5 litre (0.03 per cent) and bananas and firewood (0.01 per cent) each. During the week, out of 51 items, prices of 23 (45.10 per cent) items increased, eight (15.69 per cent) items decreased and 20 (39.21 per cent) items remained stable. The SPI for the lowest consumption group with monthly income up to Rs17,732 witnessed an increase of 0.05 per cent and was recorded at 299.50 points from previous week's 299.40 points. The SPI for consumption groups of Rs17,732 to 22,888 with an increase of 0.05 per cent was recorded at 295.36 against previous week's calculation of 295.20, the SPI for the income group Rs22,889-29,517 with an increase of 0.10per cent was recorded at 320.05 points against previous week's recording of 319.72 points, the SPI for the income group Rs29,518-44,175 with an increase of 0.13 per cent was recorded at 310.88 points against previous week's reading of 310.47 and SPI for the monthly income group above Rs44,175 recorded an increase of 0.42 per cent from 313.60points to 312.29. PIA brings 121 nationals from Iran
KARACHI: Pakistan International Airlines (PIA) successfully completed its second special rescue flight on Friday, bringing 121 Pakistani nationals safely home from Iran via Azerbaijan's capital city Baku. According to PIA spokesman, the special flight PK-7160 landed at Lahore airport at 3:40 PM, carrying passengers who had been stranded in Iran due to recent airspace restrictions that affected normal flight operations. Due to the closure of Iranian airspace, the stranded Pakistani citizens were required to travel overland to Baku, Azerbaijan, where they boarded the PIA rescue flight for their journey home to Pakistan. The complex evacuation operation was made possible through the coordinated efforts of Pakistani diplomatic missions in both Iran and Azerbaijan, who played crucial roles in facilitating the safe passage of citizens to the departure point in Baku. The special flight was dispatched on direct instructions from the Government of Pakistan, demonstrating the state's commitment to ensuring the welfare of its citizens abroad during challenging circumstances, he said. PKI urges govt to set up Agri Price Commission, Agri Export Authority
LAHORE: Pakistan Kissan Ittehad (PKI) has urged the government to establish an Agricultural Commodities Price Commission to ensure a transparent pricing mechanism that guarantees farmers at least a 25 percent return on their investment. In addition, PKI also called for the creation of an Agricultural Export Authority to stabilize domestic prices and promote sustainable marketing of surplus produce. PKI President Khalid Mahmood Khokhar made these demands while speaking to journalists the other evening. He also called for the removal of the 18 percent GST on seed cotton, the abolition of GST on tractors and related implements, and the introduction of a uniform electricity tariff of Rs 10 per unit for irrigation tube-wells. 'Without urgent reforms, experts warn that Pakistan's agricultural sector, which remains the backbone of its economy is on an accelerating downward spiral, with far-reaching consequences for food security, economic resilience, and social stability,' he remarked. Reacting to the Punjab budget, he criticized the mere 10.75 percent increase in agriculture allocations, arguing that it reflects either a gross underestimation of the crisis facing the sector or a deliberate attempt to downplay its severity. 'Despite these alarming signals, the Government of Punjab has allocated only Rs 129.8 billion for agriculture in the 2025–26 budget a modest 10.75 percent increase from last year's Rs 117.2 billion. In the face of a multi-trillion-rupee crisis, this nominal increment of Rs 12 billion is widely seen as inadequate and dismissive of the sector's plight,' said PKI President Khalid Mahmood Khokhar. Adding to farmers' concerns is the government's proposal to tax agricultural income; a move many believe demonstrates a profound disconnect from the economic hardships currently faced by the farming community. Applying tax slabs designed for stable corporate businesses to climate-affected farmers struggling with water scarcity could prove disastrous. Such a policy risks deepening rural poverty, discouraging investment, and further destabilizing an already fragile sector, he warned. The affordability crisis among farmers has reached critical levels. A steep decline in fertilizer usage, particularly urea and DAP along with a significant drop in tractor sales, indicates that farmers are unable to invest during the current Kharif season. The prospect of declining cotton yields is increasing, and the potential impact on the upcoming Rabi wheat crop is also cause for concern. If this downward trend continues, it could trigger a dangerous food security emergency. Khokhar pointed out that Pakistan's agricultural sector is in deep crisis, with growth plunging by 5.84 percent over the past year, and major crop production shrinking by more than 13 percent. Agricultural exports have also sharply declined in 2024–25, laying bare the sector's deep structural weaknesses. Maize exports fell by a staggering 86 percent to just USD 58.9 million, while rice exports dropped by 15 percent to USD 3.3 billion. Copyright Business Recorder, 2025
