ICAO AFI Aviation Week strengthens the development of African air transport
A renewed commitment to advancing aviation safety, security, facilitation, sustainability and connectivity across the African and Indian Ocean (AFI) region has resulted from the 10th ICAO AFI Aviation Week.
Held from 26 to 30 May 2025 in Victoria Falls, Zimbabwe, the event brought together high-level dignitaries, including the Vice President of the Republic of Zimbabwe, the Honourable Cde Kembo Dugish Campbell Muleya Mohadi Mohadi; the Minister of Transport and Infrastructural Development of Zimbabwe, Felix Tapiwa Mhona (MP); the President of the ICAO Council, Salvatore Sciacchitano, and the ICAO Secretary General, Juan Carlos Salazar; along with Ministers and other Senior Representatives of African States.
The African Civil Aviation Commission (AFCAC) President, Florent Serge Dzota, and the AFCAC Secretary General, Adefunke Adeyemi were also present, as were representatives of other regional organizations and global aviation stakeholders.
Vice President Mohadi reaffirmed Zimbabwe's commitment to ICAO's strategic objectives and regional aviation development in his opening remarks, and encouraged the attending governments to prioritize alignment on air transport facilitation as a means to enhance efficiency and development.
In his keynote address, Council President Sciacchitano emphasized the strategic importance of the AFI Aviation Week as the largest aviation gathering on the African continent. He congratulated and thanked Zimbabwe for its leadership and hospitality in hosting the event, and reaffirmed ICAO's commitment to supporting Africa through a partnership approach that ensures that No Country is Left Behind.
Secretary General Salazar emphasized the importance of the event as a platform to shape Africa's aviation future in alignment with ICAO's new Strategic Plan (2026–2050) and Business Plan (2026–2028), and joined Mr. Sciacchitano in expressing his appreciation to Zimbabwe for hosting the event.
Noting that most future air traffic growth will occur in emerging markets like Africa, Mr. Salazar highlighted the opportunities and imperative of ensuring inclusive and sustainable aviation growth. In this regard, Mr. Salazar reaffirmed ICAO's commitment to supporting African States through initiatives such as the AFI safety and AFI security and facilitation plans (AFI and AFI-SECFAL Plans), the AFI cooperative inspector and security and facilitation schemes, and the Collaborative Arrangement for the Prevention and Management of Public Health Events in Civil Aviation (CAPSCA) public health programme.
The Secretary General urged delegates to continue developing African-led strategies and to build a resilient, future-ready aviation sector in alignment with ICAO goals, and praised donor States and organizations for their essential contributions.
Bilateral meetings
In support of the objectives of AFI Week, Council President Sciacchitano held bilateral engagements with Vice President Mohadi, Minister Tapiwa Mhona; the Secretary General of the Ministry of Transport Malaysia, Jana Santhiran Muniayan; and the Director General of Civil Aviation of South Africa, Poppy Khoza. Secretary General Salazar undertook bilateral discussions with the Zambian Minister of Transport and Logistics, the Honourable Eng. Frank Museba Tayali (MP) and the Zimbabwean Deputy Minister of Transport and Infrastructural Development, the Honourable Joshua. K. Sacco (MP).
The Secretary General also engaged in several bilateral meetings with the Directors General and Heads of Delegations from Equatorial Guinea, Ethiopia, Ghana, Mali, Mauritania, Mauritius, Nigeria, Senegal, South Africa, Uganda and Malaysia, and with representatives of regional organizations: AFCAC, the African Union Commission (AUC) and several Regional Safety Oversight Organizations.
Major Outcomes and Agreements
A comprehensive set of outcomes aimed at strengthening Africa's aviation sector emerged from the discussions. Key themes included:
enhancing aviation safety through improved oversight and risk-based surveillance
developing interoperable air navigation infrastructure with regional coordination
addressing security threats by implementing Advance Passenger Information and Passenger Name Record (API/PNR) systems and risk-based strategies
optimizing air transport connectivity by accelerating Single African Air Transport Market (SAATM) implementation, reducing taxes, harmonizing cross-border policies, and implementing facilitation programmes
As part of AFI Week, the AFI Aviation Symposium promoted Sustainable Aviation Fuels (SAF) through the ICAO Assistance, Capacity-building and Training for Sustainable Aviation Fuels (ACT-SAF) programme and the Finvest Hub; advancing gender equality through policy, mentorship, and education; and empowering youth through aviation career exposure, updated training, and internships.
Across all areas, the emphasis was on collaboration among States, ICAO, AFCAC and industry to align with global frameworks and ensure sustainable, inclusive growth in African aviation.
A landmark outcome of AFI Week was the convening of the first meeting of the unified steering committee for the AFI Plan, AFI SECFAL Plan, and the Human Resources Development Fund (HRDF). This consolidated mechanism will enhance oversight, coordination and resource mobilization.
The meeting emphasized the need for a resource mobilization strategy to ensure sustainable funding. African States were also urged to implement the revised Abuja Safety Targets and integrate them into national safety plans.
Acknowledging progress made thus far in addressing Significant Safety and Security Concerns resulting from ICAO auditing, the committee also called for increased voluntary participation.
Looking Ahead
The Council President and the Secretary General were accompanied during their activities in Zimbabwe by ICAO's ESAF Regional Director, Ms. Lucy Mbugua; WACAF Regional Director, Mr. Romain Ekoto; and the Director for Capacity Development and Implementation, Mr. Jorge Vargas.
In closing AFI Week, ICAO Secretary General Mr. Salazar called on stakeholders 'to translate the energy and consensus built here into effective policies and initiatives,' noting that 'ICAO will remain fully committed to supporting civil aviation in Africa.'
The strategic foundation established in Victoria Falls positions the region to make meaningful contributions to these upcoming forums while advancing Africa's aviation development agenda on the world stage.
The ICAO-UN Tourism Ministerial Conference in Luanda, Angola on 22 July 2025 will present an important platform to leverage the aviation connectivity commitments established during AFI Week.
This will be followed by the Third ICAO NGAP Global Summit in Durban, South Africa from 12-14 August 2025, where the gender equality and youth empowerment initiatives discussed at AFI Week can be further advanced on a global scale.
Finally, the 42nd ICAO Assembly and ICAO Innovation Fair in Montréal, Canada in September 2025 will serve as the global stage where African States can present a unified approach based on consensus, ensuring that the continent's aviation priorities are effectively represented in international policy discussions.

Austria Center Vienna reports strong year for events in 2024
Vienna ranked top global congress city in 2024, with Austria Center Vienna hosting 60 events and advancing sustainability, modernisation, and workplace excellence. In 2024, Vienna was named the world's top congress destination in the ICCA ranking. Austria's largest congress centre played a significant role in this achievement, hosting 60 events with around 130,000 attendees, marking a highly successful year for the venue. Total revenue from events amounted to 15.4 million euros. 'We are very pleased to see that Vienna's status as the top global congress capital was reaffirmed in 2024. Conducted at regular intervals over recent years, studies show that every fourth or fifth participant at an association congress in Vienna visits the Austria Center Vienna. And to help maintain our position as an international hub for innovation, science, and sustainability, we have been steadily modernising the location over the course of the past decade. We are pleased to be in a position to celebrate this success with all of our partners in Vienna,' says Susanne Baumann-Söllner, Managing Director of the Austria Center Vienna. Level -2 modernisation project run in parallel with everyday operations Level -2 was unavailable throughout 2024 while a full modernisation project was carried out, in preparation for its official reopening in spring 2025. As expected, this led to a decline in revenue from events including partner commissions, with the annual total down 16% to 15.4 million euros from the 18.4 million euros reported in the record-breaking previous year. The total of 60 events held in 2024 attracted around 130,000 participants, evenly split between national and international events. Eighteen international events each drew over 1,000 attendees, with highlights including the European Congress of Radiology (ECR) and the General Assembly of the European Geosciences Union (EGU), each hosting around 19,000 participants, as well as major corporate events such as the SIXT World Conference and HPE Tech Jam. Solar energy for Austria's first green conference centre In 2014, the Austria Center Vienna became the nation's first Green Conference Centre. Organisers have access to a free sustainability consultation and certification for Green Meetings and Green Events. In 2024, 15 events took advantage of this offering. Following a greening initiative for the terraces and the main square outside the venue, the Austria Center Vienna is already working on the next phase. Michael Rotter, Board Member for Building and Property Management, explains: 'As part of our extensive modernisation programme, we are focusing on energy efficiency and renewable energy. From autumn 2025, a large photovoltaic system on the main roof will cover our electricity needs, marking a key milestone.' In addition to operating the Austria Center Vienna, IAKW-AG is also responsible for maintaining the Vienna International Centre. Since 2021, under a partnership with Wien Energie, waste heat from the cooling system has been fed into the district heating network, supplying heat to around 2,000 households. Austria Center Vienna officially one of the nation's top employers Officially granting the Austria Center Vienna 'Best Workplaces Austria 2025' status, the recent Great Place to Work ranking is another highly encouraging development. Over recent years, the Austria Center Vienna has introduced numerous measures in this area. Among the employee benefits are annual public transport passes, meal subsidies, and a free gym. It also supports remote working and enables parents, including those in leadership roles, to work part-time. For the Austria Center Vienna, having a high proportion of women in managemen positions is a given. Other areas that set it apart include a diverse team working in a wide range of roles, as well as the very close cooperation between the event management and technology, sales and marketing, facility management and construction engineering departments.

Airlines divert flights as Israel
Airlines reroute or cancel flights after Israel strikes Iran, prompting airspace closures over Israel, Iran, Iraq, and Jordan for safety. Airlines around the world scrambled to reroute or cancel flights on Friday after Israel launched strikes on Iranian targets, prompting the closure of airspace over Israel, Iran, Iraq, and Jordan. The move triggered widespread disruption across international aviation networks, as major carriers sought to protect passengers and crews amid escalating regional tensions. According to real-time data from Flightradar24, air traffic was quickly cleared from the affected airspaces following Israel's attacks on what it described as Iranian nuclear facilities, ballistic missile factories, and senior military leadership. Israeli authorities have warned that the military operation may continue in the coming days. In response, Tel Aviv's Ben Gurion Airport was shut down until further notice, and Israel's air defence systems were placed on high alert amid fears of Iranian retaliation. Israel's national carrier El Al announced it was suspending all flights to and from Israel and relocating aircraft outside the country. Israir, another Israeli airline, said it was evacuating its planes from Tel Aviv's airport, which is expected to remain closed through the weekend. The aviation disruptions come just weeks after a missile launched by Yemen's Houthi rebels landed near Ben Gurion Airport, prompting several global airlines to preemptively suspend services to Tel Aviv. Meanwhile, Iranian authorities issued a notice closing their airspace indefinitely. Despite early reports of Israeli strikes, several commercial aircraft operated by Emirates, Lufthansa, and Air India were still in Iranian airspace at the time. Air India, which regularly flies over Iran en route to Europe and North America, confirmed that multiple flights — including services from New York, Vancouver, Chicago, and London – were diverted or returned to their departure points. Lufthansa also suspended all flights to Tehran and announced it would avoid flying over Iranian, Iraqi, and Israeli airspace until further notice. Emirates canceled flights to and from Iraq, Jordan, Lebanon, and Iran, though the carrier has not yet issued an official statement. Aviation risk consultancy Osprey Flight Solutions notes that proliferating global conflict zones are increasingly affecting airline safety and operations. Since 2001, six commercial aircraft have been unintentionally shot down, and three have narrowly avoided similar fates. As the situation evolves, airlines continue to monitor developments, with further flight disruptions likely across the region.
