Brics approves climate finance framework, crafting a joint position for the first time
The Brics economic bloc approved its first joint climate finance framework on Thursday, the group's most coordinated effort to date on funding climate action and setting the stage for a shared position – a first for the group – ahead of Cop30 in Brazil.
The nonbinding framework – agreed during a high-level meeting on climate change and sustainable development – outlines Brics priorities including the reform of multilateral development banks, the scaling up of concessional finance and the mobilising of private capital to support climate efforts in the Global South.
The document will be submitted to Brics heads of state at their July meeting. Cop30, the 30th session of the Conference of the Parties, the latest United Nations climate change summit, is scheduled for November in Belem, Brazil.
'For the first time, there will be a document that guides a common and collective Brics action in the area of climate finance – involving, for example, reforms of multilateral banks, more concessional finance, and also the mobilisation of private capital and regulatory matters to ensure that flows can reach developing countries,' said Tatiana Rosito, the international affairs secretary at Brazil's finance ministry.
In a statement, the Brazilian presidency said that the bloc's latest climate effort reflected a shift from defensive posturing to proactive coordination in international negotiations.
Although this marks Brics' first formal initiative as a negotiations bloc on climate finance, its core members – Brazil, Russia, India, China and South Africa – have coordinated informally for years.

Hot-air balloon in Brazil catches fire and falls from the sky, killing 8

Why has China set up a new Hong Kong-based international mediation body?
China is seeking to become the chief architect of new models of global governance in the wake of the rapid retreat of the US from the international stage under Donald Trump, with Beijing saying the existing mechanisms do not properly represent the interests of developing nations. One striking example came last month when Beijing launched the International Organisation for Mediation (IOMed) , which it described as the world's first intergovernmental legal body dedicated to mediation that would help 'fill an institutional gap'. Placing the organisation in Hong Kong also sent a message to the world that the city is moving beyond its traditional image as a gateway to the mainland's economy and can play an increasingly political role as China's bridge to the Global South. A rare trip by Chinese Foreign Minister Wang Yi to Hong Kong at the end of May for IOMed's convention signing ceremony also highlighted Beijing's ambition to reach out to developing countries as a way of enhancing its global prominence. 'Let's improve the participation of developing countries … and strengthen the representation and voice of the Global South in international governance,' Wang said during his speech at the signing ceremony. He added that the body was 'intended to fill a gap in the existing international mediation mechanisms and serve as an important rule-of-law public good for improving global governance'. 'Building IOMed is an important effort by China to participate in global governance and to expand multilateral mechanisms in action,' said Zhu Feng, the executive dean of Nanjing University's school of international studies.

Putin hosts Indonesia's Prabowo in Russia in bid to deepen ties
Indonesian President Prabowo Subianto held talks with President Vladimir Putin in the northern Russian city of St Petersburg on Thursday as they explore ways to deepen what some officials have called a burgeoning strategic partnership. The deepening of ties between Russia and Indonesia , part of Moscow's bid to forge new relations with the Global South amid Western attempts to isolate it over the Ukraine war , has perturbed some powers such as Australia. Meeting in the Constantine Palace, Putin noted Indonesia's entry into Brics as a full member and said he was sure it would make a significant contribution to the grouping, which he said was gaining clout in the world. Prabowo thanked Putin for his support over Indonesia's entry to Brics and said that ties between the two countries were improving. Russia and Indonesia's foreign ministers, Sergei Lavrov and Sugiono, speaking in Moscow earlier this week, mentioned a possible strategic partnership between the two countries.
