Western Cape summit reveals extortion as a major threat to economic growth
During an anti-extortion summit, the Western Cape government heard of R400 million in stalled infrastructure projects.

Extortion is no longer a shadow crime, but a direct threat to development, public services, and lives in the Western Cape.
That was the warning from Premier Alan Winde and Police Oversight and Community Safety MEC Anroux Marais during a high-level Anti-Extortion Summit held in Cape Town on Tuesday, June 17.
Hosted by the Western Cape Government, the summit brought together law enforcement, business leaders, civil society, and multiple government departments in a bid to confront what officials described as a 'systemic and organised' campaign of criminality.
It comes amid growing concern that extortion syndicates are paralysing infrastructure projects, intimidating communities, and undermining job creation.

Winde told the gathering that extortion has effectively 'strangled economic growth', with roughly R400 million worth of public infrastructure projects stalled in the province by the end of 2024 due to criminal interference.
'This is intolerable,' he said. 'We must recommit to working closer together to hit back at these criminals. One way in which we can do this is by giving provinces and municipalities more of a say in policing, adequately resourcing the SAPS in our province, with crime intelligence being significantly bolstered, and by properly capacitating the National Prosecuting Authority (NPA).'
Marais said extortion has evolved into a serious economic and security crisis, threatening livelihoods, delaying service delivery, and destabilising entire sectors.
'Extortion is a direct threat to livelihoods, small businesses, infrastructure development, and public services,' she said. 'It undermines the rule of law, instills fear in communities, and leaves many of our residents despondent.'
The growing trend of gangs demanding 'protection fees' from construction companies, business owners, and even public transport operators has created an environment of fear.
'They are not just stealing money,' Marais added. 'They are stealing opportunities which are critical to economic participation and job creation.'
The summit saw government and civil society stakeholders commit to a stronger, more coordinated response to organised extortion.
A dedicated multi-sectoral structure will be formed to drive anti-extortion strategies across departments and agencies.
Improved data-sharing and the enforcement of last year's Collaboration Agreement between the SAPS, the City of Cape Town, and the provincial government were also highlighted as immediate priorities.
Premier Winde said public-private cooperation would be crucial to dismantling extortion networks.
He also reiterated the Western Cape's longstanding call for policing powers to be devolved so that local government can respond more effectively to organised crime.

A 25-year-old woman was allegedly sexually assaulted while having an oil massage at an undisclosed hotel in Umhlanga Rocks, KwaZulu-Natal (KZN). The woman is currently seeking advice on registering a criminal case. A 36-year-old man has been sentenced to 12 years imprisonment after being convicted for raping a 19-year-old female victim in an incident that occurred in August 2021. According to a police statement, the victim was visiting a friend at their parental home in Drikoppies Trust. While on her way back home, the accused, Calvin Shabangu, violently assaulted the victim, destroyed her mobile phone and forced her into his bedroom where he repeatedly raped her. Following the assault, the victim fled the scene and reached a nearby house for assistance. The following day, she reported the matter to her family and was taken to the Schoemansdal Police Station, where a rape case was officially opened. The Family Violence, Child Protection and Sexual Offences (FCS) Unit in Tonga, with members from Schoemansdal Visible Policing, traced and arrested Shabangu. The Acting Provincial Commissioner of the SAPS in Mpumalanga, Major General (Dr) Zeph Mkhwanazi, expressed his gratitude displayed by the Investigation team, the Prosecution team, and the Judiciary. 'We commend the victim for her bravery in coming forward and the exceptional efforts demonstrated by our SAPS members in ensuring swift justice. Two soldiers stabbed to death at Mpumalanga base after altercation
Two soldiers were stabbed to death during the early hours of Saturday at the Macadamia Military Base near Komatipoort in Mpumalanga, allegedly after a confrontation with a colleague. Rear-Adm Prince Tshabalala, confirmed the incident to TimesLIVE on Saturday. 'The SA National Defence Force (SANDF) confirms that an unfortunate incident occurred in the early hours of this morning at the Macadamia Military Base near Komatipoort, Mpumalanga,' Tshabalala said. 'Preliminary information indicates that a tragic altercation involving SANDF members resulted in the deaths of two soldiers. It is alleged that one of the members fatally stabbed two of his colleagues.' It is understood by TimesLIVE that the attacker then attempted to take his own life with the knife but did not succeed. The SANDF, in conjunction with the SA Police Service (SAPS), has launched a full investigation into the matter. 'The circumstances surrounding the incident remain the subject of ongoing inquiry, and further details will be communicated once officially verified. Wanted Mozambican kidnapper killed by cops in Fourways
In yet another success story for the national anti-kidnapping task team, a wanted Mozambican kidnapper was shot dead this week during a tracing operation in Johannesburg. National police spokesperson Brig Athlende Mathe said the anti-kidnapping task team traced a Mozambican kidnapping kingpin to a block of apartments in Fourways. 'The team was tracing a kidnapped Pakistani businessman from Pretoria West. He is still in captivity and the team is still searching for [him]. A ransom demand has been made to the businessman's family,' Mathe said. The tracing operation began at a residential complex in Midrand where they seized a Mercedes-Benz, a silver Pajero and arrested two kidnappers. 'They proceeded to Fourways where the task team announced their arrival and a shoot-out ensued. One suspect was fatally wounded and upon further investigation, it was discovered that 40-year-old Mauro Mucambe Junior is a wanted kidnapping kingpin in Mozambique where he has been linked to several kidnappings. His warrant of arrest was issued by Maputo police in August 2024.' One unlicensed firearm used by the fugitive was seized, including 10 rounds of ammunition. Four cellphones and four bank cards were also seized. 'The SAPS has full faith and confidence in the work of the anti-kidnapping task team to rescue the kidnapped businessman. Since January 2024, the team has arrested more than 170 criminals involved in kidnappings for ransom. More than R1.2m has been recovered. More than 100 victims were rescued mainly in Gauteng and more than 40 vehicles used in kidnapping crimes were seized by the team. 'The anti-kidnapping task team recently registered a breakthrough in the Olorato Mongale murder case where they led the tracing operation of Philangenkosi Makhanya.
