Housing Minister pulls plug on almost 500 social homes across six sites over rising costs

ALMOST 500 HOMES have been delayed after Housing Minister James Browne pulled the plug over concerns about the costs involved in the multimillion euro project.
The social housing developments were understood to be near shovel-ready and were to be delivered under a public private partnership (PPP) scheme across six sites.
Up to 244 of the homes were planned for Dublin and the others are spread across Kildare, Wicklow and Sligo.
It is unclear when the homes will now be delivered, but the Housing Minister stressed tonight in a statement to
The Journal
that the government aims to to deliver them 'as expeditiously as possible' through an 'alternative procurement and delivery strategy'.
The decision is set to have significant ramifications, as the department confirmed this evening that housing officials will now carry out a review of four upcoming PPP bundles – each earmarked to contain hundreds of homes.
'After careful evaluation of the costs associated with the 486 homes which were to be delivered under PPP Bundle 3, the Department has decided not to proceed with contract award on a value for money basis,' Browne said tonight.
'The department and the relevant local authorities remain fully committed to delivering the social housing that PPP Bundle 3 was designed to provide. These social homes are very much needed and remain a priority for Government, my Department and the relevant Local Authorities.'
Brown said that all six sites have 'full planning permission' and that the department is determined to deliver the homes quickly under a new procurement and delivery strategy.
The sites that have been hit by the delay are:
68 homes at the Ready Mix Site, East Wall Road, Dublin 3;
93 homes earmarked for older people in Shangan Road, Ballymun, Dublin 9;
83 homes in Collins Avenue, Whitehall, Dublin 9;
73 homes in Ardrew, Athy, Co. Kildare;
106 homes in Burgage More, Blessington, Co. Wicklow;
and 63 homes in Rathellen, Finisklin, Sligo.

It is not yet known how much the project was set to cost the taxpayer but inflation has been an increasing issue in the housing sector in recent years.
In the two previous public private partnership projects, delivered under the same process, final capital spend was €119 million and €129 million respectively.
Homes in the latter of those projects costed on average €277,000, excluding VAT.
Sinn Féin housing spokesperson Eoin Ó Broin said the sudden reversal means the minister needs to provide funding to local councils to deliver the homes directly with contractors 'without any further delay'.
'I have always argued that PPPs don't represent value for money for the taxpayer. It's somewhat ironic the government are now saying they don't believe PPPs are good value for money,' Ó Broin told

He said that the schemes are a poor way to deliver social housing, partly due to the complex structure requiring up to five different partners for each housing project.
'The most important thing now – on foot of the minister's decision – is what he's going to do to deliver, as a matter of urgency, these homes which are badly needed,' Ó Broin added.
'Homelessness is rising, house prices are rising, waiting lists are rising, council waiting lists are rising. This needs to be resolved as soon as possible.'
This week's halting of the PPP scheme is likely to pile further pressure on the government over its housing delivery numbers.
The government came under fire in recent months for missing its overall 2024 housing target of 40,000 homes by a margin of 10,000.
And it came in for
further criticism in April
when it emerged that it had fallen short of its social housing target for last year by 18%, amounting to 2,345 homes.

Minister Browne conceded that some rents may increase under the plans. He said: 'The only way we can get rents down is to increase supply. That's having a certain system in place for tenants, for landlords and investors. 'The current system is clearly not working. The Housing Agency report made that very clear, we have one of the toughest rent control systems in the world, and it is clearly impacting on supply. Rents may go up in certain cases. High cost of IP housing 'not sustainable'

The Minister of State for Migration has acknowledged the high costs of providing accommodation for International Protection applicants and Ukrainian refugees, which he said was "neither sustainable nor acceptable in the long term". The State spent more than €401m on accommodation for International Protection applicants and Ukrainian refugees in the first three months of the year. That is according to new figures released by the former Department of Integration detailing its spending for the first quarter of 2025. In a statement, Minister Colm Brophy said the State had engaged in a series of actions to reduce these costs. He said this includes: "The purchase of State-owned facilities which will reduce costs and save the State 100s of millions in a relatively short period of time. "The renegotiation downwards of existing contracts with IPAS and Ukrainian accommodation providers. "The introduction of legislation this autumn will drastically shorten the length of time people stay in the system. This will reduce the overall costs of accommodation in the years ahead." The €401m figure is down on last year's quarterly spends on such accommodation, which ranged from €424m to €490m. Paying for private sector accommodation for refugees and asylum seekers made up 97% of the department's purchase order spends of €20,000 or more detailed in the Department report. While hundreds of providers are in receipt of Government payments, 91 were paid more than €1m in the first quarter of the year, and together the top five brought in €52.5m. Commenting on the figures, Nick Henderson, the CEO of the Irish Refugee Council, said it had always been concerned about money going straight to private providers. He said the Government's purchase of Citywest could be a step in the right direction and was likely to be better value for money for the taxpayer. The Citywest campus has been central to the Government's International Protection and Ukrainian refugee accommodation provision over the last number of years. However, Mr Henderson said this did not necessarily mean it would be a better-run facility. He said the IRC also had concerns that the border procedure, under the EU Migration and Asylum Pact, could be based in the future at Citywest. The IRC would also like to see an expansion of the remit of HIQA, which only has inspection powers for longer-term accommodation, expanded to include emergency accommodation.

A COURT IN Madrid has upheld a decision by the Spanish government to block almost 66,000 Airbnb rental listings that it said violated local rules. Airbnb had appealed the decision by the country's government, which is taking action against short-term rental companies amid a housing affordability crisis. Spain's consumer rights ministry had 'urged' the US company's Irish-based subsidiary to remove 65,935 adverts which it said breached the advertising rules for this type of tourist accommodation. The breaches included failing to list licence numbers, listing the wrong licence number or not specifying who the apartment's owner was. In a statement to The Journal , a spokesperson for Airbnb said the decision by a Superior Court of Madrid 'is a procedural ruling and not a decision on the merits' of the ministry's order, adding that it will take 'longer to decide'. 'Airbnb is confident that the Ministry of Consumer Affairs' actions go against Spanish applicable regulations,' the spokesperson said. They cited a Spanish Supreme Court decision in 2022, which found that the host of a property is responsible for listing information, not the company, and said they always inform hosts that they must comply with all regulations when listing on their platform. The spokesperson said Airbnb has advocated for an EU-wide approach to short-term rental regulations, which will help make rules more consistent across the bloc. They also said that Spain has nearly 4 million vacant homes that make up over 14% of the country's total housing stock, 'almost 30 times more than accommodations exclusively dedicated to tourism'.
