The central government has approved the establishment of a third electronics manufacturing cluster in Tamil Nadu , taking the total number of such planned facilities in the state to three.This was confirmed by Union Minister for Information and Broadcasting, Electronics and Information Technology, and Railways Ashwini Vaishnaw , during a virtual address at an event held at IIT Madras.The Union government has been promoting electronics manufacturing in Tamil Nadu, with projects in mobile phones, laptops, and servers already underway. In March 2025, two electronics manufacturing clusters worth ₹1,112 crore were approved in the state. These facilities are expected to produce components for consumer durables and IT hardware, catering to both domestic and international markets.Vaishnaw did not disclose the investment amount or timeline for the third cluster.On the railways front, Tamil Nadu is also being developed as a hub for manufacturing train wheels and Vande Bharat trains. High-strength wheels for locomotives and high-speed trains are now being produced at a factory near Chennai, supported by the Indian Railways Source: PTI

Fin min, RBI meet govt officials on scaling up Unified Lending Interface
M. Nagaraju, secretary, department of financial services (DFS) and officials of the Reserve Bank of India on Monday held a meeting with officials from various ministries and departments of the Union and state governments on scaling up the planned Unified Lending Interface (ULI). ULI is an online platform that provides consent-based financial and non-financial data of borrowers from multiple service providers to lenders. The main aim of ULI is to support micro, small and medium enterprises. Currently, ULI is in its testing phase and its nationwide launch is awaited. Participants at the meeting, called by the finance ministry, included senior officials from 13 ministries and Departments of the Union government, 11 state governments, RBIH (Reserve Bank Innovation Hub) RBI and DFS. Nagaraju said ULI is envisioned as a digital public infrastructure for credit delivery—designed to integrate technology, data, and policy into one seamless platform. He also urged stakeholders to nominate nodal officers for fast-tracking the integration of government datasets with ULI in order to make ULI India's next UPI on the credit side. This unified interface is expected to reduce paperwork and time spent in the lending process. The platform would provide borrowers with data on a unified platform and help speed up loan approvals by reducing the time taken in data collection from multiple sources. ULI will allow lenders to access the financial and non-financial data of customers including land records, credit scores, etc through a consent-based system. This platform will collect the data from multiple sources in a single place. The main objective of ULI is to speed up the loan approval process by providing easy data access to lenders. It will be helpful for borrowers seeking quick loan approvals and lenders who need financial and non-financial data of borrowers for quick verification.

Union properties exempt from State taxes: HC
Article 285 (1) of the Constitution indicated that the properties of the Union should be exempt from all taxes imposed by a State or by any authority within a State. A property being put to commercial use would not make any difference, observed the Madurai Bench of the Madras High Court. The court was hearing an appeal preferred by Madurai Multi Functional Complex against a Single Bench order. Madurai Corporation assessed the building for property tax and issued a demand notice in 2018 asking the petitioner to pay half-yearly tax to the tune of ₹10.07 lakh. Challenging it, a petition was filed. The Single Bench dismissed the petition. The appeal was preferred against the Single Bench order. A Division Bench of Justices G.R. Swaminathan and M. Jothiraman observed that the land belonged to the railways. In order to develop the vacant lands owned by the railways, The Railways Act, 1989, was amended and The Railway Land Development Authority constituted. Section 4D(2)(ii) of the Act stated that development of the railway lands for commercial use was one of the functions of the authority. The Ministry of Railways incorporated Ircon Infrastructure and Services as their wholly owned subsidiary under the Companies Act, 1956. In 2013, a lease agreement was signed for the development of railway lands across India. Subsequently, Ircon Infrastructure and Services entered into a sub-lease agreement for 30 years with the petitioner in respect of the property. The Multi Functional Complex was constructed by Ircon Infrastructure on the plot of 2,700 sqm on the railway junction premises in Madurai. The building in its present shape was developed by the petitioner, the court observed. Merely because the property had been put to commercial use, it would not make any difference. A careful reading of the terms of the lease agreement, the sub-lease agreement and other materials clearly led to one conclusion, ie., not only the land but the building also belonged to the railways. In these circumstances, the question of levying property tax by the local body did not arise, the court observed and set aside the demand notice.

Railway Ministry rejects ‘conflict of interest' charges over Siemens securing multi-crore Dahod locomotives tender
Indian Railways on Monday, June 23, responded to questions raised about German manufacturer Siemens securing a multi-crore 9,000 horsepower Dahod locomotive project by explaining the bidding process carried out in 2022. The Indian National Congress (INC) on Monday questioned Indian Railways over the process through which the ₹ 26,000 crore railway contract was granted to the manufacturer while alleging a conflict of interest issue, reported the news agency PTI. Congress leader Brijendra Singh raised the alleged conflict of interest issue as Union Railway Minister Ashwini Vaishnaw had previously been a vice president of Siemens India, the same company which won the railway contract. 'What sounds more concerning is that the current Union Railway Minister, Ashwini Vaishnaw, has been a vice president of Siemens India in the past. He was earlier employed by both Siemens and GE Transportation, companies which have vested interests in India's railway sector,' said Singh, according to the agency report. The opposition party demanded a parliamentary inquiry into the contract, while Indian Railways dismissed the allegation by terming it 'misleading,' as per the agency report. 'This raises a direct question of conflict of interest, especially since Siemens secured its largest-ever contract in India under his tenure as Railway Minister. Is this a coincidence, or a clear case of conflict of interest?' Singh was quoted as saying in the report. The Ministry of Railways issued an official statement assuring the public that the tender allotment for the 9,000 horsepower Dahod locomotive project was executed transparently. 'The tender for manufacturing and maintaining 9,000 hp electric locomotives was executed in a transparent manner. There are two electric locomotive manufacturers globally who have the capability to design and manufacture 9000 hp electric locomotives - Alstom and Siemens - both of them participated in the tender,' said the Railways Ministry. The Ministry further said that the tender offer was evaluated by a team of technical and financial experts, keeping in mind the processes that are required in Indian Railways. 'The price discovered through this transparent method is highly competitive. The contract is as per the tender documents. There is no change in the tender conditions,' it said in the release. Rejecting the conflict of interest claims of the Congress, the Ministry said there is no involvement of the Minister of Railways in the tender evaluation process. 'There is no role of the Minister of Railways in the tender evaluation process,' said the Railway Ministry in the release. The Ministry also said that nearly 89 per cent of the components used in the manufacturing of the 9,000 horsepower locomotives are made in India, and the maintenance will be carried out at four railway depots, namely, Visakhapatnam, Raipur, Kharagpur, and Pune.
