DBM releases P1.4B for reconstruction, development of conflict-stricken areas

The Department of Budget and Management (DBM) has approved the release of over P1.4 billion to support the rebuilding and development of conflict-stricken areas in the country.
In a statement on Wednesday, the DBM said Budget Secretary Amenah Pangandaman approved the release of the fund for the PAyapa at MAsaganang PamayaNAn (PAMANA) Program.
The PAMANA Program, implemented by the Department of Social Welfare and Development (DSWD), is composed of micro-level interventions to respond to conflict and strengthen peace-building efforts, as well as support reconstruction and development in conflict-affected and vulnerable areas.
The DBM said the PAMANA Program is being implemented in two tracks —the PAMANA Peace and Development Project and the PAMANA Local Government Unit (LGU)-Led Livelihood Track.
The PAMANA Peace and Development Project seeks to empower conflict-vulnerable and conflict-affected regions and indigenous communities by providing improved access to basic services and a platform where identified communities can propose projects based on their needs.
For this track, a total of P351.071 million is allocated for the capacity building of 198 target areas/communities in regions CAR, I, II, IV A-B, VI-VIII, X, and XIII, according to the Budget Department.
The PAMANA DSWD/LGU-led livelihood track is composed of livelihood assistance programs implemented together with the LGUs to complement the community subprojects under the PAMANA Peace and Development Track.
It aims to improve the socio-economic condition of the beneficiaries in conflict-affected and vulnerable areas towards sustainable development.
A total of P1.049 billion has been allocated for this track for 981 target areas for Sustainable Livelihood Associations in regions CAR, II-VI, NIR, IX, and XIII, the DBM said.
A total of P500 million shall be used for the peace and development case management process to facilitate the healing process of individuals, families, and communities over traumas from armed conflict struggles to build their resilience, consistent with the Special Provision of the DSWD budget under the 2025 General Appropriations Act (GAA), the agency said.
The DBM said the appropriated budget for the PAMANA Program is chargeable against the DSWD's budget under the 2025 GAA. — VBL, GMA Integrated News

President Ferdinand ''Bongbong'' Marcos Jr. on Wednesday said that fuel subsidies would be given as oil prices are expected to rise amid the tension between Israel and Iran. In an interview with reporters, Marcos was asked how the Philippine government is bracing for the expected impact of the conflict. ''We are starting already with the assumption that the oil prices will in fact go up and I cannot see how it will not. Because the Strait of Hormuz will then be blocked if it escalates. The oil cannot come out of its sources. So the prices will certainly be affected,'' Marcos said. ''So the subsidies that we have always given, fuel subsidies, that we gave to, if you remember during the pandemic, lalong-lalong na 'yung mga napapasada, 'yung mga may hanap-buhay naman sila, binigyan nating fuel subsidies (We gave fuel subsidies to drivers during the pandemic)," he added. The president also said that the fuel subsidy will also include others who will be "severely affected." "Now we will have to do the same for those who are severely affected, stakeholders, by any instability in the price of oil. Yes, it's a serious problem,'' said Marcos. Under the existing policy, fuel subsidies for public transport drivers and farmers are automatically activated when the price of Dubai crude breaches $80 per barrel. The DOE is already on alert and is implementing proactive and targeted measures to shield the economy and Filipino consumers against the negative effects of the escalating tensions between the two countries. DOE Officer-in-Charge (OIC) Sharon Garin said that the immediate priority is to ensure that the fuel supply remains stable and sufficient and that any local price adjustments are managed in a way that minimizes disruption to the Philippine economy. The agency also called on industry players to 'implement staggered fuel price adjustments, especially in cases of sudden and significant spikes in global oil prices, in order to cushion the impact on local consumers." As of June 16, the price of Dubai crude reached $73 per barrel, according to the DOE. The Department of Energy (DOE) is on alert as global petroleum prices rise amid the escalating tensions between Israel and Iran and is now implementing proactive and targeted measures to shield the economy and Filipino consumers. 'As we face continued volatility in the global oil market, the Department of Energy is taking firm and proactive steps to protect the welfare of our people,' DOE Officer-in-Charge (OIC) Sharon Garin said in a statement on Tuesday. 'Our immediate priority is to ensure that our fuel supply remains stable and sufficient, and that any local price adjustments are managed in a way that minimizes disruption to our economy. Through close coordination with the oil industry and strict monitoring of inventory levels, we are working to maintain energy security while preparing targeted interventions to support the most affected sectors,' Garin added. Thus, the Energy Department appealed to industry players to 'implement staggered fuel price adjustments, especially in cases of sudden and significant spikes in global oil prices, in order to cushion the impact on local consumers.' As of June 16, the price of Dubai crude reached $73 per barrel, according to the DOE. With this, the Energy OIC said the government is prepared to roll out fuel subsidies to sectors directly impacted by fuel price increases, specifically transport and agriculture. Fuel subsidies are aimed to prevent a domino effect that could drive up the cost of basic goods and services. Under existing policy, fuel subsidies for public transport drivers and farmers are automatically activated when the price of Dubai crude breaches $80 per barrel. The 2025 General Appropriations Act (GAA) provides an allocation of P2.5 billion through the Department of Transportation for fuel subsidies to drivers of public utility vehicles, taxis, ride-hailing services, and delivery platforms nationwide. Meanwhile, the Department of Agriculture has an allocation of P585 million to support farmers and fisherfolk in the agricultural sector who may be adversely affected by rising fuel costs. Garin said the DOE will continue to monitor and analyze real-time global energy market data to inform timely, evidence-based policy responses. President Ferdinand ''Bongbong'' Marcos Jr. instructed the Department of Social Welfare and Development (DSWD) to ensure that persons with disabilities have safe access to public transport. ''Ang instruction nga ng Pangulo tulad ng nasabi ko kanina, siguraduhin na may safe na public transport at accessible na public transport para sa ating mga kababayan na may kapansanan,'' DSWD Secretary Rex Gatchalian said in a Palace press briefing. (The President gave an instruction for the DSWD to ensure safe and accessible public transport for PWDs.) Gatchalian earlier inspected three electric buses intended for persons with disabilities at the DSWD Central Office. The provision of electric vehicles is under the DSWD's Sustainable Livelihood Program's (SLP) Persons with Disabilities – Electric Transportation Service (PWD-ETS) Project. The PWD-ETS is a pilot project that aims to provide livelihood grants to persons with disabilities in SLPAs to purchase electric vehicles that are disability-friendly. The said project will enable the beneficiaries to earn income while helping other persons with disabilities to safely access modes of transportation. Each SLPA is composed of 115 members who are all persons with disabilities from 10 local government units in Metro Manila. Gatchalian said the DSWD would work with the Department of Transportation to scale up this measure. ''The goal talaga is palawakin, palawigin, paramihin not just in Metro Manila but also in the other Metro areas para mas magkaroon ng accessible at safe na space para sa ating mga people with disability,'' he said.
