India and Canada vow to reset ties after years of diplomatic spats

A breakthrough has been achieved during a meeting between the prime ministers on the sidelines of the G7 summit India and Canada have agreed to reset ties after years of tensions, which culminated in the mutual expulsions of top diplomats in 2024. New Delhi and Ottawa will designate new high commissioners to their respective missions. A high commissioner is the top diplomat, ranking as an ambassador, in a diplomatic mission of one British Commonwealth nation to another. The Commonwealth nations use the term 'high commission' instead of embassy in diplomatic dealings. The breakthrough between the nations took place during a meeting between Indian Prime Minister Narendra Modi and his Canadian counterpart, Mark Carney, on the sidelines of the G7 Leaders' Summit in Kananaskis, Canada. "Prime Minister Carney and Prime Minister Modi reaffirmed the importance of Canada-India ties, based upon mutual respect, the rule of law, and a commitment to the principle of sovereignty and territorial integrity," Carney's office said in astatement. "The leaders agreed to designate new High Commissioners, with a view to returning to regular services to citizens and businesses in both countries," the office added. During the talks, Modi and Carney discussed trade ties between the two countries, including cooperation in areas such as economic growth, supply chain development, and energy transition. The deterioration of ties between the countries accelerated after the G20 summit in India in 2023. On the sidelines of the global gathering in New Delhi, Modi met with then-Prime Minister Justin Trudeau and brought up the "continuing anti-India activities of extremist elements in Canada." Ties between the countries reached a low in October 2024 when Canadian officials accused Indian diplomats of targeting Sikh activists in Canada, leading to mutual expulsions of diplomats. Some members of Canada's Sikh community demand the establishment of Khalistan, an independent ethno-religious nation that would be carved out of the Indian state of Punjab and surrounding areas. This Khalistan movement in Canada has been central to the rising tensions between New Delhi and Ottawa, especially followingTrudeau's allegationsthat India was involved in the assassination of Hardeep Singh Nijjar, a key figure in the movement. New Delhi views Khalistan activists as a national threat and has banned their organizations. Pro-Khalistan separatists periodically organize protests, chant anti-India slogans, and target diplomatic missions and Hindu temples, with violent attacks taking place in Canada. India has also been accused of interfering in Canadian elections, which New Delhi has denied. (

Big Breakthrough In India-Canada Ties, Months After Diplomatic Fallout

Ottawa: India and Canada agreed on Tuesday to reinstate ambassadors to each other's capitals, months after the bitter diplomatic fallout between New Delhi and Ottawa. The breakthrough came after Prime Minister Narendra Modi met his Canadian counterpart, Mark Carney, on the sidelines of the Group of Seven (G7) Summit in Canada's Kananaskis. The relations between the two countries deteriorated last year after Carney's predecessor, Justin Trudeau, publicly accused India of being involved in the assassination of Sikh separatist Hardeep Singh Nijjar on Canadian soil, an allegation India categorically denied. Following this, New Delhi and Ottawa expelled the Indian ambassador. Now Canada's new leader, Carney, who took office in March, invited PM Modi to the Canadian Rockies as a guest at the summit of the G7 major economies. The two leaders held a bilateral meeting on the sidelines of the summit and agreed that both countries would name new high commissioners, as ambassadors are known between Commonwealth nations. The two leaders made the decision "with a view to returning to regular services to citizens and businesses in both countries," the Canadian PM Carney's office said in a statement. Carney said it was a "great honour" to welcome Modi to the G7 summit and hoped to work with India on "the issues that we look to tackle together, from energy security... the future of artificial intelligence, to the fight that we have against transnational repression and against terrorism." PM Modi also reassured that both Canada and India were "dedicated to democratic values." "The relationship between India and Canada is very important in many ways," PM Modi said as he congratulated Carney on guiding his Liberal Party to an election victory. "I am confident that and Canada will work together to make progress in many areas." India-Canada Relations The row over Nijjar's Killing had severely impeded diplomatic services between India and Canada, which traded $9 billion in 2023 and have close cultural ties due to the vast Indian diaspora in Canada, home to the largest Sikh population outside India. Hardeep Singh Nijjar, a Canadian citizen who advocated for an independent Sikh state called Khalistan, was shot dead in the parking lot of a Sikh temple in British Columbia in 2023. Former Prime Minister Trudeau accused India of direct involvement. India denied involvement in the killing and said Canada should take more action against violent advocates for Khalistan.

India-Canada relations: PM Modi, counterpart Mark Carney pledge to revive diplomatic ties after Hardeep Nijjar's row

Prime Minister Mark Carney, who assumed office in March, extended an invitation to Prime Minister Narendra Modi to join him in the Canadian Rockies as a guest at the Group of Seven (G7) summit. In a significant move, both agreed on Tuesday to return ambassadors to each other's capitals, turning the page on a bitter spat over Hardeep Singh Nijjar's assassination. The two leaders agreed that the India and Canada would appoint new high commissioners, as ambassadors are known between Commonwealth nations and made the decision 'with a view to returning to regular services to citizens and businesses in both countries', according to the Canadian prime minister's office. Last year, Carney's predecessor, Justin Trudeau, publicly accused India of being involved in the assassination of a Sikh separatist Nijjar on Canadian soil and expelled the Indian ambassador, prompting a strong retaliatory response from India. Nijjar advocated for an independent Sikh state called Khalistan and was shot dead outside a gurdwara in British Columbia in 2023. The dispute had significantly disrupted diplomatic relations between the two nations, which shared $9 billion in trade in 2023 and maintain strong cultural connections through Canada's large Indian diaspora. Canada was forced to halt in-person services at all its diplomatic missions in India, except for the embassy in New Delhi. PM Modi said, 'The relationship between India and Canada is very important in many ways.' While congratulating Carney on guiding his Liberal Party to an election victory, Modi stated, "I am confident that and Canada will work together to make progress in many areas." It was a "great honour" to welcome Modi to the G7 summit, Carney mentioned but made a passing allusion to the domestically sensitive spat with a reference to 'transnational repression'. He said he wishes to work with India on 'the issues that we look to tackle together, from energy security... the future of artificial intelligence, to the fight that we have against transnational repression and against terrorism'. "I think today's meeting was important, but I would describe it as foundational, a necessary first step: an exchange of views-frank, open exchange of views around law enforcement and transnational repression, as two examples-an agreement to provide the necessary foundations to begin rebuilding a relationship based on mutual respect, sovereignty, and trust. We will move to appoint High Commissioners again...," ANI quoted Carney as saying.
