
11,614 USC employees removed following closure of 1,925 outlets
ISLAMABAD: The government has shut down 1,925 loss-making Utility Stores outlets countrywide being operated by the Utility Stores Corporation (USC) and 4,060 out of a total 11,614 employees were sacked.
Briefing the Senate Standing Committee on Industries and Production held here under the chairmanship of Senator Aon Abbas to discuss matters pertaining to various attached departments of the Ministry of Industries, Managing Director Utility Stores Faisal Nisar Chaudhry said the closure of these outlets has resulted in saving of Rs1.7 billion.
The MD USC said that if the management failed to privatise the USC annually Rs7 billion will be required to pay the salaries of the employees.
The MD of the USC told the committee that for the time being, the privatisation process had been stopped because of a lack of its audit for two years.
'The privatisation will take place after the audit is complete,' the USC MD said, adding that 5,000 permanent employees would be sent to the surplus pool, while 2,554 employees still on contracts and on daily wage basis would be laid off.
He added that the USC was on the government's privatisation list. 'The target is to complete the two-year audit in August 2025' after which the privatisation would be carried out, the MD stated. He also informed the committee that an initial estimate of the USC properties had been made.
According to the USC MD, there were 3,742 Utility Stores across the country, out of which, the government has shut down 1,925 loss-making stores. After the privatisation, only 1,500 stores would require staff. He also said that the USC's monthly losses had been reduced to Rs220 million.
The chairman committee inquired the present status of Rightsizing in Utility Stores Corporation (USC). The department briefed the committee that restructuring/rightsizing plan aimed at the eventual privatisation of the USC was formally approved by the USC Board of Directors during its 185th meeting held on 27th December 2024.
The USC is being restructured under the restructuring plan according to which the loss-making stores of the corporation are going to be closed and surplus staff thereafter is being laid off. As part of the ongoing restructuring plan of USC, 1,925 stores have been closed and around 4,060 employees (1,823 contractual and 2,237 daily wages) have been laid off.
It was also disclosed that the USC will not have sufficient funds to pay salaries to its 5,000 employees beyond next month, due to the closure of a significant number of its outlets.
The USC officials informed the committee that the secretary had forwarded recommendations at the highest level, requesting that Rs7 billion funds be allocated for USC in the upcoming budget.
The MD USC said that the stores were running on government subsidies and now the government has decided to even provide Ramadan relief package through Benazir Income Support Programme (BISP) to needy people.
He said that USC's outstanding payment stand at Rs25 billion. The MD USC further stated that the management has decided to offer golden handshake scheme to 25 percent of the USC employees, otherwise, Rs2.7 billion annually will be spent on the salaries of these employees.
The chairman committee recommended that details of the employees recruited in 2007 and 2013 should be submitted in the next meeting, from each province providing 10 office orders. This will enable the committee to assess the duration of their contractual appointments. Additionally, it was recommended that representatives from the Board of Directors (BOD), CBA Union, and PC should be invited to the next meeting.
The meeting also discussed the role, functions and achievements of Pakistan Industrial Development Corporation (PIDC). The officials, while briefing the panel on PIDC, said that at the time of its creation, Pakistan did not inherit any industrial base as East and West Pakistan combined had only 34 factories out of a total of 921 industrial units in the Subcontinent i.e. 3.6 per cent. They said that the 34 industrial units including, textile mills, cigarettes, rice husking, cotton ginning and flour milling, contributing only 7 percent of GDP and employing only 26,400 people out of an 80 million population at that time. The East Wing produced 70 percent of the world's jute, but there was not a single jute mill and West Bengal (India) was almost the sole buyer. In the West wing, only 16,000 of the total 15,00,000 cotton bales produced could be processed domestically.
Further, they told that industrial units setup by PIDC between 1952-1984 were 94 and country's industrial growth during 1953-63 remained around 19.1 per cent which was almost solely due to PIDC. In 2005/06, a number of Section-42 (not-for-profit) Companies and Common Facility Centres were created as wholly-owned subsidiaries of PIDC for intervention in various sectors including gems and jewellery, marble/granite, handicrafts, sporting arms, dies and moulds, technology upgradation for skill imparting, setting up Common Facility Centres and introducing modern technology.
The PIDC provided seed money for their establishment. However, the companies had their own independent management and boards, directly appointed by the government, relevant department stated. The committee was informed that the seed money provided is not recovered, rather it is treated as a grant or donation.
The committee was apprised of the current status of PIDC projects. It was informed that Bin Qasim Industrial Park – SEZ (Karachi, Sindh), Korangi Creek Industrial Park – SEZ (Karachi), and Rachna Industrial Park – SEZ (Sheikhupura) have been developed. Naushahro Feroze Industrial Park – SEZ (Sindh) is currently under development. Block-A of Karachi Industrial Park – CPEC SEZ has received PC-1 approval (Rs7.4 billion), and the tendering process is underway. Additionally, Sargodha Industrial Park (Punjab) is also being developed.
Following the briefing, Senator Saleem Mandviwalla expressed concerns regarding the Port Qasim area, stating that a significant land has no industrial unit established and land is so expensive that an investor would have to spend most of their funds just to acquire the land, leaving little to no resources for setting up the industry. He added that such conditions are unlikely to attract foreign investors, and even if they do come, the challenges are so overwhelming that they eventually withdraw.

Zardari launches ‘Benazir Hunarmand Programme'
ISLAMABAD: President Asif Ali Zardari formally launched the Benazir Hunarmand Programme saying every household should be equipped with the tools of learning and education. The president expressed these views while addressing a ceremony held at Aiwan-e-Sadr on Saturday. He underscored the importance of education and skill development, stating that every household should be equipped with the tools of learning and education. He said that BISP was based on the philosophy of Zulfikar Ali Bhutto whose legacy was carried forward by Benazir Bhutto, who believed in inclusive prosperity and education for all. 'We are determined to realise her vision for the uplift of marginalised segments of society,' the president said. First Lady Aseefa Bhutto-Zardari was also present at the launch of the programme. Highlighting the importance of the Benazir Hunarmand Programme, President Zardari noted that skills development was crucial not only for national progress but also for preparing a skilled workforce to meet the growing demand in international markets. 'We should equip our youth with modern technical skills needed globally,' he remarked. He particularly stressed the significance of the nursing profession, calling it one of the most sought-after fields internationally, and urged that special priority should be given to training in this area. President Zardari also underlined the importance of learning foreign languages alongside modern skills to enable our youth to get jobs in foreign markets. Referring to his previous tenure, the president recalled that he had launched the Benazir Income Support Programme (BISP), which became a cornerstone of social protection in Pakistan. He expressed gratitude to former Finance Minister Naveed Qamar, acknowledging his valuable role in the launch and implementation of BISP. He said, 'Benazir Income Support Programme (BISP) will be improved further and more programmes will be added.' The president said that the Benazir Hunarmand Programme is a continuation of that legacy, aimed at uplifting communities through empowerment and opportunity. He reiterated his resolve to ensure that the youth of Pakistan are provided with the skills, education, and opportunities necessary to build a prosperous country. The president said June 21 was an important day for Pakistan People's Party as it was the birthday of Benazir Bhutto. 'It is also a day of sorrow as we lost Mohtarma Benazir Bhutto who guided us with her wisdom and farsightedness,' he added. Chairperson Benazir Income Support Programme Senator Rubina Khalid said Benazir Income Support (BISP), since its inception 17 years ago, had become the largest social protection programme. Under the programme, women were declared head of the household and received financial help for their 10 million families, she added. BISP was also in the forefront to disburse timely financial assistance to flood affectees in 2022 and during the COVID pandemic, she noted. She said BISP had always been more than a safety net, it was a commitment to inclusion, dignity and transformation of people especially women. Benazir Hunarmand Programme, while using the database of BISP will create an empowered and self-reliant citizenry, which will be capable of participating productively in economic endeavours, she explained. The programme, she said, would offer practical and demand-driven training in multiple fields enabling critical economic and social change and causing poverty alleviation. Prices of essential kitchen items show rising trend: BR survey
ISLAMABAD: The prices of essential kitchen items have witnessed an increasing trend during this week past against the previous week, revealed a survey carried out by Business Recorder (BR), here on Saturday. The survey observed a reduction in chicken prices from Rs15,000 to Rs10,400 per 40kg in the wholesale market, which in retail is being sold at Rs290 against Rs310 per kg and chicken meat price reduced from Rs530 to Rs500 per kg. Eggs' price went down from Rs9,000 to Rs7,000 per carton of 30 dozen which in retail is being sold in the range of Rs290-295 against Rs315-320 per dozen. Sugar price remained stable at Rs8,650 per 50 kg bag in the wholesale market, while in retail it is being sold at Rs180/190 per kg. Mutton and beef prices remained stable as normal quality mutton was available at Rs2,200 per kg, normal quality boneless beef at Rs1,400 per kg, and normal beef at Rs1,100 per kg. Various varieties of fishes are available in the range of Rs500 to Rs900 per kg. Interestingly, this time around the budget, contrary to the past there was no trend of upward fluctuations witnessed in the prices of soft drinks, cooking oil/ghee and cigarettes like daily use items. Wheat flour price remained steady as the best quality wheat flour ex-mill per 15kg bag price is available at Rs1,130 which in retail is being sold at Rs1,180 per 15kg bag and normal quality wheat flour per 15kg bag is available at Rs1,050 which in retail is being sold at Rs1,100 per bag. After a significant reduction of Rs1,400 per 15 kg bag in wheat flour price over the past one year. The tandoor owners in some parts of the twin cities started reducing the roti, naan and paratha prices as in some parts of the federal capital roti is available at Rs16 against Rs20, naan at Rs20 against Rs25 and paratha at Rs45 against Rs50. However, the bakers have not reduced the biscuit, bread and confectionery prices, which they had increased manifold after 2020 corona virus crisis, citing increase in ghee/cooking oil, and wheat flour prices. The prices of cooked food items remained stable as a cooked daal/vegetable plate at a normal hotel is available at Rs320, cooked beef plate at Rs550, cooked chicken plate at Rs500, cooked mutton at Rs750 and naan/roti is being sold at Rs25/30. No changes were witnessed in tea prices, as Lipton Yellow Label is available at Rs2,200 per 900 grams pack and Islamabad Tea is available at Rs1,800 per kg; normal quality turmeric powder is available at Rs600 against Rs700 per kg and normal quality red chilli powder at Rs800 against Rs900 per kg. No significant changes were witnessed in pulses prices as maash is available at Rs440 per kg, gram pulse at Rs300 per kg, whole gram pulse at Rs270 per kg, various varieties of bean lentils in the range of Rs450-550 per kg, moong price at Rs400 per kg, and masoor at Rs280 per kg. The prices of branded spices such as Shan, National, and others, also remained stable as a pack of 39 grams of spice is available at Rs140. The prices of the various varieties of rice remained stable as the best quality basmati in wholesale market is available at Rs12,800 per 40kg bag, which in retail is being sold at Rs350 per kg, normal quality basmati at Rs11,000 per 40 kg bag, which in retail is being sold at Rs310 per kg, and broken basmati at Rs8,500 per 40kg bag, which in retail is being sold at Rs235 per kg. Ghee/cooking oil prices remained stable as B-grade ghee/oil is available at Rs6,000 per carton of 16 packs in the wholesale market, which in retail is being sold at Rs460 per pack of 900 grams, while best quality cooking oil/ghee brands such as Dalda ghee price remained stable at Rs2,720 per 5kg tin and cooking at Rs2,720 per 5-litre bottle. Prices of packed milk brands such as Milk Pak and Olpers in the wholesale market remained stable at Rs2,250 per carton while in retail 250ml packed milk is being sold at Rs90. Fresh milk prices in some parts of the twin cities are being sold at Rs220 per kg while in some parts is still being sold at Rs230 per kg and yogurt price is stable at Rs250 per kg. No changes were observed in the prices of powder milk such as Nido and Lactogen as 400gram Nido powder milk is available at Rs1,320 and 200gram pack at Rs700 per pack. Bathing soaps' prices remained stable as family-size Safeguard and Dettol like soaps are available at Rs165 per pack, family size Lux at Rs150, and detergent prices went slightly up as Ariel Surf, Brite, Express Power and others are available at Rs570 against Rs550 per kg pack. The prices of various brands of cold drinks such as Pepsi, Coke, Miranda and others remained stable as family-size bottle is available at Rs230. Officially the Oil and Gas Regulatory Authority (OGRA) has fixed the price of liquefied petroleum gas (LPG) at Rs240.53 per kg, while retailers are selling 15kg domestic LPG cylinder at Rs4,000 against Rs3,615 OGRA fixed price reflecting an overcharging of Rs385 per cylinder. Moreover, the retailers through decanting are selling the LPG on further escalated rates as they charge Rs300-330 per kg, reflecting an overcharging of Rs60-85 per kg. LPG traders and distributors always blame the marketing companies for higher prices, saying the companies are supplying them the commodity on higher prices as a result retailers are left with no option other than shifting the price to the end consumers. According to LPG traders, the LPG marketing companies and distributors are earning billions of rupees profit by overcharging the consumers, while the OGRA which totally depends on district administration including police have totally ignored the enforcement of official commodity rates. Moreover, LPG distributors and retailers are freely selling LPG by decanting in violation of the laws as a result every other day LPG cylinder blasts are claiming precious lives. Overall vegetable and fruit prices witnessed an increasing trend as potatoes in wholesales market went up from Rs2,500-4,200 to Rs2,600-4,500 per quintal, while in retail potatoes are being sold in the range of Rs55-70 against Rs50-65 per kg; onion price in wholesales market went down from Rs1,300-2,200 Rs1,200-2,000 per quintal, in retail onions are being sold in the range of Rs30-45 per kg and tomato price went down from Rs200 to Rs170 per basket of 15kg, which in retail are being sold in the range of Rs30-40 per kg. Ginger price is stable at Rs2,200 per 5kg in the wholesale market, which in retail is being sold in the range of Rs525-550 per kg, local garlic price went up from Rs750 to Rs850 per 5 kg which in retail is being sold at Rs220 against Rs200 per kg, China garlic price went up from Rs1,000 to Rs1,100 per 5kg in the wholesale market which in retail is being sold in the range of Rs250-300 against Rs240-270 per kg. Capsicum price went up from Rs230 to Rs250 per 5kg in the wholesale market which in retail is being sold in the range of Rs75-80 against Rs70-75, prices of various varieties of pumpkins went up from Rs160-225 to Rs200-250 per 5kg in wholesale market, which in retail are being sold in the range of Rs55-75 against Rs50-75 per kg; various types of tinda prices went up from Rs100-650 to Rs130-700 per 5kg which in retail are being sold in the range of Rs45-200 against Rs40-180 per kg; eggplant price went up from Rs325 to Rs350 per 5kg, which in retail are being sold at Rs85-100 against Rs80-90 per kg; cauliflower price went up from Rs350 to Rs450 per 5kg in wholesale market, which in retail is being sold in the range of Rs120-140 against Rs100-120 per kg and cabbage price went up from Rs175 to Rs225 per 5kg, which in retail is being sold at Rs65-75 against Rs50-60 per kg. New arrival mangos in the range of Rs150-250 per kg, cherry in the range of Rs600-750 per kg, peach in the range of Rs150-250 per kg, apricot in the range of Rs175-300 per kg. Business Recorder has noted a significant difference between the wholesale market prices, official prices fixed by market committees which consists of commissioners, deputy commissioners (DCs), assistant commissioners (ACs), the special price control magistrates, representatives of wholesalers, retailers and general public. Whenever the retailers are mentioned as significantly overcharging the consumers and not following the official price list, they are arguing that some quantity of fruits, vegetables and other products they purchase from the wholesale market always remain rotten. Business Recorder has observed and repeatedly reported that retailers, vendors, and other sellers are not displaying official price lists of household items at a prominent place and are not even providing on demand, which they are legally bound to provide the consumers and display at a prominent place. Cut from 18pc to 10pc: Solar panel prices to go up 4.6pc only, Aurangzeb tells Senate
ISLAMABAD: The prices of imported solar panels would increase 'only by 4.6 percent' as a result of the reduction in the tax – from 18 percent to 10 percent — on the imported solar panels, in the proposed federal budget for the upcoming financial year, Finance Minister Muhammad Aurangzeb informed the Upper House of the Parliament on Saturday. Winding up the budget debate in the Senate, Aurangzeb said the initial decision of imposing 18 percent tax on solar panels in the proposed federal budget aimed at protecting the local industry and creating an equally competitive environment to help start indigenous production of the solar panels. 'However, after detailed deliberations in both the Houses (of Parliament), and keeping in view the recommendations of the respected members, the government, in exhibition of seriousness and flexibility, has reduced proposed tax from 18 percent to 10 percent, and it would be applicable on the imported parts of solar panels that constitute 46 percent. So, imported solar panels' prices would increase by only 4.6 percent,' the minister said at the session, in which the Senate adopted the recommendations of the Senate Standing Committee on Finance and Revenue, before the House was prorogued. Taxing solar panels to backfire as Pakistan needs time to bolster manufacturing: Experts The minister said he received reports that some elements were involved in the hoarding of imported solar panels even before the imposition of the proposed 10 percent General Sales Tax (GST) to make more money. 'This is totally condemnable. I strictly warn such elements that the government will take every possible step to ensure public interest. Nobody would be allowed to exploit the public. Strictest action would be taken against these elements,' Aurangzeb reiterated. He requested Law Minister Azam Tarar, who was present in the House, to coordinate with the provincial governments to 'bring these culprits to justice.' The finance minister said 'more safeguards' were included in the proposed federal budget in relation to the powers of Federal Board of Revenue (FBR), to prevent misuse of power, and for better enforcement to counter fraud cases. He said the federal government's expenditure increased by 'only' 1.9 percent compared to previous years when it was recorded 'sometimes 10 percent, sometimes 12 or 13 percent.' The Benazir Income Support Programme (BISP) budget has been increased to support weakest segments of the society including widows, orphans, elderly citizens and special persons, said the finance minister, adding that the decision would financially support around 10 million families. 'No mini-budget was introduced in the last financial year. We maintained fiscal discipline, controlled inflation, increased forex reserves, and brought notable improvement in the current account. The purpose of all these steps is to pull Pakistan out of the quagmire of economic uncertainty, and put it on the road to sustainable progress,' said the minister. Like last year, this year too, more than 50 percent of recommendations of the Senate would be made part of the Finance Bill 2025, he hoped. Earlier, Chairman Senate Standing Committee on Finance and Revenue Saleem Mandviwalla presented the report containing the committee's recommendations regarding the Finance Bill 2025. Some key recommendations to the government, related to the Finance Bill 2025, as shared by Mandviwalla, included, continuing rebate on the taxes on the salaries of teachers/professors, increasing minimum wage up to 50,000 rupees, reduction in taxes on salaried class, monthly allowance of Rs 10,000 monthly for special persons, not to increase taxes on 800cc vehicles, not to increase taxes on print, media and IT (information technology) services, increasing government employees' salaries, among other recommendations. Last year, 52 percent Senate recommendations regarding the proposed federal budget were accepted by the government, the senator said, adding that he would ensure that the government accepted more than 52 percent of the recommendations this year.
