
Auckland Man Guilty In Serious Fraud Office Prosecution Over Attempted Multi-million Dollar Covid-19 Fraud

An Auckland man who tried to fraudulently claim millions of dollars through the Covid-19 wage subsidy scheme (WSS) and other government support schemes has been found guilty following a trial on charges brought by the Serious Fraud Office (SFO).
Hun Min Im faced 91 charges related to his attempts to claim $1.88 million from the WSS, as well as from the Small Business Cashflow Scheme, COVID-19 Support Payments and Resurgence Support Payments. In total he attempted to claim $2.3 million and received almost $624,000.
On Friday Mr Im was found guilty of 18 charges of obtaining by deception, and 16 charges of using a forged document. Just prior to the end of his trial, which concluded at the Auckland District Court on 13 May, Mr Im pleaded guilty to 54 charges of dishonestly using a document. Three obtaining by deception charges are yet to be determined.
Mr Im submitted 42 WSS applications on behalf of eight companies and four sole traders, none of which were trading in New Zealand or had any staff. He forged signatures and used forged documents when incorporating companies, filed GST returns to claim refunds his companies were not entitled to, and sought a further $172,800 in Covid-19 subsidies from Inland Revenue that he was not entitled to.
'Mr Im's offending was deliberate and wide-reaching,' says SFO Director Karen Chang.
'He created a complex web of fake companies and forged documents which our expert teams spent many hours piecing together. He stole the personal information of his tenants and applicants who responded to fake job ads he placed online, to use as shareholders, directors and employees in his companies.
'Mr Im took advantage of public money that was intended to support people and businesses during a time of significant stress and uncertainty. Any money he received was used to fund his personal lifestyle, including an apartment and luxury vehicle.'
Misappropriation of targeted Government funding is a key focus area for the SFO, particularly in times of emergency recovery. During such times the focus is on getting help to those who need it most, as quickly as possible. This urgency can create opportunities for those looking to exploit relief programmes.
This case was referred to the SFO by the Ministry of Social Development (MSD) following its own initial investigations. Further work alerted SFO to possible fraudulent activity against other Government organisations.
Ms Chang says, 'We want to recognise the cooperation and support provided by Inland Revenue, Police and the Companies Office to our investigation. This includes the Police Asset Recovery Unit, which restrained a property and vehicle following a referral from the SFO. The investigation was a great example of agencies working together to investigate abuse of public funds.'
The SFO's Counter Fraud Centre (CFC) works closely with the public sector to support efforts to build resilience to fraud and ensure controls are in place to protect public funds. Last year the CFC released a new guide to Managing Fraud During Emergency Relief and Recovery which offers practical tools and principles to safeguard critical funding in times of crisis.

The first of Jetstar's direct flights bound for Gold Coast Airport in Coolangatta, Queensland, is scheduled to leave the runway at Dunedin Airport tomorrow. The new thrice-weekly service marks the return of regular direct international flights at the airport, which has been without transtasman services since early 2020. With a flight time of about three and a-half hours, the service will operate on Tuesdays, Thursdays and Saturdays, using Jetstar's Airbus A320ceo and A320neo aircraft, delivering up to 58,000 seats annually between the two cities. Dunedin Airport chief executive Daniel De Bono said it had taken years of hard work, detailed modelling and relationship-building to secure the service. "We've had to be persistent and a bit creative to get this over the line, and I couldn't be prouder of what's been achieved together. "We've kept our international facilities ready to go, but we've also refreshed key aspects of the customer journey." The service would open the door for international guests to rediscover Dunedin and southern attractions, and showed the airport was serious about building its place in the international network, Mr De Bono said. To mark the inaugural flight's arrival in Dunedin tomorrow, landmarks including Tōitu Otago Settlers Museum, Tūhura Otago Museum, St Paul's Cathedral and the Dunedin Railway Station's clock face will be lit up in Jetstar orange. Direct travel between Dunedin and Australia was severed when Virgin Australia suspended its New Zealand services at the start of the Covid-19 pandemic, having previously offered two to three weekly flights from the city. Dunedin Airport had since offered a couple of one-off chartered international flights, including three Qantas flights for last year's Pink concert and a Fiji Airlines flight, which transported the supporters of the Fijian Drua to watch their team's match against the Highlanders. — APL

The University of Otago is back in the top 200 of world-ranked institutions in a major rankings table — and the vice-chancellor credits the work of staff and students. The QS World University Rankings, released yesterday, showed Otago had jumped from 214th to 197th-equal, making it the second-highest ranked university in the country, although it is still some way behind the University of Auckland which was steady at 65th. Otago University vice-chancellor Grant Robertson said this reiterated Otago's reputation as a world-class university. "I want to acknowledge the hard work of our staff that sits behind this result, who day in, day out are producing world class research and providing world class teaching." Otago leaped 17 places from last year, marking its best performance since it was ranked 194th in 2022. Part of this improvement was due to an increase in its academic reputation and citations-per-faculty scores, Mr Robertson said. "These gains are hard won through the efforts of our kaimahi [staff] and tauira [students]. We will look to build on these results into the future as we strive for excellence in all that we do." The rankings come at a time when universities in New Zealand are looking to rebuild rolls after Covid-19, largely through attracting more international students. QS vice-president Ben Sowter said New Zealand was one of the few places worldwide where all universities featured among the global top 500 in the 2026 QS World University Rankings. "The breadth of excellence shown across the country's eight universities is testament to the work of students, outstanding staff and brilliant research carried out across New Zealand. With the University of Otago returning to the top 200 for the first time since 2022, the country once again has two institutions ranked among the very top tier of universities worldwide." Mr Sowter said among key English-speaking study destinations, New Zealand ranked lowest among global employers for its reputation but was highest in terms of employment outcomes. "This suggests a need for New Zealand universities to build closer relationships with employers worldwide to ensure a match between the skills and knowledge their graduates are entering the workforce with and those that are sought, and that the providers of those graduates are recognised." The ranking placed Massachusetts Institute of Technology first for the 14th consecutive year followed by Imperial College London and Stanford University.
