KUALA LUMPUR: The Kuala Lumpur City Hall (DBKL) Enforcement Department is set to implement several proposals to enhance enforcement actions in the coming year, says mayor Datuk Seri Maimunah Mohd Sharif ( pic ).
She expressed hope that incidents like the "abang belon" episode would not deter officers from performing their duties effectively.
In March, a video circulated showing DBKL officers confiscating balloons from a vendor on Jalan Tuanku Abdul Rahman went viral.
The incident attracted criticism from politicians who accused DBKL of being excessive in their actions.
DBKL defended its officers, stating that the vendor had ignored previous warnings and continued trading. The vendor reportedly became aggressive, pushing officers after a third warning, leading to a police report being filed over injuries sustained during the altercation.
'I commend your firm and tactful enforcement against illegal hawkers, despite provocation and threats such as those seen in the 'abang belon' incident,' Maimunah said at the Parade for the Completion of the Basic Enforcement Officer Training Course 2025 this morning (June 12).
This training course is compulsory for new officers under DBKL's enforcement service scheme.
According to a statement, DBKL's Enforcement Department has issued over 621,000 notices for traffic offences, collecting RM2.79mil in fines as of April this year.
Additionally, 19,000 notices for general offences have resulted in over RM1.56mil in fines collected.

RM500mil worth of illegal e-waste seized

Major bust: Comm Azmi speaking at a press conference on Ops Hazard 2.0 in Bukit Aman. — RAJA FAISAL HISHAN/The Star KUALA LUMPUR: A staggering half a billion ringgit worth of illegal e-waste, including components and products, was seized in a nationwide operation involving 57 premises. Codenamed Ops Hazard 2.0, the multi-agency raid was spearheaded by the police's General Operations Force and uncovered a web of crimes, possible tax evasion and exploitation of foreign labour. Bukit Aman Internal Security and Public Order Department director Comm Datuk Seri Azmi Abu Kassim said 453 people, aged between 16 and 70, were arrested, with 41 of them Malaysians, while the rest were foreigners from countries including Myanmar, Bangladesh, Cambodia and the Philippines. The Inland Revenue Board also estimated potential tax evasion losses of up to RM500mil linked to the illegal operations, he said. 'Among the offences detected were conducting illegal e-waste processing business, employing undocumented migrants and operating without valid business licences,' Comm Azmi said during a press conference at Bukit Aman yesterday. Seized items included RM240mil worth of e-waste products, RM182mil in components and RM82mil in various other assets. He said the latest operation brings the total value of seized e-waste materials since January to RM13.2bil, with 1,060 individuals detained. 'Ops Hazard 2.0 has increased the pressure on the illegal e-waste industry,' Comm Azmi said, adding that syndicates are adapting by using proxies, exploiting loopholes and possibly even receiving tip-offs ahead of raids. In some cases, targeted premises were found already closed when enforcement teams arrived, raising suspicions of information leaks. 'We will work with the Malaysian Anti-Corruption Commission to curb this problem. We also believe the syndicates have become more cautious since Ops Hazard 1.0,' he said. A total of 1,582 officers and personnel were involved in Ops Hazard 2.0. Meanwhile, Environment Department enforcement division director Rosli Zul revealed a worrying twist: seven of the raided premises were licensed e-waste processors, now under investigation for allegedly importing waste illegally. 'These facilities had valid licences, but we found some e-waste materials believed to have been smuggled in from overseas,' he said. 'We have to investigate further. If confirmed, it would represent a very serious violation of the law.' Malaysia, Rosli added, continues to be targeted by international e-waste syndicates. 'Over 600 containers have already been detected at Port Klang. Many were falsely declared as recyclable items but actually contained e-waste. 'Most of these illegal factories lack proper environmental control mechanisms. The pollution resulting from their operations is highly dangerous,' he warned.

12 premises raided in Jalan Silang during Op Gempur crackdown

KUALA LUMPUR: Twelve retail outlets and restaurants around Jalan Silang were raided last night in Op Gempur, conducted by the Kuala Lumpur branch of the Domestic Trade and Cost of Living Ministry (KPDN). The joint operation, held under the KL Strike Force initiative, began at 9pm and involved the Immigration Department and Kuala Lumpur City Hall (DBKL). Kuala Lumpur KPDN director Mohd Sabri Seman said inspections were carried out following intelligence and public complaints regarding various offences, including the absence of price tags and the sale of controlled goods without valid licences. "A total of 10 cases were recorded — three related to pricing offences and five involving the use of unverified weighing and measuring equipment. Compound fines amounting to RM6,000 were issued to the traders. "Two additional cases are being investigated under the Trademarks Act 2019 for the sale of counterfeit goods, after 125 fake luxury watches, valued at about RM6,500, were seized," he said at a press conference following the operation. Mohd Sabri said preliminary investigations indicated that the premises selling counterfeit watches had likely been operating for over a year. The outlets were reportedly rented by foreigners, with the majority of their customers also being foreigners. During the same operation, the Kuala Lumpur Immigration Department detained 24 foreign men who failed to produce valid identification documents. They are being investigated under the Immigration Act 1959/63. "The detainees include 10 Bangladeshi nationals, eight Nepalese, two each from Pakistan and Myanmar, and one each from Indonesia and Sri Lanka," he said. Meanwhile, DBKL issued 17 compound notices and one premises closure notice for offences under the Local Government Act 1976. Mohd Sabri added that monitoring and enforcement operations would continue to ensure the welfare and safety of Kuala Lumpur residents.
