Centre brings parity in gratuity under old and new pension schemes
Central government employees under the Unified Pension Scheme (UPS) will be eligible for retirement and death gratuity benefits similar to those provided by the Old Pension Scheme (OPS), said Union Minister Jitendra Singh on Wednesday.
Long-pending demand fulfilled
The change 'addresses a significant demand of government staff and brings parity in retirement benefits,' Singh, who is minister of state for personnel, was quoted by PTI as saying.
Singh described the decision as part of the government's efforts to extend social security to all categories of employees under NPS.
The Department of Pension and Pensioners' Welfare (DoPPW) has issued an order enabling employees under UPS to avail of retirement and death gratuity benefits under the Central Civil Services (Payment of Gratuity under National Pension System) Rules, 2021.
Key changes and benefits
PTI quoted DoPPW Secretary V Srinivas as saying, 'The order gives an employee the option to revert to OPS in case of death in service. It is progressive in nature and addresses the clarifications being sought by employees.'
The new orders clarify that:
Government employees under UPS will receive retirement and death gratuity.
In case of death or invalidation during service, employees can opt for OPS benefits.
Gratuity up to Rs 25 lakh will be available under the amended rules.
PTI also reported that a separate order confirms the parity of benefits between UPS and OPS pensioners.
'The inclusion of death-cum-retirement gratuity in UPS will remove all the misconceptions of the employees,' said Manjeet Singh Patel, president of the All India NPS Employees Federation, according to PTI.
The Finance Ministry had earlier notified the introduction of UPS as an option under NPS starting April 1, 2025. According to PTI, the notification allows a one-time option to new central government recruits and requires existing UPS subscribers to formally choose between UPS and the CCS (Pension) Rules or Extraordinary Pension Rules.

The next seven seasons of digging were conducted by the state archaeological department.

Infra lending norms should raise spending closer to the government target
Banks were worried when the RBI first released the draft guidelines in May 2024, advocating the provisioning of 5 percent during the project's construction phase, 2.5 percent during the operational phase, and further down to 1 percent once the project starts generating sufficient cash flows. The Indian Banking Association is reported to have appealed against the proposed norms, suggesting instead an initial provisioning of 1-2 percent, a modest increase over the existing 0.4 percent. Heeding to their concerns, the RBI offered a relief keeping the provisioning requirement to 1 percent, which should aid in meaningfully improving the lending and borrowing appetite. Following the pile-up of bad loans that resulted in a twin balance sheet problem, India's infrastructure sector has been grappling with massive delays and cost overruns. According to official data, about 800 out of the Union government's 1,800 ongoing projects valued at over ₹150 crore each were behind schedule in April 2024. Notwithstanding the efforts, infrastructure expenditure remains far below the required rate of ₹20 lakh crore a year under the National Infrastructure Pipeline. To succeed as the world's third largest economy, we need collective efforts between the government, private sector and financial institutions to carefully execute infrastructure projects, which are often complex and have long gestation periods. Infrastructure is one of the key pillars of economic growth and essential for mass job creation, besides boosting the manufacturing sector. The government should also undertake reforms to prevent project delays and facilitate access to credit.

After Decades of Delay, 320 Model Mill Workers' Families to Finally Get Permanent Homes
1 2 3 Nagpur: Bringing an end to a decades-long struggle, 320 families residing in the historic Model Mill workers' colony in Ganeshpeth are finally set to receive ownership of permanent homes, thanks to years of persistent follow-up by Union Minister Nitin Gadkari and support from the state govt. The workers' settlement, one of Vidarbha's only mill colonies, has been home to generations of families since the mill's inception. Though efforts for its redevelopment began years ago, the project repeatedly stalled, most significantly during 2007–2012, when the then state govt reduced the Floor Space Index (FSI), shrinking redevelopment scope. Gadkari, along with Chief Minister Devendra Fadnavis and former Mayor Archana Dehankar, relentlessly pursued the issue to secure increased FSI and govt clearance. Following submission of a fresh proposal by the Nagpur Municipal Corporation (NMC), a special govt notification was issued between 2022 and 2024, approving redevelopment on one acre of the 3.16-acre land parcel. Construction for 320 families was sanctioned along with the required FSI enhancement. Recently, the appointed contractor received map approval, setting the stage for the project to begin. "We must get a written commitment from the contractor to finish construction within 22 months. A formal agreement should be signed," Gadkari advised workers' representatives during their meeting to express gratitude. Former Mayor Dehankar was also lauded by the colony's representatives for her two-decade-long support. BJP city president Dayashankar Tiwari, along with local leaders Prithviraj Shambharkar, Mohan Banaith, Deepak Banaith, Keshav Shrote, and others, were present during the meeting. This long-pending rehabilitation, now on firm ground, marks a significant urban justice milestone for one of Nagpur's most neglected working-class communities, as per the families.
