5k poverty-free villages, 16 smart cities: State's devpt agenda this yr

Jaipur: Chief Minister Bhajan Lal Sharma Tuesday directed officials to lift Below Poverty Line (BPL) families out of poverty from 5,000 villages in the first phase of Pandit Deendayal Upadhyay Gareeb Mukti Gram Yojana.
The direction came during a review meeting on implementation of the 2025-26 state budget.
"This is not just about infrastructure; it is about transforming lives. The poor, farmers, women, and youth are at the heart of our budget. Every department must work in synergy to bring real change," he said.
The CM also laid out an urban roadmap under which 16 cities will be developed as Clean and Green Cities—modelled after the Smart City Mission.
These cities will see upgraded infrastructure, improved sanitation, greenery, pedestrian-friendly roads, and overall beautification.
"These cities must become examples of what a modern, liveable Rajasthan can look like," Sharma said, adding that newly formed 65 urban local bodies will also be equipped with waste processing units.
With Rajasthan home to world-renowned tourist and pilgrimage sites, Sharma stressed the need for stronger air connectivity.
Plans include developing helipads and introducing helicopter services to ease access and encourage tourism.
Sharma reiterated that all budgetary announcements must be completed within a defined timeframe. He instructed departments to prepare detailed work plans and execute them in phases. Any delay, he warned, would be met with strict action.
"If a foundation stone is laid under our govt, the inauguration should also happen during our tenure. Every promise must be fulfilled on time," he said. Emphasising transparency and quality, Sharma directed departments to ensure physical verification of road construction and other major works. He called for close coordination between electricity, water, and PWD departments.

‘No polluter will be spared': Delhi PWD minister announces crackdown on industrial discharge into Yamuna river

Delhi Public Works Department (PWD) and Water Minister Parvesh Sahib Singh on Friday ordered a city-wide crackdown on the discharge of illegal sewage and industrial waste into the Yamuna, kickstarting an enforcement campaign to tackle water pollution in the capital. Calling untreated sewage discharge a 'crisis that can no longer be ignored,' Singh directed all departments concerned to begin immediate inspections across Delhi's industrial and commercial establishments. 'No polluter will be spared. We will act — and act fast,' the minister was quoted as saying, in the statement issued by the PWD on Friday. According to the statement, the drive will target all establishments legally mandated to install and operate Sewage Treatment Plants (STPs) or Effluent Treatment Plants (ETPs). 'Comprehensive and time-bound inspections' are to be conducted to ensure these plants are both installed and functioning properly. The statement also noted that any non-compliance would invite strict legal action under the Water (Prevention and Control of Pollution) Act, 1974. Emphasising a 'zero-tolerance' policy, the PWD said penalties would be enforced 'with no exemptions or delays'. The Water Act allows for fines and imprisonment for discharging pollutants into water bodies without treatment or consent. A real-time e-dashboard will be developed to track inspection status, record violations, and monitor corrective measures. Departments have been directed to submit bi-monthly compliance reports to the minister's office to ensure regular monitoring and accountability. The minister also stressed that 'departmental coordination is key' and called for 'seamless coordination among all enforcement and technical departments' to eliminate delays and ensure timely action. The crackdown comes amid longstanding concerns over the pollution levels in the Yamuna. Despite previous clean-up plans and multiple deadlines, large volumes of untreated waste continue to flow into the river, especially from unregulated industrial clusters and unauthorised colonies, as per government records. 'This is not a symbolic act. It is a matter of survival and legacy. Delhi must rise to this challenge,' Singh said. The enforcement drive begins with immediate effect, said the PWD. High-risk zones and habitual defaulters will be prioritised. Citizens have also been encouraged to report instances of illegal discharge through local helplines or municipal channels.

State wants global architects for Maha Vista, to float fresh tender

MUMBAI: The response to the state's grand plan for a Maha Vista has not been 'maha' enough. The BJP-led Mahayuti alliance government will therefore float a fresh tender, inviting architects from all over the world to submit designs for a makeover of the Mantralaya precinct in South Mumbai. The idea is to redevelop the precinct on the lines of the Central Vista in New Delhi. Mantralaya building. Chief engineer Ranjeet Rahane said, 'The tender we floated earlier drew a response from just three Indian architects. The government wants more architects, and global ones. So we will be issuing another tender.'' Plans to completely remodel the Mantralaya precinct, in the offing for a long time, began to take shape in February last year, when deputy chief minister and finance minister Ajit Pawar announced the Maha Vista project in his budget speech. With the space crunch at the secretariat assuming alarming proportions, and given that the building itself is more than 60 years old, the government plans to redevelop the secretariat and annex; the iconic Vidhan Bhavan, or state legislature; and the row of British-era ministerial bungalows on Madam Cama Road opposite the secretariat. After the Mantralaya fire in 2012, several government departments such as medical education, public health, rural development and water supply have been operating from independent premises. Currently, the secretariat is undergoing major renovations to accommodate the ballooning staff of the ministers, many of whom have been assigned cabins being built in the corridors. The row of colonial-era ministerial bungalows opposite Mantralaya too will be razed, making way for residential towers to accommodate IAS officers and ministers. They will be equipped with modern amenities and adequate parking facilities. Since the precinct is defined by art deco norms, the rules are likely to be tweaked so that the towers align with the area's architectural identity. Since colonial times, the area where the ministerial bungalows stand and its periphery were marked for a garden. Over time, the Mahatma Gandhi Garden was developed near the LIC Building, while part of the space opposite was developed into Jawaharlal Nehru Garden. The rest was taken over to build the state BJP office, and other offices for political parties.
