Kota Kinabalu: Sabah's economic prospects remain robust despite global uncertainties and domestic challenges, said MARC Ratings Berhad Chief Economist Ray Choy See Yew during the Sabah Renewable Energy Conference (Sarec) 2025 here, on Thursday. Presenting on the theme 'Economic and Market Outlook for 2025 and Beyond', Choy said the outlook for the year ahead remains cautious, largely due to persistent global trade tensions. However, he assured that Malaysia's economy, driven predominantly by domestic demand, is well-positioned to weather external shocks. 'Malaysia's economy is essentially domestically driven. Approximately two-thirds of Gross Domestic Product (GDP) comes from internal demand, which offers a strong buffer against external shocks like trade wars,' he said. He also underlined the strength of Malaysia's diversified export base. While the United States (US) remains a key trade partner, no single country accounts for more than 10 percent of Malaysia's export-to-GDP ratio — a sign of the country's resilience in the face of global headwinds. 'Sabah's contribution to Malaysia's GDP, though vital, has slightly declined over the years, from 6 percent in 2013 to 5.3 percent in 2023,' he said. Despite this dip, Choy believes Sabah has substantial growth potential, especially in light of its GDP growth of just 1.3 percent in 2023 — below the national average of 3.7 percent. 'While Sabah continues to develop, there is still ample opportunity to improve and grow its economic output,' he said. He remarked that services, mining, and agriculture remain the backbone of the State economy, with ongoing diversification offering new pathways for development. Choy also pointed out that Sabah's median wage growth has outpaced the national trend — increasing from RM1,300 in 2013 to RM2,015 in 2022 — compared to the national rise from RM1,700 to RM2,424. 'Sabah's wage growth of 5 percent per annum is above the national average of 4 percent, indicating improving living standards in the State,' Choy said. While Sabah continues to lead the nation in palm oil production, challenges such as climate change and limited replanting have impacted output. 'However, palm oil continues to be a vital export, alongside petroleum products and natural gas, which together make up half of the State's total exports,' he added. Highlighting Sabah's future, Choy spoke of transformative projects set to diversify and stimulate the local economy — particularly in renewable energy, infrastructure, and agriculture. 'Key projects include Seguntor Bioenergy Sdn Bhd (RM80 million to RM120 million) and the Tadau Energy Solar Farm, Malaysia's first green sukuk-financed renewable energy initiative, valued at RM250 million. 'Renewable energy projects are central to Sabah's growth and offer exciting prospects for long-term economic stability,' he said. He also emphasised the strategic importance of major infrastructure initiatives such as the RM40 billion Pan Borneo Highway and the RM7.5 billion Sabah-Sarawak Link Road (SSLR). 'These infrastructure projects are pivotal for Sabah's future economic growth,' he said, adding that enhanced transportation networks will strengthen both local and regional development. Nationally, Choy projected a 4.4 percent GDP growth for Malaysia in this year, supported by stable inflation, steady foreign direct investment in semiconductors and data infrastructure and a resilient financial market. On the global front, he forecast 2.8 percent economic growth for the year, with inflation expected to ease. However, he warned that US tariffs and changing global trade dynamics could still pose risks — particularly for Asean economies. 'Trade war dynamics are constantly evolving and US tariffs could shift the economic landscape,' he said. Despite such challenges, he believed that Malaysia's diversified economy and Sabah's untapped potential will continue to support sustainable growth. 'Malaysia's economy benefits from diversified export markets and a resilient domestic economy,' he said. KUALA LUMPUR: The Transitioning Industrial Clusters (TIC) initiative in Bintulu, Sarawak, has the potential to contribute an additional RM12 billion to the country's gross domestic product (GDP), said Prime Minister Datuk Seri Anwar Ibrahim. He said this initiative is expected to create 19,000 new job opportunities and reduce carbon emissions by 21.35 million tonnes by 2040. 'This effort is in line with the state's aspirations towards net-zero carbon and strengthens Sarawak's position as the country's leader in the green industry,' he said in a post on X today. Earlier today, Anwar chaired the National Digital Economy and Fourth Industrial Revolution Council (MED4IRN) Meeting No 3/2025, an important forum for assessing progress and setting a new direction for the country's digital economy. The prime minister said that during the meeting, he was interested in the presentation regarding Sarawak's intention to develop a TIC in Bintulu. Anwar said the government agreed to adopt TIC as a national agenda as it is a strategic move that unites companies and public institutions to drive green economic growth, open up highly skilled job opportunities and reduce carbon emissions. Meanwhile, the meeting also discussed the implementation of GovTech Malaysia, including the MyGOV Malaysia application, which functions as the government's single digital gateway. 'Through the gateway, the rakyat can deal with various government agencies online without having to queue at the counter. 'This demonstrates the government's commitment to bring services closer to the people in a simple, efficient and transparent manner,' he said. In the same meeting, Anwar also stressed the importance of expanding the implementation of MyDigital ID to the private sector. 'We must ensure a secure, comprehensive and trusted digital ecosystem not only for government services, but also for every aspect of daily life and future business activities,' he said.

CAAM to become statutory body, absorb Mavcom effective Aug 1

PUTRAJAYA: The Civil Aviation Authority of Malaysia (CAAM) will transition into an independent statutory body effective Aug 1, with separate remuneration and exemption from the government. Transport Minister Anthony Loke Siew Fook said the government has strengthened the regulatory structure and development of the national aviation industry by transitioning CAAM into a Statutory Body with Separated and Exempted Remuneration (BBDSB), and by rationalising CAAM and the Malaysian Aviation Commission (Mavcom). He said this change will save the government between RM150 million and RM200 million annually and between RM1.5 billion and RM2 billion over the next 10 years. With this rationalisation, CAAM will take over the economic regulatory functions previously carried out by Mavcom, making CAAM the sole regulatory body for the aviation industry, encompassing technical, safety, and economic aspects. Loke noted that this decision by the government will grant CAAM autonomy and flexibility in financial governance, human resource management and the ability to make strategic decisions. Additionally, CAAM will have the capacity to plan and implement more efficient resource management strategies in line with international best practices. 'The estimated revenue for CAAM this year is about RM420 million. Previously, our annual revenue was only in the region of RM100 million to RM110 million. 'Given these figures, it is clear that CAAM could not survive on its own. That is why, until now, it has required an annual injection of at least RM150 million to RM200 million from the government to keep its operations running – and that is before accounting for the maintenance of our air traffic control towers, other facilities, or any development projects. 'Now, our estimated revenue for this year stands at RM400 million. We have already collected about RM150 million in just the first five months, exceeding the total revenue for the entire previous year. 'This strong performance has given us the confidence that CAAM will become financially independent and sustainable. This financial sustainability is also one of the critical conditions set by the Cabinet and the Public Service Department for granting CAAM its status as a BBDSD,' he told reporters in a briefing today. Loke said this initiative is part of the government's current reform agenda and policy direction to improve service delivery efficiency and to centralise government institutions with overlapping roles. Through this rationalisation, it establishes a solid foundation for CAAM to drive the growth of the aviation industry towards a progressive and sustainable future, supporting Malaysia's goal to become a regional aviation hub. This capability is also crucial for CAAM's efforts to retain and attract highly skilled talent in technical fields, especially qualified technical personnel who are critical in ensuring the safety and security of the national aviation industry. Loke said this sector requires a workforce that is not only qualified but also highly skilled and experienced, in compliance with the requirements of the International Civil Aviation Organization. 'With this significant increase in revenue, CAAM will achieve financial independence and gain the capacity to offer more competitive remuneration, particularly for our technical personnel. This is a critical step forward, as our inability to compensate our qualified technical staff at market rates was a key factor in CAAM's previous downgrade from Category 1 to Category 2 by the US Federal Aviation Administration,' Loke said. The audit findings at that time made it clear that competitive salaries are essential for talent retention, he disclosed. 'Now, with improved financial standing, we are in a much stronger position to attract and retain top-tier technical talent. Our objective is not only to secure the best-qualified technical personnel but also to invest in the development of our air traffic controllers, enhancing their skills and operational efficiency. 'This approach aligns with our commitment to building a robust and sustainable workforce for the future of Malaysia's aviation industry,' the minister said. Loke assured all Mavcom employees that they will have the opportunity to transition into roles within CAAM following the merger. He emphasised that the restructuring process will be managed systematically and with complete transparency, in line with established governance principles. Additionally, a business continuity plan has been developed and will be shared with impacted staff through dedicated internal briefings. Currently, Mavcom employs 57 personnel, all of whom will be considered for positions at CAAM as part of the merger process.
