
Govt to coastal body: Let shacks, huts have swimming pools
Panaji: The tourism department has approached the Goa coastal zone management authority (GCZMA) seeking implementation of the revised beach carrying capacity report of state govt. The recommendations include allowing temporary structures such as beach shacks and private beach huts to have 50 sqm swimming pools, landscaping of open area with 'appropriate vegetation', and two-floor structures with a height of 9m.The GCZMA has also been asked by the tourism department to include these recommendations in the draft coastal zone management plan, 2011.'During the process of public consultation, state govt has made the following recommendations which may be included in the draft CZMP report. 'Temporary structures in no development zone along the coast and along the bank of river/estuaries shall be permitted except in ecologically sensitive areas shown in CZMP plans with following conditions: Floor space index should not exceed 0.33, open area shall be suitably landscaped with appropriate vegetation cover, and the overall height of the temporary structure shall not exceed 9m and shall not be more than two floors (ground plus one). Swimming pool not exceeding 50 sqm in area shall be permitted',' the tourism department has told the GCZMA.The GCZMA, however, after holding discussions at its meeting last month, has decided to call the tourism department for detailed discussion.Meanwhile, the authority has also received a representation from the all Goa private property shack/hut owners' association and has decided to call the body too for deliberations.The GCZMA noted at its meeting that it has already granted permissions to the temporary structures in private land based on the recommendations made by the National Centre for Sustainable Coastal Management (NCSCM) in the beach carrying capacity report. This includes the exercise of geocoding all shacks and huts/tents/cottages in private areas to be undertaken by the GCZMA through an expert agency 'in order to monitor the area occupied'.The association has asked the GCZMA to consider all state govt recommendations like '33% FAR, 9m height with two floors with distance between structures 2-3m, and provision for a swimming pool of 50 sqm'.

's National Centre for Sustainable Coastal Management (NCSCM) confirmed that only a 50-metre Coastal Regulation Zone (CRZ) buffer applies to the Palk Bay coastline—not 500 metres as claimed by a petitioner. Petitioner Arul Raj, a Ramanathapuram resident, sought directions to quash draft CZMP map numbers TN 44 to 60, arguing that Palk Bay was part of the sea and should therefore be subjected to a 500-metre CRZ as per the 2019 Notification. Filed before the National Green Tribunal (NGT), NCSCM's submission draws on the CRZ Notification, 2019, and official hydrographic charts to classify Palk Bay as a tidal-influenced water body. Under the notification, such water bodies attract only a 50m buffer from the High Tide Line (HTL), not the broader 500m applicable to open sea stretches. This interpretation reaffirms that only a smaller stretch of coastal land is subject to regulation, potentially opening up more area in Ramanathapuram and Pudukkottai districts for fishing infrastructure, tourism, and livelihood-based development. "While it could unlock economic opportunities along the southern coast, it also raises the possibility of increased ecological pressure in the absence of proper safeguards," said B Raja, an environmental activist. Following the Tribunal's direction, NCSCM conducted ground-truthing on March 15, 2025, across 20 coastal sites from Rameswaram to Manamelkudi. Scientists used handheld GPS devices to verify the presence of mangroves, salt marshes, and fisheries-related structures depicted in the draft CZMP maps. The petitioner based his claim on light blue shading in the draft maps, interpreting it as a 500-metre CRZ zone. NCSCM clarified that the colour was a draft-level visual error—not a legal demarcation. It added that the maps would be corrected if such errors were pointed out during public consultations. Govt allots land for crematoriums in Morjim, Mandrem
Mapusa: State govt has allotted land for crematoriums in Morjim and Mandrem. The crematorium is expected to resolve a critical and sensitive issue for the residents of these villages, ensuring dignified final rites for the deceased. Govt has provided a place for the cemetery for the fishermen at Vithaldaswada in Morjim, and the allotment letter was handed over to the local panchayat member Vilas Morje. The traditional fisherfolk at Morjim had sought relaxations from the Goa Coastal Zone Management Authority (GCZMA) to carry out repairs and renovations at their crematorium, near a turtle nesting site. The fisherfolk from Vithaldaswada had asked the GCZMA to allow them to repair the crematorium's compound wall or at least permit them to carry out bio-fencing. Morjim residents used to face difficulties in conducting final rites due to a lack of a crematorium. There was once an incident of a body lying for an extended period in Mandrem and an incident wherein the local residents attempted to take a body to the chief minister's official residence at Panaji. Former MLA Dayanand Sopte said that the citizens of Vithaldaswada did not have a proper cemetery. The residents were pursuing the issue for many years. Mandrem MLA Jit Arolkar welcomed the cabinet decision of allotting 2,000 sqm land for crematorium in Mandrem. This was a long pending demand of the locals, he said. In 2011, over hundred of residents of Bagwado, Morjim, had marched towards the chief minister's residence along with a body of a 55-year-old woman after a Delhi-based businessman had refused to allow cremation at the traditional crematorium. ‘Model shack not novel, can't use cement on beach'
Panaji: The Goa Coastal Zone Management Authority (GCZMA) has asked the special purpose vehicle (SPV) of the Goa Tourism Development Corporation (GTDC) to clarify how sewage treatment will be carried out at the model shack it has proposed to build on the beaches of Colva, Benaulim, Arambol, and Calangute. The GCZMA has said that the 'innovative' idea is not innovative as GTDC is still using material like steel and cement for the construction. The GCZMA has called the SPV for a presentation before it to explain the concept and show in its plan how waste will be treated. 'The application is for construction of a model shack, made up of composite bamboo material on beaches. The name 'model shack' suggests that the GTDC has come up with an innovative idea for a shack. Once this shack is constructed, it will be a model for others to follow. However, the idea is not innovative and along with bamboo, it uses the usual material like mild steel, cement boards etc. The details of sewage/toilet waste treatment are also not provided,' the GCZMA observed at a recent meeting. The GTDC has said in its proposal that the model shack will be 120sqm in area and has sought a CRZ nod from the GCZMA to construct the temporary model shacks, made of composite bamboo, on four beaches. However, the coastal body held an inspection and found that part of the plot falls in a no-development zone and part of it within the intertidal zone, while part of it had sand dunes. After the inspection, GCZMA experts told the GTDC that the shacks should be located outside the intertidal zone and away from sand dunes. There would be no obstruction or fencing around the sand dunes so as to obstruct wind flow, it said.
