Senate body concerned at absence of legal cover for PCC establishment
ISLAMABAD: The Senate Standing Committee on Information Technology and Telecommunication raised serious concerns over the absence of legal cover for establishment of Pakistan Crypto Council, while saying that crypto currency adoption could become a mega scandal.
The parliamentary panel met with Palwasha Khan in the chair here on Monday to review the scope and mandate of Pakistan Crypto Council recently launched by the federal government.
The committee questioned the legal standing of the council and reiterated that the legislature has not been taken into confidence prior to the establishment of the Council.
Senator Humayun Mohmand inquired as to whether or not the council could be created by the Executive orders? The committee further inquired about the role of IT Ministry in Crypto Council.
The ministry failed to satisfy the committee over the legal cover for Crypto Council.
The IT Secretary,ZarrarHasham Khan, stated that the ministry has a role of providing input with regard to TORs. The committee was of view that the Crypto Council should be under the preview of the Ministry of IT, rather than the Finance Ministry. After due deliberations, the committee deferred the matter and decided to invite the Finance Ministry in the next meeting for a comprehensive briefing.
The IT secretary said that information technology and IT-enabled services (ITeS) exports target of $5 billion is set for the next fiscal year. The country is likely to miss the exports target of $4.2 billion set for the outgoing fiscal year. IT exports is expected to reach $3.8 billion by the end of current fiscal year i.e. end June 2025 compared to $3.2 billion during the same period of last fiscal year.
Discussing the issue of renewalof LDI/FLL licenses, the IT secretary informed that the consultation with the stakeholders has been completed as per the directions of the Sindh High Court (SHC), and the final decision will be announced in two to three weeks.
Furthermore, the committee was briefed on the role of the IT Ministry in Pakistan Digital Authority. The IT secretary apprised that the Pakistan Digital Authority has been tasked to implement digital transformation initiatives focused on making the economy and governance digital, and will eventually play a major role in creating citizens centered 'Digital Society'. However, the IT Ministry is mainly responsible for policy formulation, legislation, governance in IT and telecommunications sector, he added.

PM's defamation suit against IK: Proceeding put off till tomorrow
LAHORE: A sessions court on Saturday adjourned the proceedings of a defamation suit of Prime Minister Shahbaz Sharif till June 23 as his cross examination was not concluded. The court however, asked the prime minister to file a formal application to present a legal notice to PTI former chairman in defamation suit. Earlier, Prime Minister Shehbaz Sharif appeared before the court through video link and complained about the delay in the proceedings of his defamation suit against PTI founding chairman Imran Khan. 'Several hearings have taken place before the court, but the proceedings have not moved beyond stamps and signatures,' the prime minister said, addressing the court during his cross-examination. During the cross-examination, the counsel for the defendant, asked the prime minister why his affidavit did not mention who identified him before the oath commissioner. At this, the plaintiff's lawyer objected to the question, saying the issue had already been discussed. Being irked with recurring questions, PM Shehbaz sarcastically said while the time of the court and the defendant's counsel was considered precious, his own time, although at a much lower level, was also valuable. The court at this also remarked that it seemed the Imran's lawyer was using the proceedings as an excuse to keep seeing the prime minister repeatedly. PM Shehbaz, however, explained that the oath commissioner knew him in his capacity as the then chief minister of Punjab. Ensure translation of evidence into Urdu simultaneously: LHC
LAHORE: The Lahore High Court (LHC) remarked that Urdu had been declared as the language of subordinate courts since 2015 but the same has not been implemented in Punjab till now. The court said the Supreme Court on September 8, 2015, had directed the government to implement Urdu as an official language but unfortunately no significant steps have been taken and up-till now evidence is being recorded in English in sessions courts. The court directed all the sessions' judges, additional sessions' judges, as well as, judges of special courts to ensure translation of the evidence of a witness recorded in English into Urdu simultaneously. The court passed this order in murder reference of Irfan alias Pomi after noting that the translation of the prosecution evidence and the statements of the accused have been made by the reader of the court after recording the whole evidence. The court said that law is very much clear on the point that the evidence should be taken down in the language of witnesses by the magistrate or judge himself or be recorded in his presence, hearing and superintendence. However, the translation of the evidence of a witness recorded in English should be translated into Urdu simultaneously at the same sitting, as well as, in the presence of witnesses, accused and the presiding officer, the court added. The court said this is necessary as if any ambiguity in the evidence recorded in English comes on the surface, the same can be removed in the light of translation of evidence in Urdu. The court said normally the witnesses during the trial depose in Urdu and the presiding officer, while transcribing the same in English, dictates to his stenographer and hence Urdu transcript of such deposition is not prepared. The court said this practice diminishes the very purpose of preparing and keeping Urdu translation of evidence recorded by the presiding officer in English. The court; therefore, directed the registrar to send copies of this judgment to all the sessions judges and judges of special courts, as well as, the secretary, ministry of law and justice Islamabad and the secretary ministry of law and parliamentary affairs Punjab for compliance. ‘Sudden ban on plastic bags to harm traders, industrialists'
HYDERABAD: A delegation of the Hyderabad Plastic Bags Association Market Road Hyderabad, led by Patron Yousuf Dada and President Nadeem Nizamani, met with Ahmed Idrees Chohan, Acting President of Hyderabad Chamber of Small Traders & Small Industry (HCSTSI). Delegation expressed strong concerns regarding the Sindh Government notification dated 30-04-2025, which imposes a blanket ban on all types, sizes and weights of non-degradable and oxo-degradable plastic carrier bags across the province effective from June 15, 2025. Delegation stated that while they fully support the government environmental protection initiatives and are willing to comply with the 2014 regulations, the sudden and unplanned enforcement of the ban without adequate preparation or consultation will prove devastating for small businesses, factory owners and thousands of labourers dependent on the industry. HCSTSI Acting President Idrees Chohan assured the delegation of Chamber's full support and noted that while the use of plastic bags is indeed harmful to the environment, the government must first establish a viable system for alternatives. He emphasized the need for awareness campaigns and capacity building programs to enable local industries to transition toward environmentally friendly products. An abrupt ban, he warned, would lead to increased unemployment, factory closures and inflation. The government's role should not be limited to imposing bans. It must also provide practical alternatives. HCSTSI demands that any such policy be implemented in phases, in consultation with the industry, and accompanied by public awareness efforts. Otherwise, instead of improving the environment, the move could result in serious economic consequences. The delegation concluded by affirming their commitment to supporting eco-friendly regulations, provided the government treats the trader and industrialist community with fairness and cooperation.
