BEE implements two codes for energy efficiency, conservation

Hans India28-04-2025

Vijayawada: Bureau of Energy Efficiency (BEE) under the Ministry of Power has introduced two codes to increase the usage of energy efficiency electrical appliances and conservation of energy. The BEE is implementing Energy Conservation and Sustainable Building Code (ECSBC) for commercial buildings and Eco Niwas Samhita (ENS) for residential buildings.
In a press release on Sunday, the BEE has said these codes are intended for adoption by State governments and local bodies, ensuring that energy-efficient and climate-resilient infrastructure becomes the new norm across India. In addition, key household appliances such as air-conditioners, ceiling fans, and refrigerators have been brought under the mandatory Standards and Labelling Programme to ensure that only energy-efficient products are used, helping reduce overall electricity consumption.
The BEE, spearheading the efforts under the aegis of the Ministry of Power, has initiated several critical programmes across sectors:
Perform, Achieve and Trade (PAT) Scheme is one of the important schemes. PAT is targeting energy-intensive industries, this flagship initiative assigns sector-specific energy reduction targets. Industries surpassing their targets are awarded Energy Saving Certificates, which can be traded on power exchanges.
Standards and Labelling Programme - Major energy-consuming appliances are rated from 1-star (least efficient) to 5-star (most efficient) under this programme. The star ratings empower consumers to make informed purchasing decisions, thereby driving down electricity consumption at the household and commercial levels.
Through ECSBC and ENS, BEE aims to significantly curb the burgeoning energy demand from the building sector. States and urban local bodies have been called upon to adopt and rigorously implement these codes to realize maximum energy savings.
During a recent event in Delhi, Minister of State for Power Shripad Naik has emphasised that achieving the 2030 targets will require concerted and sustained efforts by all stakeholders, particularly the State Designated Agencies (SDAs) of state governments, Milind Deore, Secretary, BEE, said. He underscored the need for proactive states like Andhra Pradesh, Kerala, Karnataka, Telangana, Rajasthan, Haryana, Punjab, Maharashtra, Uttar Pradesh, and Madhya Pradesh to lead by example.
'India is committed to reducing the carbon intensity of its economy by 45 percent by 2030 as part of its climate change and energy efficiency objectives. This is a critical juncture for all SDAs to put forth aggressive, state-specific programs focusing on energy conservation across key sectors including domestic/buildings, industry, agriculture, municipal operations, and transport,' said Deore.
He further advised that each state should assign sector-specific energy reduction targets, prioritize interventions in the major energy-consuming areas, and track progress rigorously to ensure that the cumulative national target is met on time.
Drawing attention to the rapidly expanding residential sector, Deore highlighted that residential buildings account for 24 percent (approximately 375 TWh) of India's total electricity consumption. Alarmingly, energy demand from the residential sector is projected to increase more than eightfold by 2050.
Given this trajectory, Deore called for urgent action in integrating energy efficiency measures within the residential construction boom. Widespread adoption of the Eco Niwas Samhita and rigorous compliance with star-rated appliances can significantly mitigate this looming surge in electricity demand. The BEE and Ministry of Power called upon all stakeholders — states, industries, builders, and consumers to join hands in this transformative journey toward a greener, more energy-efficient India.

‘Energy is next UPI': Nandan Nilekani likely to spearhead India's digital energy grid vision, aims to Cut power distribution costs by 25%

Infosys co-founder is expected to lead a new task force focused on digitising and decentralising India's power sector, according to officials familiar with the matter. If formalised, this will mark the second time the government has sought Nilekani's expertise to shape reforms in the power domain. Tired of too many ads? go ad free now The proposed task force will operate under the Ministry of Power and be funded through the Revamped Distribution Sector Scheme (RDSS). A key goal of the initiative is to bring down generation, transmission, and distribution costs by up to 25%, an official said. In March, Nilekani had hinted at the transformation ahead for the energy sector, posting on X: "Energy is the next UPI! Millions of small producers will participate in the Digital Energy Grid (DEG)". Earlier in February, the Foundation for Interoperability in Digital Economy (FIDE) and the International Energy Agency (IEA) released a whitepaper on the Digital Energy Grid. Nilekani co-authored the foreword of this report, which outlined a vision of decentralised energy production and trading, reported ET. The FIDE-IEA report proposed a future where households equipped with solar panels or EV batteries could generate, store, and trade energy, not just consume it. "In this world, millions of everyday citizens become active participants in the energy economy, transacting not just with the grid, but directly with each other over a shared digital mesh," a statement from FIDE explained. A pilot for the DEG is expected to launch soon in Lucknow, Uttar Pradesh. It will be based on the Unified Energy Interface (UEI), a digital framework similar to the Unified Payments Interface (UPI), and aims to cut manual intervention in the power sector, potentially lowering costs for end consumers.

Govt discusses roadmap to implement stricter emission norms for four-wheelers

New Delhi: Several Indian ministries on Tuesday discussed the roadmap for implementing the proposed Corporate Average Fuel Efficiency (CAFE) III norms, set to take effect from 2032. The Union ministries of power, road transport, heavy industries, and petroleum met to strengthen the regulatory framework and reduce carbon emissions of four-wheeler vehicles, Union power minister Manohar Lal said on social media platform X. In June last year, the Bureau of Energy Efficiency (BEE) rolled out the draft norms which would come into effect from 2032. BEE proposed stringent targets to cut automotive emissions, while emphasizing battery electric vehicles as key to its clean mobility drive. India's Corporate Average Fuel Efficiency (CAFE) norms are regulations aimed at improving the fuel economy of four-wheelers by limiting the average carbon dioxide (CO2) emissions of an automaker's entire fleet of vehicles sold in a given financial year. They are a critical component of the government's efforts to reduce its reliance on fossil fuels, curb air pollution, and meet its climate goals. Indicating an intent to support low- and zero-emission technologies, BEE has also proposed incentives for carmakers to produce more battery EVs to avail higher fuel efficiency credits, even as EV sales volumes are stagnating. BEE has proposed 91.7 gm CO2 per km and 70 gm CO2/km in CAFE 3 and CAFE 4, respectively at WLTP (world harmonised light vehicles testing procedure). The current, operational CAFE-II norms came into effect in 2022. These norms are relevant for petrol, diesel, CNG (compressed natural gas), LPG (liquefied petroleum gas), hybrid and electric passenger vehicles. Vehicles covered under these norms include those having up to nine seats including the driver's seat and a gross vehicle weight not exceeding 3,500 kg. Commercial vehicles with gross weight of 12 tonne or more are covered under separate fuel efficiency norms that were finalized in August 2017. Under the current CAFE-II norms, the cap on emission by passenger vehicles was pegged at 113 gm CO2 per km. It was brought down from 130 gm CO2 per km under CAFE-I norms, which had come into effect in 2017.
