Thrissur Pooram fiasco: Top cop to submit report soon, ADGP refutes charges

THIRUVANANTHAPURAM: State Police Chief Shaik Darvesh Saheb, who conducted an inquiry to ascertain whether any lapses by ADGP M R Ajith Kumar led to the disruption of the 2024 Thrissur Pooram, will file his report before the government soon.
Shaik, who is set to retire on June 30, will file the report within two weeks, sources said. As part of the probe, he recorded Ajith's statements last week. The ADGP has refuted the allegations of lapses. Sources said he told the police chief that he had ensured all measures for the safe conduct of Pooram and the junior officers failed in their duty to execute the action plan.
Sources said Ajith also rejected the accusation that he wilfully chose not to respond to calls made by Minister P Rajan when the Pooram fiasco took place. He said he was in touch with the minister until 10.30pm and after that he went to sleep.

In a crackdown on cybercrime amid the ongoing drive to make the state safer, Punjab Police's State Cyber Crime police station has arrested a fraudster involved in multiple cases of OLX rental fraud. Probe has revealed the accused used to transfer money from the customers to his different bank accounts. (HT File) The accused, identified as Paramjit Singh, a resident of Kharar in Mohali, was arrested by inspector Daljeet Singh following an analysis of cyber fraud data reported on the Pratibimb portal of the Indian Cyber Crime Coordination Centre (I4C), Union ministry of home affairs (MHA). Preliminary investigations have revealed that the arrested accused had cheated at least 23 victims belonging to the states from Punjab, Himachal Pradesh, Haryana, Uttar Pradesh and Jammu & Kashmir, duping them of approximately ₹ 5 lakh through fake rental advertisements on OLX. Sharing the modus operandi adopted by the accused person, additional director general of police (ADGP) Cyber Crime V Neeraja said that the accused Paramjit used to post fraudulent property ads on OLX, luring victims with attractive deals. 'To gain their trust, he (accused) would share forged property documents and images. Once the victims agree to rent the property, he convinced them to transfer money as an advance rent, security deposits, or registration fees via UPI or bank transfers,' she said, while adding that once the payment was made, the accused would stop responding to the customers. The ADGP added that probe has revealed the accused used to transfer money from the customers to his different bank accounts— Axis Bank, Central Bank of India, Yes Bank and HDFC Bank— through UPI and other online modes of payment. Further investigations are underway to uncover more details, she said. A case under Sections 316(2) and 318(4) of the Bharatiya Nyaya Sanhita (BNS) and Section 66D of the IT Act was registered. Meanwhile, the ADGP has advised public to be cautious of the advertisements available on OLX platform and refrain from making any advance payment. Kerala HC decides to frame guidelines for expert panel reviewing medical negligence allegations

Kochi: High court has decided to frame guidelines governing the functioning of expert committees constituted to review allegations of medical negligence against doctors. The bench of Justice V G Arun appointed Advocate S Akash as amicus curiae to assist the court in formulating the guidelines. The court was hearing two petitions filed by doctors challenging the criminal proceedings initiated against them in their respective trial courts. The petitioners are facing prosecution under Section 304A of the IPC, alleging that patients under their care had died due to medical negligence. They contended that they were neither heard by the expert committee nor provided a copy of its report. In response, the additional director general of prosecution (ADGP) submitted that no procedural guidelines currently exist regarding the functioning of such expert committees. HC observed that the absence of clear guidelines could adversely affect the right to a fair trial of the accused. It stressed that it is essential for the committee to consider the doctor's explanation before finalising its report and to furnish a copy of the report to the concerned doctor, thereby enabling them to challenge or appeal it, if necessary. The bench also requested the ADGP to submit suggestions regarding the structure and content of the proposed guidelines and adjourned the matter to July 17.

Supreme Court Orders Transfer Of Kidnapping Case Against Tamil Nadu Senior Cop

New Delhi: The Supreme Court on Thursday while hearing suspended ADGP HM Jayaram directed the Tamil Nadu government to transfer the investigation of the teenager's abduction case to CB-CID. The Supreme Court while setting aside the arrest order of the Madras High Court also directed the Chief Justice of the high court to transfer the case to some other bench. However, the suspension of the officer will continue as the Tamil Nadu government told the Supreme Court that his suspension did not come from the high court order, but from rules. Senior lawyer Siddharth Dave appearing for Tamil Nadu told the Supreme Court that he was not suspended because of the orders of the high court, but under Rule 3 of the All India Service Rules, 1969. This rule empowers a disciplinary authority to suspend a member of service in respect of whom or against whom an investigation, inquiry or trial is pending. The senior lawyer said that presently the investigation is underway and depending on the report of the investigating officer, a decision will be taken on the suspension order. The Supreme Court, taking this submission on record, said the suspended ADGP would have options to appeal against the suspension. The Supreme Court was hearing a petition filed by the suspended Assistant Director General of Police HM Jayaram, challenging his arrest in a kidnapping case. The Madras High Court ordered the arrest of Mr Jayaram and criticised Kilvaithinankuppam (SC) MLA 'Poovai' M Jagan Moorthy for "misusing his political power" in connection with the kidnapping of a teenager. The officer approached the Supreme Court saying his arrest order was passed when he was not even a party to the proceedings in the high court. In the last hearing, the Supreme Court expressed shock over the high court order and sought the Tamil Nadu government's reply in withdrawal of suspension. The matter pertains to a May 10 kidnapping of an 18-year-old man in Thiruvallur district. He was reportedly kidnapped by a group seeking information about his elder brother, who had married a woman from Theni district against her family's wishes. The Madras High Court castigated the MLA and the senior police officer for using political muscle to block a lawful investigation. The case has been filed by the mother of the kidnapped man against the group of men who allegedly entered their house in Kalambakkam, searching for her elder son. They allegedly kidnapped the younger son when his elder brother was nowhere to be found. The kidnappers allegedly posed as police officers and later dropped the man near a hotel in a vehicle belonging to Mr Jayaram, the woman said in her complaint.
