Bengaluru to have three corporations under GBG Act, indicates CM

Chief Minister Siddaramaiah, while announcing the notification of the Greater Bengaluru Area on Thursday, said that there will be at least three corporations in Bengaluru.
The Greater Bengaluru Governance Act, 2024, that has come into effect from May 15, Thursday, provides for one to seven municipal corporations, each with up to 150 wards. Mr. Siddaramaiah has now indicated that the current civic limits will likely be divided into three corporations.
Statusquo for now
However, till the new corporations are notified, the current Bruhat Bengaluru Mahanagara Palike (BBMP) will continue to work as it is. All functionaries will continue to have the same powers and discharge duties as per the BBMP Act, 2020. The transition will be gradual, sources said.
Meanwhile, the Urban Development Department (UDD) on Thursday notified that the present civic limits - BBMP area of 709 sq kms - will be the new Greater Bengaluru Area.
The Brand Bengaluru Committee and the Joint Legislature Committee that looked into the law recommended earmarking the Greater Bengaluru Area to be governed by the Chief Minister-led Greater Bengaluru Authority, at around 1,000 sq. km, including around 25 urban villages on the city's outskirts. The act provides for the same.

However, the UDD has now notified the Greater Bengaluru Area to be only the existing BBMP area of 709 sq. km.
'There was an intense lobby by legislators of several areas around Bengaluru, including as far as parts of Tumakuru district, to include them in the Greater Bengaluru Area. Not all requests can be accommodated. Moreover, at least till new corporations are drawn up, some bare minimum civic infrastructure comes up in these new villages, just declaring them as part of civic limits will only confuse. So, as a beginning, we have declared the BBMP area as Greater Bengaluru Area, but this will probably be expanded as and when we draw up the boundaries of multiple corporations,' a senior official said.
The Hindu had recently reported on how lobbying by legislators and economic constraints may force the State government to limit the Greater Bengaluru Area to the jurisdiction of the currently functional BBMP.
Soon, the State government is expected to constitute the Greater Bengaluru Area under the chairmanship of the Chief Minister and name Additional Chief Secretary, UDD, and Administrator, BBMP, Tushar Giri Nath as the Administrator, GBA, who will then spearhead the transition of the city to the new governance structure.

Bhovi community seeks nomination to Legislative Council

Members of the Bhovi community have urged Chief Minister Siddaramaiah and Deputy Chief Minister D.K. Shivakumar, who is also the Karnataka Pradesh Congress Committee (KPCC) chief, to nominate a member of their community to the Legislative Council. Addressing a press conference in Mysuru on Sunday, former Chairman of the Karnataka Bhovi Development Corporation G.V. Seetharamu said it was only in 1980 when a member of their community was nominated to the Legislative Council by the Congress party. Since the nomination of R. Peeranna, former MLA for H.D. Kote, in 1980 by the then Chief Minister R. Gundu Rao, not a single member of the community has been nominated to the Council, he said. The Bhovi community comes under the Scheduled Caste (SC), and is the third largest in the 1.8 crore SC population in the State, said Mr. Seetharamu, claiming that the Bhovi community's population in Karnataka is estimated to be around 18 lakh. Even though Congress has 33 MLCs in the State Legislative Council that has a total strength of 75 seats, not a single one of them belongs to the Bhovi community, he said. Mr. Seetharamu said that from his travel across the State between the 2013 assembly elections and the 2023 elections, he had seen how the Bhovi community has stood behind the Congress party. He urged Mr. Siddaramaiah and Mr. Shivakumar to recognise the dedication of the Bhovi community to the party and nominate their member to the Council. Out of the 75 members in the Legislative Council, 25 are elected by local bodies and another 25 by the members of the Legislative Assembly. While seven others are elected from graduates' constituencies, another seven are elected from the teachers' constituencies. Another 11 members are nominated by the Governor based on the recommendation of the government.

Directorate Of Education To Implement Age 6 Criteria For Class 1 Admissions

Age Six Criteria: The Directorate of Education (DoE), GNCT of Delhi has directed all the concerned authorities to implement the minimum age requirement of 6 years for Class 1 admissions starting from the academic session 2026-27, in alignment with the provisions of National Education Policy (NEP) 2020 and Right of Children to Free and Compulsory Education (RTE) Act, 2009. The foundational stage has also been restructured to include three years of pre-primary education before Class 1. The NEP 2020 replaced the 10 +2 structure with the 5+3+3+4 structure, reorganizing school education into four developmental stages: five years of the foundational stage, three years of the preparatory stage, three years of the middle stage and four years of the secondary stage. The DoE has instructed All the Heads of Government, Government-Aided, and Recognized Unaided Private Schools to implement the changes from the academic session 2026-27. The Foundational Stages of school education will be reorganized as per the NEP 2020 and include three years of pre-primary education before Class 1. Children will be admitted to Nursery (Bal Vatika/Preschool 1) at age 3, in Lower KG (Bal Vatika/Preschool 2) at age 4, and the last pre-primary level includes Upper KG (Bal Vatika/Preschool 3) for children aged 5. "A child may be admitted to Class I only upon completion of 6 years of age from Academic Session 2026-27 onwards" the official circular stated. To make the process more inclusive and participatory, all stakeholders - teachers, parents, students, School Management Committees, educational institutions, school associations, professionals, subject experts, scholars and members of the general public have been invited to share their suggestions before July 10, 2025.

What Karnataka's new crowd control bill proposes

Facing flak over the handling of the Royal Challengers Bengaluru (RCB) victory celebrations, which resulted in the death of 11 cricket fans in a stampede outside Bengaluru's Chinnaswamy stadium on June 4, the Karnataka government has proposed a new legislation to manage crowds at events. The Karnataka Crowd Control (Managing Crowd at Events and Venues of Mass Gathering) Bill 2025 looks to 'effectively manage and control crowds at sponsored events and venues of mass gathering' such as political rallies, conferences and other events. It excludes 'jatra, rathotsava, pallakki utsava, teppada teru, urus, or any religious event pertaining to any religion, caste or creed'.Discussed in a cabinet meeting led by Chief Minister Siddaramaiah on June 19 and slated to come up for approval in the next cabinet meeting, the draft bill lays down guidelines on standard operating procedures for managing crowds, including protocols for dealing with emergencies as well as provisions for reserved seating, security systems, access control and advanced check-in solutions to prevent bottlenecks while ensuring smooth crowd flow. 'There shall be independent audits of every venue's capacity, entry/exit routes, emergency evacuation options and communication systems,' reads the draft. 'Venues that don't comply with safety standards should not be allowed to host high footfall events.' In case of emergency, the jurisdictional police station may postpone or cancel the event, or change its by event planners shall be punished with 'imprisonment for a term which may extend to three years or with fine up to Rs 5 lakh'. 'The event planner is responsible to pay the compensation to the person who is severely injured in such an event, mass gathering pertaining to political rally, jatra, conference etc, or compensation to the family member of the deceased. In case of the event planner not paying the compensation, the government may collect the amount as arrears of land revenue. The event planner's property can be auctioned by the government,' the bill outrage following the tragic loss of lives at the RCB victory celebrations had put the Siddaramaiah-led Congress on the backfoot, even as the Karnataka High Court registered a suo motu petition to hear the matter. The CM sacked his close aide and political advisor K. Govindaraju, while ordering the suspensions of five police officers, including the city police commissioner. A day after the incident, representatives of RCB and an event management company were placed under arrest.
