Karnataka CM seeks higher share in central tax pool

Karnataka chief minister Siddaramaiah on Friday pushed for a more equitable tax devolution system while urging the 16th Finance Commission to rectify what he described as a persistent imbalance in fiscal transfers from the Centre to states.
'Karnataka's fiscal strength fuels national growth. It is time to ensure that growth is not penalised but rewarded. We urge the commission to adopt a balanced, forward-looking approach to devolution,' Siddaramaiah said during a meeting with commission chairman Arvind Panagariya and members in New Delhi to present Karnataka's views through an additional memorandum.
Highlighting Karnataka's contribution to the national economy, the chief minister pointed out that the state accounts for nearly 8.7% of India's GDP, despite representing only 5% of the country's population. It also ranks second in GST collections. 'For every rupee Karnataka contributes to Union taxes, it receives only 15 paise in return,' he pointed out.
Citing the reduction in the state's share of tax devolution by the 15th Finance Commission — from 4.713% to 3.647%, the CM said that it resulted in a cumulative loss of over ₹80,000 crore. Karnataka's per capita devolution, he added, has fallen from 95% of the national average during the 14th Finance Commission to just 73% under the 15th, even as the state's GDP contribution rose.
The 16th Finance Commission, established in December 2023, is tasked with recommending tax revenue distribution between the central government and states for 2026-31. The commission is currently conducting consultations and must submit its recommendations by October 31, 2025.
Siddaramaiah was joined by economic advisor Basavaraja Rayareddy, the chief secretary, and senior officers from the finance department and the chief minister's office.
In its main memorandum, Karnataka proposed increasing the states' share in vertical tax devolution to at least 50% and capping cesses and surcharges at 5%. It also recommended that Union non-tax revenues be included in the divisible pool. For horizontal devolution among states, Karnataka argued that high-performing states should retain about 60% of their contribution, with the remaining 40% directed toward less-developed states.
The state also advocated reducing the weight assigned to the income-distance criterion — a metric used to determine fiscal capacity gaps — and shifting focus towards measuring each state's economic contribution. 'Equity must be implemented in a time-bound and outcome-oriented manner, without disadvantaging states that demonstrate strong economic performance and sound fiscal management,' Siddaramaiah said.
The additional memorandum focused on three key areas — disparities in per capita devolution, flaws in the design of Revenue Deficit Grants, and the unpredictability of State-Specific Grants.
The CM questioned the effectiveness of Revenue Deficit Grants, pointing out that 'persistent deficits in beneficiary states' raise doubts about their impact. He called for these grants to be distributed using the horizontal devolution formula instead.
He also criticised the current assumptions used in determining these grants. 'Unfortunately, these assessments tend to place welfare policies on a lower pedestal compared to salaries, pensions, and administrative expenses,' he said. Referring to the state's welfare programs, Siddaramaiah said, 'Our government has been guided by Gandhiji's philosophy of Sarvodaya, emphasising welfare for all. These initiatives stimulate local demand and drive inclusive growth.'
In place of discretionary grants, Karnataka proposed a formula-based allocation of 0.3% of Gross Union Receipts. However, if special grants are retained, the state reiterated its demand for support for Bengaluru and other critical projects.
Seeking backing for ₹1.15 lakh crore in investments to upgrade Bengaluru's infrastructure, the CM said the capital city plays a central role in the state's economy. He also emphasized the need to address the regional imbalances in Kalyana Karnataka and Malnad, which continue to face poor infrastructure and low income levels.
Concluding the presentation, Siddaramaiah asserted that equity and growth must go hand in hand. 'A strong Karnataka — supported by fair fiscal devolution — is essential for a strong India,' he told the commission.

MADURAI: The Madurai Bench of the Madras High Court has ruled that Union government properties are exempt from state taxes even if used commercially, setting aside Madurai corporation's property tax demand on a commercial complex at Madurai railway junction. The court noted the land belongs to the Southern Railway and remains Union property throughout the lease, even though it was sublet to a private firm. The property, along with the building, will return to the railways after the lease period. A bench comprising Justices GR Swaminathan and M Jothiraman, which passed the order, noted that the parcel of land, where the complex is situated, belongs to Southern Railway and was leased out by the Rail Land Development Authority (RLDA) to Ircon Infrastructure & Services Limited - which is a wholly owned subsidiary of the Union Ministry of Railways - to develop the land for commercial use. The latter, in turn, had constructed a building and sublet the land to the appellant company, Madurai Multi Functional Complex Private Limited (MMFC), for 30 years. The Madurai corporation assessed the building for property tax and issued a demand notice in March 2018 calling upon the MMFC to pay half-yearly property tax to the tune of Rs 10.07 lakh. When the same was challenged by the MMFC, the petition was dismissed by a single bench in 2020, considering the facts that the building was constructed by Ircon infrastructure and then leased out to the MMFC and is being put to commercial use.

New Delhi [India], June 23 (ANI): The Indian government has scheduled three additional evacuation flights from Iran over the next two to three days as part of its ongoing Operation Sindhu, Union Minister of State for External Affairs Pabitra Margherita said on Sunday. Speaking to reporters after receiving a new batch of 285 Indian nationals evacuated from the conflict-hit Iran at the Delhi Airport, Margherita said that 162 Indian nationals who had crossed into Jordan from Israel would be repatriated 'within a day or two.' 'We have scheduled to have three more flights from Iran in the next two to three days. In the same way, we are in constant contact with Indian nations in Iran as well as Israel... 162 Indian nationals have crossed the border to Jordan, and within a day or two, they will be brought back to India,' the minister said. The group of 285 evacuees, who arrived on a special flight from Mashhad, included people from several states such as Bihar, Jammu and Kashmir, Delhi, Uttar Pradesh, Rajasthan, Gujarat, and Maharashtra. 'Special evacuation flight has arrived in New Delhi Airport... carrying 285 Indian nationals... Mainly from 10 states... Bihar, Jammu and Kashmir, Delhi, Uttar Pradesh, Rajasthan, Gujarat and Maharashtra... The total number now stands at 1713,' Margherita added. The evacuees were welcomed by the Union Minister of State for External Affairs, Pabitra Margherita, after they landed at the Delhi Airport, the Ministry of External Affairs (MEA) stated. In a post on X, the MEA stated, 'India's evacuation efforts continue under Operation Sindhu. MoS Shri Pabitra Margherita received 285 Indian nationals evacuated on a special flight from Mashhad that landed in New Delhi at 2330 hrs on 22 June.' 'With this, 1,713 Indian nationals have now been brought home from Iran,' it added. Meanwhile, MoS Margherita, in a post on X, expressed his satisfaction with the ongoing operation, stating, 'Warmly welcomed 285 Indian nationals at the Delhi airport who were evacuated from Iran under Operation Sindhu. The release of Malayalam film Janaki vs State of Kerala, starring actor and Union minister Suresh Gopi, has hit a roadblock after the Central Board of Film Certification (CBFC) sought a change in the title of the film. The film's director, Praveen Narayanan, said that the CBFC has denied a screening certificate for the film, which was slated to be released on June 27. He said the film will now not be released on that date. The CBFC has reportedly sought a change in the name of the titular character, Janaki, and for the name to be removed from the film's title, as Janaki is also a name for Goddess Sita. The film revolves around the legal fight of a woman against the government. The CBFC is yet to serve a written notice to the film's producers regarding the demand, and it is expected to be delivered on Monday. Director and general secretary of the influential Film Employees Federation of Kerala (FEFKA), B Unnikrishnan, reacted sharply to the CBFC's reported demand. 'A woman who faces an atrocity cannot be given the name of Goddess Sita? This will create a major crisis in the industry… At times, the names of Hindu characters will be that of a God or Goddess. If this is the situation, we will not even be able to use my name,' Unnikrishnan said. He also said that all films are made as per the guidelines of the CBFC, and that these guidelines do not mention anything related to what the board has demanded. Suresh Gopi has, so far, not reacted to the controversy related to the movie, which is his first one to hit screens after he became a Union minister last year.
