Mumbai police introduces 'Matunga model' to make police stations more child friendly

In a pioneering step aimed at reshaping the interaction between law enforcement and minors, the Mumbai police have established dedicated child-friendly spaces within seven police stations in zone 4. These stations—located in
Matunga
, Sion, Antop Hill, Rafi Ahmed Kidwai Marg, Kalachowkie, Bhoiwada, and Wadala truck terminal, now feature specially designed rooms to provide a safe and comforting environment for children of suspects and victims.
The designated rooms, known as 'child-friendly corners,' are equipped with toys, art supplies, books, and child-appropriate furniture, creating a stark contrast to the typically austere police station setting. These spaces are intended to occupy and soothe children while their caregivers undergo questioning or provide testimonies. According to a senior police officer, these corners will be managed by women police officers who have received specialized training to ensure that interactions with children are conducted respectfully and sensitively.
This initiative, referred to as the 'Matunga model,' addresses a longstanding concern among experts about the intimidating nature of police stations for minors, who often find themselves in vulnerable positions—as victims, witnesses, or relatives of accused individuals. 'Children often find themselves at police stations in extremely vulnerable circumstances. Traditional police environments can be intimidating and even traumatic. In such situations, these corners can keep children engaged and provide a distraction from the harsh realities of the environment,' the officer explained as quoted by TOI.

The Mumbai police plan to extend this model to all 85 police stations across the city in the near future. Additionally, collaborations with child psychologists, legal aid professionals, and non-governmental organizations are expected to enhance the holistic support available to children within the justice system. The initiative is aligned with the provisions of the Juvenile Justice Act, reinforcing the commitment to child protection.
DCP of zone 4, R Raghasudha told TOI, emphasized the symbolic significance of the project, stating, 'This is more than a room—it's a message that Mumbai police are committed to treating children with dignity, care, and compassion.'

'The change in their approach would make children much less intimidated by police,' he said.

Jain added, "Believing the convict's theory, the minor was rushed to a medical facility and underwent treatment in three different hospitals, and after eight days, she secretly wrote her ordeal on a paper, which somehow reached her father." In a separate case, special Pocso judge Ghanendra Kumar sentenced Mohd Qasim Ali, 46, to 15 years of rigorous imprisonment for sexually assaulting a 12-year-old boy in Moradabad. The convict was also fined Rs 60,000 and taken into judicial custody immediately after the court order. Additional district govt counsel Manoj Gupta said, "The incident occurred on Sept 9, 2017, when the boy was in his school where the convict was appointed as judo coach. Mohd Qasim took the boy to the forest on the pretext of judo training, where he forcefully sodomised him. The boy narrated his ordeal to his family upon returning home." Gupta added, "The submitted medical examination report to the court confirmed the assault. Additionally, the statement of the survivor and the circumstantial evidence helped in nailing the accused." The chargesheet was submitted in court, and the judge expedited the trial.

The victim was lured by the promise of high returns on his investments in the share market. Inspector Bhaskar Kadam of the Bavdhan police told TOI, "According to the complainant, the father-son duo were family friends. Initially, they returned Rs1 crore to him and gained his confidence. The duo then duped him by not returning Rs3.98 crore." The economic offences wing (EOW) of Pimpri Chinchwad police is investigating the case. Kadam said that according to the complainant, the duo hail from Guntur district. The complainant's mother and older suspect (father) used to teach together at a college in Nanded district. Their families have known each other since then. "The complainant stated that in Jan 2023, the man contacted them and said he and his son started a financial services firm in Andhra Pradesh. He assured them of good returns on their investments in the stock market through the firm," Kadam said. The officer said the complainant believed them and decided to invest money in stocks through them. Between Jan 2023 and July 2024, the complainant transferred Rs4.98 crore to the suspects to invest in stocks. The complainant did not suspect anything as initially, the duo returned Rs1 crore to him. "The duo used to share details of the investments through fake email IDs posing as a prominent securities and trading firm," the officer said. Kadam said the duo even sent a contact note (record of all transactions through stock brokers on the stock exchange) to the complainant, which later turned out to be fake. When the victim realised that he was being duped, he started asking them to return the money. When he did not get his money back, he approached the police and lodged a complaint.
