CAPE TOWN - The Institute for Justice and Reconciliation has emphasised the need for crime-busting institutions to operate effectively in the pursuit of law and order.
The National Prosecuting Authority, the Special Investigating Unit and the Hawks gave Parliament's Standing Committee on Public Accounts progress reports yesterday on cases being investigated.
Leaders of the entities outlined the problems they face, including staff shortages and funding constraints.
The NPA says it has bolstered its performance, particularly over the past four years.
Legal experts have underscored that proper funding of these institutions is vital for them to carry out their mandates.

A man who was paid R1,000 to kill an elderly couple as they prepared for Fajr — a sunrise prayer — has been sentenced to life imprisonment for the contract killing in Cape Town. Reagan Davis, 35, was handed two life sentences and 15 years' direct imprisonment by the Cape Town high court for the murder of 75-year-old Hashim Ahmed Dennis and attempted murder of his 70-year-old wife Kulsoem at home in Northpine, Brackenfell, on January 31 2020. Davis was a co-accused with the elderly couple's son-in-law Brent Williams — who died in February before the state closed its case. 'Senior state advocate Evadne Kortje proved the murder was a contract killing and the accused was paid R1,000, which he used to buy takkies,' said National Prosecuting Authority spokesperson Eric Ntabazalila. Evidence was led by 10 witnesses which revealed Williams and his wife Ibtisaam Dennis, who lived with the elderly couple, had marital problems. Williams hired Davis and an unknown accomplice to invade and attack his in-laws to 'neutralise' his marital problems. Williams drove the hitmen to the property and they gained access via a security gate at about 4am and entered the couple's flatlet. '[Kulsoem Dennis] heard the voice of an intruder asking where the money was in Afrikaans before brutally attacking her. The intruder hit her on the head, neck and chest with a gun. She chanted, 'Allahu-Akbar' [God is Great] until she hit the floor. Severely injured and in shock, she lay on the floor, pretending to be dead as her [headscarf] fell softly over her face and she kept her eyes closed,' said Ntabazalila. Her husband was attacked as he came out the bathroom and died after being stabbed 15 times. Ibtisaam Dennis called the police, whose investigation confirmed her husband was the mastermind behind the attack.

According to William Ntladi, DEMS media liason officer, they responded to a call at 08:00 of a possible drowning. 'We searched where it was believed the boys were. We managed to retrieve two bodies. The children are believed to be around 10 and 11 years old,' he explained. Eyewitnesses report that the children had been missing since yesterday, causing significant concern among their families and the local community. Preliminary indications point to drowning as the cause of death. Community members are urged to co-operate with law enforcement and provide any information that may assist in determining the cause of this tragedy. This is a developing story. Nkomazi Local Municipality CFO suspended

The CFO of the Nkomazi Local Municipality, Steven Thobela, has been put on suspension pending an investigation into his alleged financial misconduct. The municipality suspended Thobela with effect from last week Friday, June 13, following a council resolution that was taken at the KaMdladla Community Hall. 'The suspension stems from several allegations of financial misconduct against the CFO. The suspension will allow proper investigation to be undertaken and also allow the official to clear his name if the allegations are not true,' said the municipality's spokesperson, Mbuso Malale. Sipho Mathaba has been appointed as an acting CFO pending the finalisation of the investigations against Thobela. Malale refused to elaborate on the merits of the investigations saying it was sub-judice. Thobela's suspension comes just a month after the municipal manager (MM) Xolani Mabila resigned without giving reasons. ALSO READ: Nkomazi court sentences rapist to 12 years in jail According to Malale, the reasons for Mabila's resignation remained close to his own chest, but unconfirmed reports suggested it was related to alleged corruption within the municipality The suspension of the CFO and the resignation of the MM come in the midst of serious corruption allegations by the DA against the municipality. The DA councillor in the Nkomazi Local Municipality, Nhlonipho Dlamini, said the party urged the provincial Department of Co-operative Governance Human Settlements and Traditional Affairs (Coghsta) to intervene in the alleged corruption within the municipality. The DA in Nkomazi will write to Coghsta to investigate municipal officials implicated in the delay of upgrading the Naas Water Treatment Works project. The project which aimed to alleviate water challenges for residents around Naas and neighbouring towns was initiated in September 2020. However, the project has cost the municipality over R39m to date and has been delayed by more than two years,' said Dlamini in a statement. 'It is understood that the project was supposed to be completed in different phases. However, according to the Auditor-General's 2023/24 Management Report, the municipality has poorly managed this project. These are some of the alarming findings that the AG flagged,' added Dlamini. 'These items include mechanical and electrical equipment to the value of R2m. The municipality stored some of the equipment to the value of R7m off-site while there is no written agreement with suppliers regarding warranty and insurance,' said Dlamini. ALSO READ: City of Mbombela sounds alarm on tender scam According to him, at some point, the contractor had halted the project due to cash flow problems and that the municipality had failed to impose penalties against the contractor. 'The municipality paid for equipment before it was procured by the contractor from the supplier (up to 15 months in advance). It was also revealed that at some point the municipality failed to efficiently dispatch water tankers to communities affected by the upgrading of the Naas water treatment works project,' Dlamini said. 'Coghsta must intervene and regulate the implementation of infrastructure projects.
