Joburg's Project Lokisa: A bold move to recover R61 billion in municipal debt
The City of Johannesburg has launched Project Lokisa in an attempt to recover billions of rand it is owed by businesses, government, and residents.

The City of Johannesburg is intensifying its efforts to reduce its nearly R61 billion consumer debt by targeting the municipality's worst defaulters.
Project Lokisa will be an aggressive debt recovery focusing on the city's biggest defaulters, particularly large electricity and water consumers with properties valued above R100 million, high-valued residential properties valued at more than R5m, businesses, government departments, and state-owned entities.
According to the National Treasury's latest available figures, as of the end of December last year, the country's eight metropolitan municipalities were owed more than R206bn, with households responsible for about R154bn, businesses almost R43bn while the debt owed by organs of state stood at R7.73bn.
In total, municipal consumer debt across the country was just over R405bn, with households about 72% (or R291.1bn) and the government 5.6% (R22.7bn).

This week, the City of Joburg announced the launch of Project Lokisa, which means to fix or sort out, and the municipality described it as a multifaceted approach aiming to claw back the money owed for municipal services by the worst defaulters.
The large scale and bold reform also aims to improve revenue recovery and ensure the municipality's financial sustainability.
Acting group head of revenue and shared Malope Ramagaga said Project Lokisa will encompass the implementation of large-scale disconnection operations across the city, targeting mostly worst defaulters, with an intense focus on illegal connections and the constant monitoring of the impact of disconnection on customers.
Ramagaga also indicated that under Project Lokisa, changes will be introduced to the process of issuing clearance certificates when owners sell their properties.
He said this was to ensure that the municipality does not lose money owed for municipal services by the seller when they finally put their property on sale.
'A clearance certificate will be provided to the transferring attorney and the customer with a notice of the total amount owing above 90 days. Attorneys will be given notice to sign an acknowledgment of debt, which will authorise direct payment to the city from the sale proceeds,' Ramagaga explained.
The municipality has urged all property owners and businesses to settle their outstanding accounts or alternatively make payment arrangements to avoid disconnections and legal action.

'The ANC must take stock of the state of governance in our municipal councils. The 2026 municipal elections are upon us. We have so little time and so much work to do,' Radebe said. 'We gather at a time when our municipalities are at a crossroads. Progress is evident, yes, but so too are the challenges that will test our collective resolve. As leadership, we share the responsibility of turning this situation around,' he continued. He detailed some of the challenges, noting that capital expenditure stood at R4.8 billion (31.9%) lower than the 50% target. Conditional grants to municipalities totalled R8.2 billion, with only R3.6 billion (36.7%) spent. The critical Municipal Infrastructure Grant of R3.6 billion had only been spent by 39.7%, while the Water Services Infrastructure Grant of R1.1 billion had only been spent by 44.1%. Let us raise the critical oversight and monitoring responsibilities of Exco members and councils. Exco councillors are part of the political executive and are responsible for policy implementation and oversight of specific portfolios, similar to Ministers and MECs. 'Each Exco councillor oversees a specific department and is individually responsible for monitoring departmental performance and ensuring alignment with the Integrated Development Plan and Budget,' said Radebe. He emphasised that councillors are responsible for monitoring service delivery, ensuring that services are delivered efficiently and effectively in line with municipal policies. Mayors and councils must report regularly on departmental performance and intervene when targets are not met, he said. Councillors must take immediate action on remedial measures once they identify problems in service delivery or maladministration, Radebe stated emphasising that they represented the broader public and act as a bridge between communities and the municipality. 'Every ANC cadre who serves as a councillor must engage with residents to report service delivery issues. You must facilitate community meetings, report back, and channel community concerns into council processes through your ANC Caucus. You must ensure that these concerns are addressed by the municipality in which you serve,' he added.

How the Correctional Services plans to allocate R1. 2 billion for prisoner food provision
The Department of Correctional Services has placed the provision of food for prisoners as one of the top four cost drivers of its budget after compensation of employees, property payments, and public-private partnership support. Responding to parliamentary questions from EFF MP Betty Diale, Groenewald said the department spent R1.4 billion on the provision of food on prisoners in 2023/24 financial year. The amount had increased to R1.5 billion in the last financial year that ended in March 2025. The document puts the provision for food to the tune of R952,975. Groenewald also said the department planned to maximise the utilisation of the services of the prisoners to produce food for themselves, to enable the department to redirect funds to other essential programmes. He said the prisoners will participate in the production workshops in agriculture to maximise their skills utilisation for bread and agricultural production for their ration. 'The self-sufficiency and sustainability programme in the department is centred around offender development, through the provision of work opportunities to offenders in bakeries and agriculture. Expansion of bakeries and agricultural projects towards an increase in offender skills utilisation for food production,' he said. The department's strategic plan document states that the department wants to become self-sustainable through activities such as those in production workshops, bakeries, agriculture, skills development, formal education and training, as well as through arts and culture. 'The department will expand marketing of production workshops' products and services to other client departments to improve revenue generation.' Meanwhile, Groenewald revealed that the cost per capita per inmate incarcerated for the 2025/26 financial year is R462.13 per day. Asked how his department managed financial implications for imprisonment of foreign nationals, he said there were 13,181 sentenced foreign nationals in prisons as at May 4 this year. 'The total cost to accommodate 13,181 sentenced foreign nationals on 4 May 2025 was R6,091,335.53 per day.' He stated that foreign national prisoners were not a separate category of inmates. Groenewald added that there were currently no bilateral agreements with neighbouring countries to transfer sentenced foreign national prisoners to serve in their countries of origin. 'The DCS is in consultation with the South African Police Service, Department of Home Affairs, Department of Justice and Constitutional Development, and Department of International Relations and Cooperation to formalise a South African procedure to inter-state transfer of offenders.'

Tensions grow between SASSA and the National Treasury
SASSA and the National Treasury were at loggerheads this week in Parliament. New SASSA CEO Themba Matlou, who's barely been in the job permanently for two months, had to answer to the Parliament portfolio committee on social development. At the centre of tensions between SASSA and the National Treasury are conditions attached to the R265-billion budget allocation. On one hand, you have the High Court ruling back in January 2025 that said SASSA was being 'deliberately exclusionary.' And now you have the National Treasury wanting to see have SASSA is reviewing, suspending and cancelling grants to keep the budget in check … It's a little farfetched to expect SASSA SRD R370 applicants to have a smartphone and data for monthly verifications. If it doesn't actively exclude grant recipients, the National Treasury will say conditions to its budget allocation are not being met. However, after the High Court ruling earlier this year, civil society is watching closely to see how the agency 'increases grant inclusivity.' As such, SASSA CEO Themba Matlou told the committee this week that its new review process for social grants will comply with the National Treasury's requirements. The first necessity is a quarterly report, due at the end of July, that proves the number of grants reviewed, suspended, cancelled and money saved by the agency. Meanwhile, it's overtly clear that these new digital processes are impacting poor beneficiaries who don't have access to smartphones and data. Nevertheless, when the National Treasury allocated R265 billion budget to SASSA, it had the following provisos. 'SASSA must introduce bank income checks on grants. It must conduct large-scale database checks at least twice a year. It must finalise agreements with SARS and NSFAS to verify beneficiaries' income. Specifically, Child Support, Old-Age, Disability and Care Dependency grants were flagged for undisclosed income and alternative forms of identification. Instead of the usual three-month review period, affected individuals had their grants withheld until they completed in-person verification at a SASSA office. However, Matlou and SASSA has come under fire over these latest verification policies. And he told Parliament he is aware of the frustration. 'Through beneficiary education, we emphasise that citizens have a responsibility to assist the government to save money. And beneficiaries need to notify SASSA when their financial circumstances have changed,' explained Matlou. Furthermore, the agency says it will start rolling out service kiosks at offices to help clients with remote biometric identity verification. 'The goal is to make biometrics compulsory for all SASSA applicants, whether you are trying to access the social assistance programme with or without identification,' concluded Matlou.
