MMDA clarifies: Odd-even scheme to replace number coding on EDSA
The odd-even scheme will replace the number coding scheme on EDSA when its rebuilding starts in June, the Metro Manila Development Authority (MMDA) explained on Tuesday.
MMDA Chairman Romando Artes issued the clarification after announcing Monday that beginning June 16, an odd-even scheme would be implemented exclusively on EDSA for a brief dry run.
This means vehicles with license plates ending in odd numbers (1, 3, 5, 7, and 9) would not be allowed on the national thoroughfare on Mondays, Wednesdays and Fridays, while vehicles with even-number license plates (ending in 0, 2, 4, 6, and 8) would be banned on Tuesdays, Thursdays, and Saturdays.
EDSA and several other major roads in the National Capital Region currently use the Expanded Unified Vehicular Volume Reduction Program (UVVRP) or the number coding scheme, which bars vehicles from using the roads on one day depending on the last number on their license plates, except during window hours in most cities.
Netizens complained that if the odd-even scheme is combined with the number coding program, many motorists would not be able to use EDSA four days out of the week. Artes said this would not be the case.
''Yung isang beses na lang nila magagamit 'yung sasakyan nila sa EDSA? Hindi po ganun. Hindi siya on top, it will replace. So sa EDSA, ang magru-rule na d'yan, 'yung odd-even. On other roads, 'yung regular na number coding,' Artes told GMA Integrated News.

Artes also said that the MMDA has extended the program's dry run to one month to sync with the Department of Transportation's proposal to waive toll fees on certain segments of the Skyway in July when the rebuilding would be in full swing.
He added that this would also allow them to collect data to study to determine whether window hours on EDSA would be feasible.
'Pag nakita po natin na pag 10 p.m. na lumuluwag na, baka pwede tayong mag-window ng 10 p.m. to 5 a.m.,' he said.
(If we see that traffic starts lightening at 10 p.m., we might implement window hours of 10 p.m. to 5 a.m.)
Exempted from the odd even scheme are hybrid vehicles, electric vehicles, and transport network service vehicles (TNVS)—as well as motorcycles, whether private or with ride-hailing companies.

The MMDA has also released traffic rerouting schemes. The EDSA rebuilding will start on June 13 and is expected to be finished in 2027.
But Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan said they would endeavor to finish the EDSA bus lane by the end of the year given that it caters to thousands of commuters daily. — BM, GMA Integrated News

MMDA mulls narrower bike lane, wider motorcycle lane along Commonwealth Ave.
The Metropolitan Manila Development Authority (MMDA) said Friday it plans to propose the reduction of the width of the bicycle lane along Commonwealth Avenue to provide more space for motorcycle riders. MMDA director for traffic enforcement Vic Nuñez said that ever since the No Contact Apprehension Policy (NCAP) resumed last month, there has been overcrowding along the exclusive motorcycle lane on Commonwealth Avenue, especially during rush hours. With this, he said that the MMDA has come up with several proposed interventions to ease the woes of riders: -Reduce the width of the existing bike lane to create additional space for the existing motorcycle lane; -Shift the fourth private lane from the MRT-7 to the right beside the PUV lane; -Remove the existing bike lane to provide additional space to the existing motorcycle lane along Commonwealth Avenue; -Reconfigure the current bike lane and redesignate it to establish a dedicated lane for motorcycle taxis and similar vehicles Nuñez said that the widening of the motorcycle lane may be possible as long as the existing bike lane still has enough space for cyclists, ranging from five meters or wider. 'Sa motorcycle lane, ang travel time mababawasan ng 11%, ang travel speed [madadagdagan ng] 12%. Due to the additional lane width for the motorcycle lane, it will accommodate more motorcycles,' he explained. Real-time email, SMS alerts for NCAP violators being developed, says MMDA
The Metropolitan Manila Development Authority (MMDA) is working with the Land Transportation Office (LTO) and telecommunication companies to develop real-time email and short message service (SMS) notifications for violators of the No Contact Apprehension Policy (NCAP). MMDA Traffic Enforcement Group director Atty. Victor Nuñez made the statement on Tuesday in PTV's Bagong Pilipinas Ngayon after the May Huli Ka 2.0 was launched. 'This is also in partnership with the LTO because kapag nag re-renew kayo ng rehistro, you will be required to put your email and contact number para mas madali yung notification sa mga nag violate ng NCAP,' Nuñez said. (This is also in partnership with the LTO because you will be required to put your email and contact number when renewing your car registration to notify NCAP violators easily.) On Monday, the MMDA launched "May Huli Ka 2.0,' a website that will allow drivers to check if they violated the NCAP. Nuñez said the agency is working on a May Huli Ka app so users can have a more compact and accessible option. He added the app would be launched in one to two months. Last week, the MMDA announced that it had begun sending notices to traffic violators. MMDA launches website for NCAP violations
The Metro Manila Development Authority (MMDA) on Monday announced that it has launched a website that will allow drivers to check if they violated the No Contact Apprehension Policy (NCAP). MMDA Chairman Atty. Don Artes said drivers may check their violations at the "May Huli Ka 2.0" by entering their plate or conduction sticker and their motor vehicle (MV) file number. "The inclusion of the MV file number is an added security and protection so that only the vehicle owners can securely check their violations under NCAP,' Artes said in a statement. According to the MMDA, the website also guides drivers what to do in the event of a violation, including the payment process, where fines can be settled, and how to appeal the apprehensions. Meanwhile, Artes said that several features are being planned, including real-time messages and email notifications upon account creation for any new violations, online payment integration, as well as multiple vehicles registered under a single account.
