RM497.54 mln for Sabah human capital development
KOTA KINABALU: The Sabah government has allocated RM497.54 million this year to strengthen the human capital development agenda to produce a generation that is competent, innovative and has integrity, said Chief Minister Datuk Seri Hajiji Noor.
He said the state government continues to place human capital development as the main thrust in making the state's economic agenda a success, especially in exploring the great potential of the growing blue economy sector.
'The world has changed, and we also need to change. We can no longer hold on to the old system. Therefore, competitive and highly skilled human capital is needed to drive the state's development,' he said in his speech at the opening of the Sabah Blue Economy Skillfest 2025 at the Sabah International Convention Centre (SICC), here today.
The text of his speech was read by Deputy Chief Minister II Datuk Seri Dr Joachim Gunsalam, who is also Sabah's Minister of Local Government and Housing.
The Chief Minister said that through the Sabah Maju Jaya (SMJ) Roadmap, the state government continues to formulate inclusive and sustainable development policies by prioritising increasing the people's capacity in the new economic era.
According to Hajiji, from 2021 to 2024, a total of RM848.26 million has been allocated by the state government through four main education channels that benefit nearly 245,953 recipients.
The allocation includes the Sabah State Education Fund (RM227.1 million), Sabah State Government Scholarships (RM324.1 million), Education Assistance from the Office of the Deputy State Secretary (RM164.14 million) as well as assistance and loans from Sabah Foundation (RM132.92 million).
He said the Skillfest programme is among important efforts to strengthen skills training in the blue economy sector, which includes industries such as mariculture, fisheries, marine energy, marine tourism as well as ocean technology research and development.
'Sabah is rich in marine resources. Therefore, it is our responsibility to ensure that the people are prepared to harness this potential sustainably,' he said.
Hajiji said the strategic collaboration between HRD Corporation and the Sabah Maju Jaya Secretariat (SSMJ) in organising this programme was commendable as it supported the government's goal of expanding access to lifelong learning.
The programme is also a continuation of the success of the Sabah International Blue Economy Conference (SIBEC) 2024 which has attracted global attention and positioned Sabah as a major player in the regional blue economy.

Counter rally to clash with anti-graft student protest on Sabah governor's birthday tomorrow
KOTA KINABALU, June 20 — A new pro-government youth movement is set to take to the streets of Kota Kinabalu this weekend to counter the Gempur Rasuah Sabah 2.0 anti-graft rally. The Gerakan Anak Muda dan Mahasiswa Anak Sabah (Gammas) has announced its intention to hold a peaceful assembly on Gaya Street, explicitly to counter what it calls the 'misrepresentation' by the student activist group Suara Mahasiswa UMS, which is organising Gempur. 'The purpose of this gathering is not to rival the anti-corruption rally 2.0 organised by Suara Mahasiswa UMS, but rather to clarify to the public that the majority of students at Universiti Malaysia Sabah (UMS) do not support the rally organised by Suara Mahasiswa UMS,' they said in a statement today. While the Suara Mahasiswa protest is focused on government accountability and alleged mismanagement of funds, Gammas said they will be demonstrating in support of the state leadership under Chief Minister Datuk Seri Hajiji Noor and the GRS-PH coalition government. 'The main objectives of the gathering is to express support for our chief minister and the GRS-PH government to continue leading Sabah, as they have shown strong commitment to student and youth welfare,' they said. They outlined several benefits such as the Sentosa one-off RM300 assistance for students studying in Sabah, the Budi programme offering RM1,500–2,000 in cash aid for qualified tertiary education students, the Subfly flight ticket subsidy programme, public scholarships amounting to RM50 million and laptop assistance among others. The group also voiced strong support for the monarchical institution in Sabah, claiming it is a unifying force in a multicultural state and criticising what it sees as attempts by Peninsular-based political actors to undermine it. They said they submitted their notice of the rally to the Kota Kinabalu police on June 16. The Gempur Rasuah Sabah 2.0 rally was given the greenlight by police on June 18. They had announced their rally last month. The rally is expected to begin on Saturday at 1.00pm in front of Suria Sabah shopping mall, with participants marching to Lintasan Deasoka, Gaya Street, and continuing the demonstration through Sunday. Their demands include action on the Sabah Water Department scandal, institutional reforms for the anti-corruption commission and suspension of individuals accused of corruption. The rallies coincide with the 74th official birthday celebration of the Yang di-Pertua Negeri tomorrow morning.

PENAMPANG (June 20): The Penampang Municipal Council (MPP) headquarters has officially received the green building certification, making it the first government building in Sabah to obtain such recognition. This marks a historic achievement in MPP's efforts to strengthen sustainability practices and innovation within public service. The recognition was announced during an official ceremony officiated by Deputy Chief Minister II and Local Government and Housing Minister, Datuk Seri Dr Joachim Gunsalam, who also launched the MPP e-Adu mobile application and command centre during a joint event today. Dr Joachim said that this achievement clearly reflects MPP's commitment to addressing global challenges related to climate change, energy management and carbon emission reduction. 'This is a proud achievement. The green building certification reflects MPP's commitment to sustainable building management through initiatives such as the installation of solar systems, use of energy-efficient equipment and the implementation of LED lighting,' he said during his speech at the event held at the MPP lobby. Dr Joachim added that the success aligns with the State Government's goal of making Sabah a smart, sustainable and environmentally responsive state that prioritises the wellbeing of its people. In addition, the launch of the e-Adu app and the MPP command centre signifies the beginning of a new era in digital governance and data-driven management at the local government level. The command centre is equipped with a CCTV monitoring system, used not only for safety and traffic surveillance but also to assist in disaster management, such as floods and unexpected incidents. Report: Sabah state minister among trio to be charged over alleged graft
A Sabah minister is reportedly among the three individuals who are expected to be charged in court over a mineral mining licence corruption scandal, which has rocked the state since an exposé last year. Quoting sources, English daily The Star said the assemblyperson who is still serving in Chief Minister Hajiji Noor's state cabinet would be called for questioning next week.
