Invest Qatar, the Investment Promotion Agency of Qatar,marked its successful participation in the inaugural Web Summit Vancouver, held from 27 to 30 May. The event showcased Qatar's welcoming and dynamic startup ecosystem through the 'Startup Qatar' pavilion, which attracted significant attention from attendees and industry leaders.
The 'Startup Qatar' pavilion, a collaborative effort between Invest Qatar and key ecosystem partners including Ministry of Communications and Information Technology (MCIT), Qatar Development Bank (QDB), Qatar Financial Centre (QFC), Qatar Investment Authority (QIA), and Qatar Research Development and Innovation Council (QRDI) highlighted the exclusive advantages and extensive opportunities available to startups and entrepreneurs looking to establish and expand their ventures in Qatar.
Throughout the four-day summit, the pavilion facilitated connections between attendees and key stakeholders in Qatar's startup and entrepreneurial ecosystem.
It emphasised the country's thriving business environment, multi-sectoral opportunities, and tailored benefits designed to empower ambitious startups and support their long-term growth.
Senior representatives from the Qatar delegation actively engaged in panel discussions and networking sessions, highlighting the country's progress in driving innovation and technological advancement.
Hamad Al-Naimi, Strategy Manager at Invest Qatar, participated in a panel discussiontitled 'From Seed to Scale: Catalysing Startup Growth in Emerging Tech Hubs' alongside António Dias Martins, CEO of Startup Portugal.
During the discussion, Al-Naimi shared valuable insights into the policies and initiatives Qatar is pursuing to strengthen its position as a dynamic hub for innovation and startups.
He also highlighted Qatar's recently launched $1 billion incentives programme, aimed at ensuring the long-term sustainability and global competitiveness of startups and fintech companies. The programme focuses on key sectors, including technology, with targeted support for artificial intelligence, cloud computing, cybersecurity and data-driven innovation, to foster a robust digital economy and attract high-impact investments.
The participation at Web Summit Vancouver builds on the significant interest and record success of the 'Startup Qatar' initiative during previous international tech events. The initiative, launched ahead of the inaugural Web Summit Qatar, has recorded over 450 business registrations facilitated by QFC and received more than 4,000 applications for the 'Startup Qatar Investment Programme' by QDB.
This programme offers funding of up to $500,000 for seed-stage and up to $5 million for growth-stage companies.
To date, the programme has awarded $23.5M in funding to 19 startups from across the world, including Italy, Oman, Singapore, the U.K., the U.S. and Turkey. These startups benefit from funding, mentorship and other support services in Qatar's innovation-driven ecosystem.The 'Startup Qatar' initiative is designed to support startups at every stage of their journey.
It provides an innovative one-stop online platform (startupqatar.qa), catering to all business requirements and enabling them to access Qatar's extensive network of support services, opportunities, funding, incubation programmes, government grants, networking events and various other resources.

QNA Doha Qatar Development Bank (QDB) has opened applications for the fourth edition of 'SME Excellence 2025'. The initiative aims to recognise the top 50 SMEs that have demonstrated strong performance and achieved significant growth over the past three years. These SMEs have succeeded in building sustainable business models that positively contribute to the national economy, aligning with the bank's strategy to empower the local business ecosystem and foster a resilient, productive, and competitive private sector. QDB has established a set of eligibility criteria for companies wishing to apply. These include being a profitable commercial entity, qualifying as an SME under Qatar's official definition excluding home-based businesses, operating in value-adding economic activities, being headquartered in Qatar, maintaining continuous operations for at least three years, and holding a valid commercial registration. The bank has also defined a set of evaluation criteria. Applicants will undergo a rigorous assessment of their financial and operational performance, the sustainability of their business model, and their growth potential. These evaluations will be based on audited financial statements for the years 2022, 2023, and 2024. Companies that participated in previous editions of 'SME Excellence' may reapply, provided they meet all current criteria and submit the required documentation for another opportunity to be recognised for their achievements. The deadline for applications is July 15, 2025. Applications must be completed, and all relevant documents uploaded via the Bank's website. This will be followed by an initial screening process based on eligibility criteria. Shortlisted applicants will then be invited to meetings, during which further evaluation will take place, followed by site visits to the companies. QDB will host an awards ceremony for the 50 selected companies based on the established criteria. 'SME Excellence' is one of QDB's strategic initiatives, aimed at identifying high-potential companies and supporting them in strengthening their competitive position by facilitating access to both local and international markets.

Satyendra Pathak Doha Despite continued global economic uncertainties, Qatar's Islamic finance sector demonstrated remarkable resilience and steady growth in 2024. According to a newly released annual report by Bait Al Mashura Finance Consultations, total Islamic finance assets in the country grew by 4.1 percent during the year, reaching an impressive QR683 billion (approximately $187 billion). This expansion reinforces Qatar's strategic commitment to developing a diversified and sustainable financial sector in line with the goals of Qatar National Vision 2030. Commenting on the findings, Prof Khalid Ibrahim Al Sulaiti, vice chairman of board of directors at Bait Al Mashura Finance Consultations, said, 'The growth of Islamic finance in 2024 reflects the strong fundamentals of Qatar's financial system, effective regulatory oversight, and growing public confidence in Shariah-compliant financial instruments. This sector continues to be a key pillar of the national economy.' Islamic finance in Qatar comprises several interconnected components: Islamic banks, Takaful (Islamic insurance) companies, Islamic finance companies, Islamic investment companies, Islamic Sukuk, Shariah-compliant funds, and Islamic indices. These segments are supervised and regulated by the Qatar Central Bank (QCB), with some institutions also operating under the jurisdiction of the Qatar Financial Centre (QFC). The bulk of Islamic finance assets—amounting to 87.4 percent—were held by Islamic banks. Sukuk (Islamic bonds) followed with a share of 11.2 percent, while the remainder was distributed across Takaful firms, Islamic investment companies, and other Shariah-compliant entities. The Islamic banking sector in Qatar comprises four local Islamic banks, including Qatar Islamic Bank (QIB), Masraf Al Rayan, Dukhan Bank, and Qatar International Islamic Bank. In addition, Islamic wholesale and investment banking is represented by entities operating under the QFC framework, such as QInvest and Lesha Bank. In 2024, Islamic banking assets increased by 3.9 percent year-on-year to reach QR585.5 billion. Deposits into Islamic banks rose by a robust 8.2 percent to QR339.1 billion, with the private sector accounting for 57 percent of the total. Islamic bank financings also grew healthily, reaching QR401.5 billion—an annual increase of 4.9 percent. Key areas of financing included real estate, government-related projects, and personal financing. Revenue from Islamic banking surged 12.6 percent during the year, reaching QR29.5 billion. Net profits stood at QR8.7 billion, marking a 6 percent year-on-year increase, demonstrating both improved operational efficiency and stable earnings in the face of inflationary and geopolitical pressures. Qatar's Takaful insurance sector also experienced healthy growth. Assets of Takaful companies rose by 7.1 percent to reach QR5.1 billion in 2024. Policyholders' assets climbed 6.3 percent to QR2.6 billion. Insurance contributions saw a notable rise of 18.6 percent, exceeding QR1.9 billion. However, the profitability of Takaful companies remained mixed. While some insurers achieved surpluses, others incurred underwriting losses, indicating the need for more efficient risk management and product diversification within the sector. Islamic finance companies in Qatar—offering a range of Shariah-compliant financing and leasing solutions—recorded a slight rise in total assets to QR2.53 billion (up 0.8 percent from 2023). Their financing activities increased by 5.7 percent, totaling QR1.9 billion. Revenues rose by 14.7 percent to QR277.2 million, of which 84 percent was generated from financing and investment activities. The sector's financial performance, however, was mixed. While some companies reported combined profits of over QR178.5 million, others suffered cumulative losses amounting to QR12 million. The results underscore the ongoing need for prudent financial management and strategic positioning in a competitive market. Islamic investment companies witnessed an encouraging 5.2 percent growth in total assets, reaching QR549.5 million. Revenues rose significantly by 44.1 percent to QR59.7 million. Similar to other sectors, performance outcomes varied—some firms posted profits while others incurred losses. The sector reported an overall profit of QR17.5 million for 2024. One of the standout trends of 2024 was the exponential growth in Qatar's Islamic Sukuk market. Total Sukuk issuance surged by 161 percent during the year. Islamic banks issued Sukuk worth QR9.5 billion, a remarkable 300 percent increase compared to the previous year. Additionally, the Qatar Central Bank issued Sukuk valued at QR16.9 billion—a jump of 118.5 percent from 2023. This surge reflects a growing appetite for fixed-income Shariah-compliant instruments, both domestically and regionally, supported by favorable liquidity conditions and investor confidence in sovereign and bank creditworthiness. Shariah-compliant investment funds reported a marginal increase in assets, which reached QR944.6 million (up 1 percent year-on-year). These funds exhibited varying performance, contingent on market conditions and investment strategies. On the Qatar Stock Exchange, the Al Rayan Islamic Index posted a 2.23 percent gain in 2024. Performance of individual Islamic finance stocks was mixed, with some experiencing gains of up to 2.3 percent, while others saw declines as steep as 19.6 percent. The broader economic landscape in Qatar remained resilient in 2024. Real GDP grew by 2.6 percent, reaching QR713.4 billion at constant prices. At current prices, GDP stood at QR795.3 billion. The financial and insurance sector contributed 10.3 percent to GDP, totaling QR82 billion in value-added output. The State's public finances remained stable, registering a fiscal surplus of QR5.6 billion, despite a 16.2 percent decline in total revenues, primarily due to lower hydrocarbon prices. Inflation also remained well contained at an annual average of 1.2 percent, according to the National Planning Council.

Organized by GORD in collaboration with QDB, the event convened senior executives, sustainability experts, and policymakers to explore the strategic importance of Environmental, Social, and Governance (ESG) integration and to unveil QDB's newly developed manual. The event also welcomed senior representatives from Qatar's leading financial institutions, including the Qatar Central Bank (QCB) and the Qatar Stock Exchange (QSE). Jointly developed by QDB and GORD, the ESG Guidance Manual offers a practical and scalable roadmap tailored to help SMEs embed ESG principles into their core business operations. The manual aims to align SMEs with the Qatar National Vision 2030, enhance their sustainability performance, and help them navigate evolving global regulatory requirements. Drawing on GORD's technical expertise and leadership in sustainability, the manual serves as both a strategic enabler and a compliance toolkit, equipping businesses to transition toward a low-carbon, resilient economy. During the launch, Dr. Yousef Alhorr, Founding Chairman of GORD, stated, 'The ESG Guidance Manual reflects Qatar's proactive commitment to empowering its SME sector to adapt to the evolving global ESG landscape. This initiative not only enhances the global competitiveness of Qatari SMEs in carbon-conscious markets but also reinforces their contribution to the goals of Qatar National Vision 2030 and broader international climate objectives.' Dr. Hamad Salem Mejegheer, Executive Director of SME Development of QDB, added, 'At Qatar Development Bank, we remain committed to strengthening the SME ecosystem, recognizing its vital role as a driver of economic growth and diversification. Following the official launch, the event featured a series of technical sessions that offered participants in-depth insights into ESG fundamentals and regulatory developments. Discussions covered upcoming QCB guidelines, the implications of QSE's adoption of the IFRS S1/S2 standards, and how ESG ratings influence investment and financing decisions. Experts also addressed the role of digital solutions in streamlining ESG reporting and management. The sessions further explored strategies for embedding ESG into corporate decision-making and managing associated risks. The day concluded with a high-level panel discussion featuring leading experts and business leaders, emphasizing ESG as a strategic imperative and showcasing real-world examples of ESG-led business transformation and long-term value creation.
