Ranchi: Chairing a comprehensive conference-cum-consultative meet on Juvenile Justice (JJ) Act and related laws on Sunday at the Judicial Academy, Union minister Annapurna Devi emphasized on a compassionate approach towards children in conflict with laws adding that their reform and rehabilitation should be the priority.

members, police officials and child welfare experts were also present on the occasion.
The Union minister said, "Foundation of a sensitive and empowered society is laid only after we provide justice, protection and respect to children. The JJ Act not only protects rights of child but also helps them lead a respectful life through rehabilitation." Jharkhand high court judge Justice Anubha Rawat Choudhary stated that young individuals are not criminals to be punished or burdens to be managed.
They are children caught in complex webs of trauma, neglect, poverty or violence.
She said, "Juvenile justice must remain restorative not retributive. One of the most humane evolution in legal philosophy is the shift from viewing child offenders as perpetrators deserving punishment to recognizing them as individuals with immense potential for transformation."
Justice Rawat said that when the child is tried as an adult in the court, the latter is not only a forum for adjudication but also a guardian of the child's long-term interest.
She said that even if the child is found in conflict with law the order must have a comprehensive individual care plan.
Taking part in the meeting, deputy secretary of the department of women and child development Abhay Nandan Abastha said the govt is planning to expand the capacity of the observation homes in the state adding that a place of safety for children has started functioning in Simdega district.

BJP defeat: Bittu takes blame
Ludhiana: Union minister of state for railways and food processing Ravneet Singh Bittu on Monday took responsibility for the BJP's defeat in the Ludhiana West byelection, even as he praised party candidate Jiwan Gupta for putting on a strong fight and securing over 20,000 votes. Bittu congratulated Aam Aadmi Party (AAP) candidate Sanjeev Arora on his victory and expressed hope that he would deliver on promises made to the people of the constituency Bittu admitted to the delay in finalising a BJP candidate being a key factor for the party's loss. "The announcement of Jiwan Gupta's ticket was delayed as the party leadership was engaged with the Operation Sindhoor campaign. This hampered our campaign planning and visibility," he said. Bittu also pointed out that the low voter turnout of just 51.3% reflected lack of public interest in the election, particularly towards the ruling party. "Out of nearly 90,000 votes cast, the AAP candidate managed only around 35,000 votes. This clearly indicates that anti-AAP sentiment in the constituency is much stronger than the mandate they received," he said. Calling the BJP's performance "encouraging", Bittu said the byelection result should not be viewed as a setback. "This is not a defeat for the BJP. The people gave AAP a chance only because their govt still has around two years remaining. In the 2027 assembly elections, we are confident of winning this seat with a significant margin," he said. Operation Sindhu: India brings back 290 Indians, 1 Sri Lankan from Iran; evacuation tally nears 2,000
NEW DELHI: Another group of Indian nationals stranded in conflict-hit Iran was successfully brought home as part of Operation Sindhu, with a special flight carrying 290 Indians and one Sri Lankan national landing in Delhi late Saturday night. Welcoming the evacuees, Union minister of state for external affairs Pabitra Margherita said the government's evacuation mission remains in full swing. The ministry of external affairs (MEA) confirmed that 1,713 Indian nationals have now been repatriated from Iran, while the overall number, including arrivals on Monday, has reached 2,003. Among those rescued was Fatima Iman, a Sri Lankan national, who thanked the Indian Embassy, 'I am grateful for everything. The experience was very smooth.' The latest batch included people from states such as Bihar, Jammu and Kashmir, Delhi, Uttar Pradesh, Rajasthan, Gujarat, and Maharashtra. The MEA, in a post on X, said, 'India's evacuation efforts continue under #OperationSindhu. MoS Shri Pabitra Margherita received 285 Indian nationals evacuated on a special flight from Mashhad that landed in New Delhi at 2330 hrs on 22 June.' Margherita also announced that three more evacuation flights from Iran are scheduled over the next two to three days, and 162 Indians in Jordan, having crossed over from Israel, would be brought home soon. Operation Sindhu has also facilitated the evacuation of 604 Indians via Jordan and Egypt from Israel so far. The first batch of 161 evacuees from this route is expected to arrive in Delhi early on June 24.

Min opens silo warehouse for grains
Khagaria: Union minister for consumer affairs, food and public distribution and new & renewable energy, Pralhad Joshi, on Monday inaugurated a state-of-the-art grain silo warehouse in Pasraha village, around 25km from Khagaria district headquarters. Built at an estimated cost of Rs 150 crore, the silo has a storage capacity of 50,000 metric tonnes and is the fifth of its kind in Bihar. Joshi said the facility, developed under the Food Corporation of India's vision, will be a boon for small and marginal farmers, offering long-term grain storage and reducing post-harvest losses through mechanised handling. He called it a significant step in boosting agri-logistics and supporting PM Narendra Modi's mission to modernise agricultural infrastructure and double farmers' income. Deputy CMs Samrat Choudhary and Vijay Kumar Sinha, LJP(RV) MP Rajesh Verma and MLA Pannalal Singh Patel were present at the event.
