Chief Election Commissioner Gyanesh Kumar, who took charge of the Election Commission of India on February 19, completed 100 days in office on Thursday. In recent weeks, the ECI, under his leadership, has introduced numerous reforms and changes to provide a smoother experience for both voters and political parties while also streamlining election management.
In a statement, the commission said, 'A slew of purposeful, pragmatic and proactive measures has marked the first 100 days of the 26th Chief Election Commissioner Gyanesh Kumar's tenure. The vision for a reinvigorated ECI was charted out by the CEC in the presence of Election Commissioners Dr Sukhbir Singh Sandhu and Dr Vivek Joshi during the Conference of Chief Electoral Officers (CEOs) held in March 2025."
These initiatives come at a time when the ECI has faced considerable scrutiny following various elections.
Voters first
Several voter-centric initiatives have been launched, including guidelines for setting up additional polling booths in high-rises and residential colonies to reduce travel time for voters. The commission has also reduced the maximum number of voters per polling station from 1,500 to 1,200, minimising waiting times.
Electoral roll updates will now incorporate death registration data directly from the Registrar General of India (RGI) database, subject to verification. This replaces the previous system where a family member had to file Form 7 for the deletion of a deceased voter's name. Voter information slips will be made more user-friendly, with prominent display of serial and part numbers. Furthermore, mobile phone deposit facilities will be provided outside polling stations, addressing a previous logistical challenge for voters. The commission has also replaced all duplicate Electoral Photo Identity Card (EPIC) numbers with unique identifiers.
In total, 28 stakeholders, including electors, election officials, political parties, and candidates, have been identified within the electoral process. Reforms are being implemented with each of these stakeholders in mind. Training presentations based on the commission's acts, rules, and instructions are being developed for each stakeholder group.
Engagement with political parties
To enhance trust with political parties, the commission has introduced reforms to improve communication and address concerns. Over 4,700 all-party meetings have been conducted across India at the electoral registration officer (ERO), district election officer (DEO), and chief electoral officer (CEO) levels, involving more than 28,000 party representatives. CEOs oversee elections at the state level, DEOs at the district level, and EROs at the assembly constituency level. These decentralised meetings ensure that party workers at all levels remain informed throughout the electoral process.
The commission is also meeting national and state party leaders. Of the six national parties, the CEC has met the presidents of five: Aam Aadmi Party (AAP), Bharatiya Janata Party (BJP), Bahujan Samaj Party (BSP), Communist Party of India (Marxist), and National People's Party (NPP). Further meetings are planned after the current by-elections. Canvassing distance norms have been relaxed, allowing candidates and parties to set up booths beyond 100 metres, compared to the previous 200-metre limit. Capacity-building programmes for booth-level agents have been conducted in Bihar, Tamil Nadu, and Puducherry.
Internal changes and capacity building
The commission has launched ECINET, a new integrated dashboard providing all services for all stakeholders at a single point, replacing over 40 apps and websites. A national conference of counsels representing the ECI and CEOs was organised to strengthen synergy and refine the legal framework. Standardised photo ID cards for booth-level officers (BLOs) have also been introduced.
Training has been conducted for over 3,500 booth-level supervisors, with an additional 6,000 BLOs/BLO supervisors scheduled for training in the next 45 days across approximately 20 batches. Regular meetings between the ECI and CEOs of all 36 states/union territories are being held to improve coordination between their offices and various ECI divisions.

The Election Commission of India is contemplating intensive door-to-door verification during revision of electoral rolls for upcoming Bihar assembly polls, sources in the Commission said. In past, persistent concerns have been raised often by various civil society organisations, political parties and agencies regarding the inclusion or deletion of names of the electors in the Electoral Rolls. Sanguine about its responsibility, the Election Commission has repeatedly emphasized that it is committed to ensuring that only genuine and eligible citizens are enrolled in the electoral rolls. Regular exercise of revision of the electoral rolls is undertaken annually throughout the country by the EC and also before the holding of elections/bye-polls. Constitutional and legal frameworks are also quite clear and robust in this regard. Provisions regarding eligibility to be registered as a voter and disqualifications for registration in an electoral roll are clearly laid down in Article 326 of the Constitution of India and Section 16 of the Representation of the People Act, 1950. Need for constant updation of electoral rolls arises due to various reasons. 1. A key reason is the migration/shifting of electors: The country continuously witnesses inter-state, intra-state, inter-district and intra-district migration due to marriage, job opportunities, education, family requirements etc. For instance, forms received by the commission in 2024 indicates that 46.26 lakh people shifted residence, 2.32 crore applied for corrections and 33.16 lakh requested for replacement. Thus, in a single year, nearly 3.15 crore changes were required to be made across the country. 2. Deletion of names of dead electors: Generally, number of deletions of dead voters is much lesser than the registered deaths, as families do not approach the ECI for deletion of names of their kin. 3. Addition of names of young electors attaining the age of 18 years. 4. Corrections in elector details such as names/photographs/address 5. Rationalisation of polling stations for various reasons, especially in view of the new limit set by the EC of 1,200 electors per polling station from the earlier 1500 and the Commission's commitment to ensure that no elector has to travel more than 2 km to cast their vote 6. Identification and subsequent deletion names of illegal immigrants. The entire process of updation of electoral rolls is conducted as per the law/rules/instructions of the EC and sufficient opportunity is provided to political parties to file claims, objections and appeals before the final electoral is published. ut in spite of following a detailed protocol, insinuations and allegations are often made against the EC for arbitrarily inflating the electoral roll, even though the exercise is conducted with complete transparency and under constant scrutiny of the political parties. Thus, in order to make the system completely robust and free of any kind of errors, the Commission is contemplating an intensive door-to-door verification during the upcoming electoral roll revision before Bihar assembly polls. Such intensive and rigorous revision of electoral rolls has been done in the past as well. The last such exercise was undertaken in 2004.

Vijayawada: In a move to bolster the electoral process, the Election Commission of India (ECI) has rolled out 23 new initiatives spanning six key areas — electors, political parties, election staff, legal stakeholders, procedural reforms, and internal enhancements within the commission. During an informal briefing in Velagapudi on Friday, P Pawan, deputy director (media division), said the ECI introduced a first-of-its-kind mobile deposit facility at polling booths. This service, aimed at easing the voting experience, was piloted during the recently held bye-elections for five assembly seats across four states. Among other initiatives, the ECI has increased the number of polling stations and capped the maximum number of voters per station at 1,200. To improve accessibility, additional booths are now being established in high-rise buildings and residential colonies to encourage greater voter participation. Moreover, the ECI held Pan India all-party meetings at the CEO/DEO/ERO levels. "A total of 4,719 meetings, including 40 meetings at the CEO level, 800 at DEO, and 3,879 at ERO levels, were held with over 28,000 representatives from various political parties participating in the meetings," the ECI deputy director added. Ludhiana: District election officer Himanshu Jain Saturday said elaborate arrangements are in place for the smooth counting of votes polled for the Ludhiana West bypoll. At sharp 7 am on June 23, the counting of votes and postal ballots will commence in the presence of election observers, candidates, and their authorised representatives. An official statement said robust security measures, including the deployment of paramilitary forces at the counting centres to safeguard electronic voting machines (EVMs) and Voter Verifiable Paper Audit Trail (VVPAT) machines, have been implemented. The entire process is being continuously monitored through CCTV surveillance. The DEO emphasised that entry to the counting centres will be strictly regulated, allowing only candidates, their representatives, media personnel, and authorised individuals with valid identity cards issued by the ECI. Fourteen candidates are in the fray for the seat, including AAP's Sanjeev Arora, Congress' Bharat Bhushan Ashu, BJP's Jiwan Gupta, and SAD's advocate Parupkar Singh Ghuman. Chief electoral officer Sibin C Thursday said the voter turnout, as per data uploaded till 7pm on the voting day, was 51.33%. As part of a new initiative, polling data was uploaded on the ECINET app by the presiding officers at the respective polling stations. A total of 194 polling stations were set up. Besides the provision of assured minimum facilities at each polling station, for the first time, a mobile deposit facility was created at the entrance of all polling stations.
