Change in Manipur admin inevitable, popular govt should be formed: Assembly speaker

Manipur Legislative Assembly Speaker Thokchom Satyabrata Singh on Thursday (June 19, 2025) said a change in the administration in the state, which is currently under the President's rule, is inevitable.
He also said a popular government should be formed in Manipur, which has been witnessing ethnic violence since May 2023.
"I heard that groups are being constituted for the formation of a government. I also heard someone from Delhi will be deputed for the government formation. However, I am not involved in anything as I am in the assembly." The Speaker also said he believes that legislators will continue to work as per the wishes of the people.
"A definite change will certainly come as the duration of the President's rule has a specific time frame. A popular government should be formed," the Yaiskul constituency MLA said.
The Centre had on February 13 imposed the President's rule in strife-torn Manipur after Chief Minister N Biren Singh resigned.
The state assembly, which has a tenure till 2027, has been put under suspended animation. The Lok Sabha and Rajya Sabha in Parliament confirmed the imposition of the President's rule in April.
The President's rule can be extended for a further period of six months at a time by approval of both Houses of Parliament by a simple majority. The President's rule cannot be extended beyond a period of three years in total.
More than 260 people have been killed and thousands rendered homeless in the ethnic violence between Meiteis and Kuki-Zo groups since May 2023.

Supreme Court to consider question of issuance of OBC certificates for children of single mothers

The Supreme Court on Monday (June 23, 2025) decided to examine the 'important' issue of amending extant rules to provide Other Backward Class (OBC) certificates to the children of single mothers who belong to the backward sections of the society. 'The present writ petition raises an important issue about issuance of OBC certificates to children of single mothers wherein the mothers belong to OBC… This has to be heard,' a Bench headed by Justice K.V. Viswanathan observed. The case was filed by a Delhi-based woman, and the apex court had sought responses from the Centre and the Delhi government in January. The Centre had argued that the matter required extended consideration, and States need to be arraigned as parties in the case before the top court. The Centre said the court ought to be frame guidelines on the question. The Bench fixed the case for further hearing on July 22. It referred to a 2012 verdict, which had dealt with the question surrounding the status of a person one of whose parents belonged to the Scheduled Castes or Scheduled Tribes. The petition filed by Santosh Kumari, represented by advocate Dawneesh Shaktivats, said OBC certificates were not given on the basis of the caste identity of the mother. The applicant for an OBC certificate were compelled to produce the certificate of a relative on the paternal side. 'The inaction on the part of respondents to issue OBC certificates to children of single mothers on the basis of the latter's OBC certificates was in contravention of the rights of the children who belong to the OBC category,' the plea said. The petition also called it violative of the provisions of the Constitution as children of a single mother belonging to the Scheduled Caste/Scheduled Tribe category were granted caste certificates on the basis of her certificate. The petition referred to the Delhi guidelines for issuance of OBC certificates, requiring the production of OBC certificates of any paternal blood relative, including father, grandfather or uncle.

Addressing reporters in Kokernag after a party workers' meeting, Abdullah expressed the widespread local desire for an immediate resolution of their issues, which he said is hindered by the region's current union territory status. Abdullah underscored that the local populace, particularly following the elections late last year, is eager for its demands to be met, including the desire to see its elected representatives, such as National Conference MLA Altaf Kaloo, take on ministerial roles. However, he noted that these aspirations cannot be realised until full statehood is restored. He expressed hope that the restoration of statehood would also return 'all the powers" previously enjoyed by the region. CM says Joshi did not help State get grants recommended by Finance Commission

Chief Minister Siddaramaiah has said that Union Minister Pralhad Joshi, who is considered to be an influential Minister having good rapport with the Prime Minister, has not helped the State in getting ₹11,495 crore special grants from the Centre despite the Finance Commission's nod. Speaking to presspersons at the helipad in Yaragera village in Raichur district on Monday, the Chief Minister said that Mr. Joshi has no moral right to criticise the State government as he didn't extend a helping hand to the State. On his proposed visit to New Delhi, he said: 'We have sought appointment with the President to give clarification on the Bills pending from Karnataka that have been forwarded to her. We have requested for additional grants to the State under the 16th Finance Commission. We plan to meet the Prime Minister and the Finance Minister to discuss the issue.' Mr. Siddaramaiah said that while the State government is giving annual grant of ₹5,000 crore for the development of Kalyan Karnataka region, it has requested for similar grants from the Union government. On the demand for a secretariat for the region, he said that it will be verified. To a query on shortage of teachers being responsible for the drop in SSLC results in the region, he said that an order has already been issued for the appointment of teachers and the government will take all necessary steps to improve the results. On the letter of Law and Parliamentary Affairs Minister H.K. Patil on illegal mining, Mr. Siddaramaiah said: 'He has written the letter with the intention that a special court should be established to recover the pending dues after discussing the issue in the Cabinet. In fact, I took out a padayatra to Ballari after the then government failed to give a proper answer during the session on the report submitted by Santosh Hegde on illegal mining.' The Chief Minister clarified that he will discuss with MLA Raju Kage the issue of reported lack of development in his constituency and provide the requisite assistance. On MLA Belur Gopalkrishna's demand for resignation of Housing Minister, he said that he will get information on it. And, regarding the housing scam, he said that he will discuss the issue during a meeting with MLA B.R. Patil on Wednesday.
