DoT mulls reviewing PPP-MII order, may relax local sourcing requirements
New Delhi: The
Department of Telecommunications
(DoT) plans to review its
public procurement policy
(PPP) with preference to Make-in-India (MII) order issued in October last year in a bid to incorporate more products and likely relax
local sourcing requirements
.
While issuing the guidelines for the PPP Make-in-India order last year, the DoT had identified 36 products that must have over 50% local value addition to be eligible for procurement by the Central government and its affiliated entities.
Since
5G products
were excluded from the list, the DoT had incorporated an enabling provision to review the products from time to time.
As per DoT's notice seeking stakeholders' comments, it proposes to review its PPP-MII order dated October 21, 2024, specifically for aspects concerning the list of products notified under the order, product wise local content (LC) requirement including the ceiling of LC for design, conditions of inputs (including design) to be qualified as LC and criteria for calculating LC for software products.
'Multiple reports (
NITI Aayog
, Trai, MAIT, PLI companies etc.) indicate that India's limited component ecosystem poses challenges in achieving 50-60% LC in electronic/telecom products. Recognizing this constraint, the conditions for LC qualification also requires a review,' the DoT notice said.
Currently, the list of products where the minimum LC has to be over 50% include routers, ethernet switches, media gateways, customer premises equipment, GPON equipment, satellite phones and terminals, optical fibre and cable and telecom batteries.
While tightening the norms and pushing Make-in-India, the government had excluded imported items sourced locally from resellers and distributors from the calculation of LC. Besides, royalties, technical charges paid out of India and supply of repackaged and refurbished goods excluded from the calculation of LC.
In case of public procurement, preference is given to class-1 suppliers. In case, class 1 supplier is not able to supply, class 11 supplier is given a chance.
All companies making products under the production-linked incentive (PLI) scheme for telecom equipment, would be treated as class 11 suppliers. A class 1 supplier has to have 50% LC while a class 11 supplier needs 20% LC.
'Any recommendations for the inclusion of new products or exclusion of existing ones must be substantiated with detailed justification including verifiable data such as list of major manufacturers, estimated LC value (%), annual production capacity, domestic sales and exports/imports (with figures), sales to public sector entities etc,' the notice added.
The stakeholders can send their comments within 30 days.

Pro-ISI Lt Gen Zahirul Alam set to be Bangladesh's Dy NSA
New Delhi: The Md Yunus-led interim regime in Bangladesh could appoint Lt Gen Abu Tayub Md Zahirul Alam, infamous for his links with Pakistan's ISI and fanning anti-India sentiments, as the deputy national security adviser. Zahirul Alam is a batchmate from the Army of the regime's current home advisor Jahangir Alam and former PM Khaleda Zia's late brother Sayeed Iskandar, both known for their close links with Pakistan. Jahangir Alam was head of border guards when BNP was last in power during 2001-06. Zahirul Alam's close links with Islamabad is evident from the fact that he once gave Pakistan military officials access to Bangladesh's National Defence College. He once served as the commandant of the National Defence College and was later appointed as a member of board of trustees of Hamdard Laboratories, Bangladesh. Zahirul Alam has close links with Yunus and hails from Yunus' native place in Chittagong. This explains the move behind appointing him as the deputy NSA. The appointment could further dent Dhaka's ties with New Delhi, according to Dhaka-based experts who did not wish to be named. Zahirul Alam's close associate Maj (retd) Iskander was a younger brother of Zia and served as a member of the Bangladeshi parliament (Jatiya Sangsad) from 2001 to 2006, representing BNP from the Feni-1 constituency. He was also the founding chairman of Islamic Television and known for patronising anti-India and extremist forces. Iskander took care of BNP's overall election affairs in 2001. Japanese shipping firm plans to start container services from Mormugao port
Panaji: At least three shipping lines, including the Japanese shipping firm Ocean Network Express (ONE), expressed interest in commencing container movement at Mormugao port after the monsoon. Additionally, Delta Ports, which handles operations at Berth No 10 and 11 of Mormugao port, is in active discussions with Shipping Corporation of India (SCI) to include Goa in the SMILE (SCI-Middle-East-India-Liner-Express) service. ONE's senior management team, led by its managing director Masahiro Sakikubo, undertook a comprehensive terminal tour of Mormugao port on Monday to assess the terminal's container-handling infrastructure. ONE is jointly owned by the Japanese shipping lines Nippon Yusen Kaisha, Mitsui OSK Lines, and K Line. 'This is a major milestone where a global liner has entrusted us and visited Goa for restarting the container services. ONE's management showed keen interest in the ongoing developments at Delta port's Mormugao Terminal Private Limited, particularly regarding the resumption of container services. Our consistent efforts and engagement with stakeholders led to their first-hand visit, offering an encouraging outlook for Goa Port's future,' said an official of Delta Ports. ONE, currently ranked fifth in the global container trade, operates a fleet of over 260 vessels with a capacity exceeding 2 million TEU. MPA chairperson N Vinodkumar assured ONE of the port's full support, along with incentives to facilitate the commencement of container trade. Encouragingly, Unifeeder, another logistics firm, is currently studying the feasibility of including Goa in its container network, engaging with leading shipping lines like CMA CGM, ONE, Maersk, MSC, and HMM to ship container cargo post-monsoon. Port officials said that the inclusion of Mormugao port in the SCI's SMILE network will reduce road transport dependency and support cargo movement for salt, industrial salt, tiles, bentonite, and manufactured goods, benefitting local industries. 'Goa's exporters and importers will soon enjoy seamless global connectivity from their hometown port. "This initiative will particularly empower MSMEs, enabling them to compete confidently in international markets without the burden of high logistics costs,' said an MPA official.
